District News: Health Benefits Exchange Executive Board; Essential Health Benefits Plan; DC Mental Health Mortality Review

 Health Benefits Exchange Executive Board off to a Fast Start
The Health Benefits Exchange (HBX) Executive Board has moved quickly in the past month to begin their work to develop and implement the District's Health Benefit Exchange (HBX). At their second meeting, the Executive Board chose Dr. Mohammad Akhter to be Chair and at the third meeting selected Dr. Henry Aaron as Vice Chair and Khalid Pitts as Secretary/Treasurer.
The Executive Board has proposed establishing four Standing Committees and four Working Committees to address the wide range of issues and activities facing the Exchange Authority. The Standing Committees are 1) Operations and Administration, 2) Personnel and Compensation, 3) Finance and Audit, and 4) Public Policy. The four Working Committees are 1) Operations, 2) Insurance Market, 3) IT and Eligibility, and 4) Marketing and Consumer Outreach. The Committees will allow the Executive Board to focus on key areas of Exchange establishment.
The Executive Board will appoint an Advisory Board to provide advice on key HBX issues in the near future.
At the August 21 Executive Board meeting, Board members were briefed by the Department of Insurance, Securities and Banking (DISB) staff on the Market Structure Recommendations proposed by the HRIC Insurance Subcommittee. DISB Commissioner William White (an ex-officio member of the HBX Executive Board) spoke on the need for a timely Board decision on the Market Recommendations. The Board also heard public testimony from nineteen individuals who expressed their views on the recommendations. The Board is expected to issue its final vote on the proposed recommendations in the upcoming weeks.
The next meeting of the HBX Executive Board will be on Wednesday, September 5 from 5:30 to 8:00 PM. Regular meetings will be held bi-weekly on Wednesdays from 5:30 to 8:00 PM.

Essential Health Benefits Plan Proposed
The HRIC Insurance Subcommittee recently unveiled the "Essential Health Benefits Bulletin," a document with the proposed recommendation for the benchmark insurance plan to be offered in the District's Health Benefit Exchange. The bulletin is available on the health reform website.
The public comment period ends on Friday, September 28. If you have any questions or wish to submit comments, please send an email to healthreform@dc.gov.

| From the AMA: Reviewing Stage 2 Meaningful Use; Disclosing Payment Information Relative to Risk |

Stage 2 meaningful use requirements revealed; AMA reviewed final rule A final rule issued Aug. 23 by the Centers for Medicare & Medicaid Services (CMS) spells out the meaningful use requirements physicians must meet in the Medicare electronic health record (EHR) program to avoid a monetary penalty in 2015. Stage 2, which will begin as early as 2014, focuses on increasing health information exchange between physicians and patients, building upon the basic EHR functionalities already required in Stage 1 of the program. Before the rule was finalized, the AMA and 98 other medical associations submitted a comment letter to CMS, requesting greater flexibility in the Stage 2 requirements so more physicians could participate. The AMA has finished reviewing the Stage 2 Final Rule and has put together two documents to clarify the rule for physicians.

Register for webinar, "Disclosure of payment information relative to physician risk arrangement"
All budget-based payment systems link at least some portion of physician payment to the physician's assumption of risk for losses or overutilization. For example, in a shared savings arrangement, physicians may share risk of loss with the managed care organization, but in a capitated arrangement, may assume full risk for the utilization of their professional services. Physicians will not be able to monitor and manage assumed risk successfully unless the managed care organization regularly provides physicians with complete and accurate data reports concerning patient utilization, performance with respect to quality and efficiency measures, patient eligibility, etc. Register for the fourth webinar in the American Medical Association's (AMA) managed care contracting webinar series, "Disclosure of payment information relative to physician risk arrangement," on Tuesday, September 11 at 1:00 p.m. ET. National Provider Call: Stage 2 Requirements for the Medicare and Medicaid EHR Incentive Programs

On August 23, CMS announced the final rule for Stage 2 requirements and other changes to the EHR Incentive Programs, which is scheduled to be published on September 4. | National Drug Takeback Day Scheduled for September 29 |
The US Drug Enforcement Administration's (DEA's) fifth semiannual National Takeback Day program will be held Saturday, September 29, 2012, from 10 AM to 2 PM local time. At the last event, in April, 276 tons of unused, expired, or excess medication was collected, bringing the total for the four events held to over 1.5 million pounds (774 tons).
The American Academy of Pain Management and MSDC encourages its members to make patients aware of these events. Data from the National Survey on Drug Use and Health indicate that about 70% of the time someone misuses a prescription opioid medication, the source of that medication is family or friends-often from home medicine cabinets.
Please help your patients eliminate unwanted or unneeded medications from their homes so we can reduce the risk of diversion, misuse, and abuse.
