PUBLIC HEARING ON NEW PRESERVATION LAW
Office of Historic Resources and
Cultural Heritage Commission (CHC)
will hold in a public hearing

Thursday, November 20 (after 10:00 a.m.)
Room 1010 of City Hall (10th Floor), 200 N. Spring St.

Office of Historic Resources (OHR) is proposing changes
to strengthen demolition review procedures, clarify
criteria for historic designation and enhance
notification of private property owners.
The City's Cultural Heritage Ordinance, originally approved by
the City Council in 1962, created procedures for designation
and protection of significant buildings and sites as
Historic-Cultural Monuments. The Ordinance has never
been updated to provide a state-of-the-art historic
preservation program.
If you are unable to attend
the hearing, send written comments and suggestions.

OHR has made available the revised text of the proposed
ordinance changes. To review it and a summary of the recommendations, click on the attachment at the bottom
of the OHR's web site article on the hearing, at:

http://www.preservation.lacity.org/node/94
You can review the existing ordinance by clicking on
the attachment "Cultural Heritage Ordinance" at:

DEVELOPMENT PROJECT ACTION ALERT:
2108 & 2120 FEDERAL AVENUE UPDATE

2108 Federal - 1 building (2-units), 3-story, 33' high condo
2120 Federal - 2 buildings (4-units), 3-story, 33' high condo
Both projects are on a block where only 1- and 2-story
residences exist - most only 1-story.
WLANC Board opposed the projects as designed and
supported a 2-story, 30' height limit. Councilman
Rosendahl and many residents agreed.

However, the Planning Dept.'s Deputy Advisory Agency
approved both projects without limiting height.

Westside Residents Association is appealing to
the WLA Area Planning Commission (APC).
HEARING DATE:
November 19, 2008, Wednesday, 4:30 p.m.

Henry Medina WLA Parking Enforcement Facility

11214 W. Exposition Blvd. (Sepulveda/Exposition)
2nd Floor, Roll Call Room

WLANC supports the appeal and believes that unless
heights are limited, the projects will adversely
affect our residential quality of life.
WLANC believes the excess in height and size violate
the character established by our Community Plan.

You will be notified of the APC hearings, which will be
local. The APC takes into account emails indicating
points of view. These projects may set precedent
for the whole neighborhood. Support or
oppose the projects, but be heard.

Your comments, observations, opinions, etc. about items in the
West LA News or anything else in and about the neighborhood!

Let us hear from you and share your views!

At the request of the West Los Angeles Neighborhood Council, the Big Blue Bus will be holding more meetings in Los Angeles.

They have announced a meeting for Tuesday night, Dec. 8, at 6:00 pm., in community room B. See the attached flyer.

The BBB will announce changes, including line 4, which terminates at the Westside Pavilion. It goes down Sawtelle Ave. in West Los Angeles, a historic district and one of our major retail areas.

Neighbors from our two areas might want to ask BBB for longer hours. I know I would like to take a bus to go to a movie at Landmark, and BBB line 4 shuts down before 8 pm.

My personal issues with the Big Blue Bus include traffic problems caused by bus vehicles, excessive honking and other violations. You may want to comment about those things or other aspects of their service.

The West Side neighborhood also benefits from BBB lines 5, 7, 8, 12 and 13, as well as line 4. Lines 12 and 13 are routes that are completely outside the city of Santa Monica.

West LA lines also include Line 1, Santa Monica, Line 2 Wilshire Boulevard, Line 10 Bundy to downtown LA, Line 14 Bundy Blvd, as well as the lines 4, 5, 7 that we share with the West Side. Cross the street to the north side of Wilshire Boulevard at Federal, and you can catch bus 3 to LAX.

 RESIDENTIAL BURGLARIES
DISTRACTING ELDERLY VICTIMS

Increase in home burglaries in Pacific Palisades, Westwood, and West L.A.... organized groups
of thieves target vulnerable elderly citizens
using trickery or distraction to gain access
to residences and remove property.

Suspects, a diverse group of males and females,
ages 17 to 50, have been variously described as
Caucasian, Eastern European, Hispanic, Filipino
and "Gypsy."  Suspects are usually very courteous
and convincing.  Sometimes, they have children
with them.  Once the victim(s) is distracted, a secondary
team of burglars enters the residence and steals valuables.
Some common methods of trickery used have been:
Posing as Department of Water & Power employees
who need to inspect the backyard.
Posing as construction workers at a neighboring house
and needs to enter the backyard to inspect the wall.
Asking to go into the backyard to get their lost cat.
Posing as telephone company employees who need
to inspect the telephone pole.
In September and October 2008, some areas where
these incidents occurred were near:
West L.A.'s Missouri Ave & Butler Ave
Westwood's Santa Monica Blvd & Prosser Ave
Westwood's Santa Monica Blvd & Westwood Blvd
Bel Air's Bellagio RD & Casiano Rd
Police are seeking to raise public awareness.
