District News for District Physicians: Health Insurance Exchange; DC Health Professional Loan Repayment 
Exchange Executive Board Members Nominated
     Mayor Vincent C. Gray announced the nominations of prominent health care professionals to the newly created Executive Board of the Health Benefit Exchange Authority (HBX).  The following nominees will be submitted to the DC Council for confirmation:
  • Dr. Mohammed Akhter, current Director of the DC Department of Health
  •  Henry J. Aaron, PhD, Senior Fellow at the Brookings Institution
  •  Leighton Ku, PhD, Professor and Director of the Center for Health Policy Research, George Washington University
  •  Khalid Pitts, Director of Strategic Campaigns, SEIU
  •  Kate Sullivan Hare, Director, Policy Outreach and Public Affairs, Robert Wood Johnson Foundation
  •  Diane C. Lewis, Health Care Policy Consultant
  •  Kevin Lucia, Research Professor and Project Director, Health Policy Institute, Georgetown University
     The DC Health Care Exchange Emergency Authorizing Act of 2011 called for the establishment of a seven-member Executive Board to govern the Health Benefits Exchange Authority.  Once the board members are confirmed, regular public meetings will be scheduled.

DC Department of Health's Health Professional Loan Repayment Program Opened for Applications on June 1

     The DC Department of Health has announced that the cycle for accepting new applications for the Health Professional Loan Repayment Program (HPLRP) opened on June 1.  Applicants have until the end of June to submit their applications for the program. 

     DC's Health Professional Loan Repayment Program (HPLRP) provides loan repayment to eligible providers practicing in underserved areas of the District for at least two years. Eligible participants include licensed and certified physicians, dentists, dental hygienists, and advanced practice nurses practicing at HPLRP-certified Service Obligation Sites (SOS). A certified SOS must be either a private, nonprofit or a public entity that provides primary care, mental health and/or dental services to District residents regardless of their ability to pay and that are located in a federally-designated Health Professional Shortage or Medically Underserved Area within the District that corresponds to the services the entity provides.   Applicants must be already employed or have a signed employment contract with a certified SOS at the time of application. Attached is a list of currently-certified sites.

      The majority of the anticipated 12-15 awards will be issued to primary care providers.

On Medicare: HIPAA v5010 Preparation; eRx Incentive Payment Adjustment Update

     Please join the Centers for Medicare & Medicaid Services (CMS) Regional Offices for an informative webinar on Version 5010 for health care providers, clearinghouses, vendors and others.

     Version 5010 refers to the standards that HIPAA-covered entities must use when electronically conducting certain health care administrative transactions, such as claims, remittance, eligibility, and claims status requests and responses.

     Health care organizations that submit transactions electronically are required to upgrade from Version 4010/4010A to Version 5010 transaction standards.

     To be compliant, organizations must use Version 5010 to send and receive claims and all other HIPAA-adopted electronic transactions starting January 1, 2012; however, CMS has implemented an enforcement discretionary period, which is in effect through June 30, 2012

2013 eRx Payment Adjustment Update (see below for more details)

     On Thursday, March 1, CMS reopened the Quality Reporting Communication Support Page to allow individual eligible professionals and CMS-selected group practices the opportunity to request a significant hardship exemption for the 2013 Electronic Prescribing (eRx) payment adjustment.  The Communication Support Page will accept hardship exemption requests now through Sat June 30, 2012.

     The Quality Support Page User Manual is available to assist individual eligible professionals and CMS-selected group practices in submitting their request for a hardship exemption and can also be accessed from the "Help" icon on the Communication Support Page.

     For additional information on the 2013 eRx payment adjustment, including who is subject to the payment adjustment and how to avoid the payment adjustment, visit the eRx Incentive Program website at www.CMS.gov/eRxIncentive.  Specifically, eligible professionals should review MLN Matters Article SE1206: "2012 eRx Incentive Program: Future Payment Adjustments."

    HIPAA version 5010 deadline is June 30th 

         The grace period for compliance with use of version 5010 of the Health Insurance Portability and Accountability Act (HIPAA) electronic transactions, which was originally set for January 1, 2012 but later extended six months due to concerns that the industry was still experiencing significant implementation problems, is scheduled to end June 30. After this time the Centers for Medicare & Medicaid Services (CMS) is expected to begin enforcing use of version 5010 starting July 1. CMS has announced however, that Medicare fee-for-service (FFS) will be allowing an additional 30 days to move to the 5010 version for the electronic remittance advice transaction only. Also, Medicare FFS will be participating in a series of regional webinars on Wednesday, June 20, the details of which are forthcoming. 
         Should your Medicare claims be rejected after June 30th, the specific message you receive if a claim is rejected will depend on your Medicare Administrative Contractor (MAC). Access a detailed list of 4010 rejection error messages by MACs. Although the AMA is not aware of any widespread problems at this time, should a physician experience any problems associated with version 5010 on or after July 1, they are encouraged to speak with their practice management system vendor, billing service, clearinghouse or payer to identify the exact problem and how to correct it. If this does not resolve the issue, physicians may complete an online form to report it to the AMA to attempt to resolve the issue. You can file a complaint involving Medicare or visit www.ama-assn.org/go/clickandcomplain to file a complaint involving all other payers. Alternatively, physicians may elect to file a complaint directly with CMS.
