Processing Issue for Preventive Care Services - Procedure Codes 77078, 77079, 77080, and 77081

     Highmark Medicare Services (HMS) has identified a Part B claims processing issue in the District of Columbia and Delaware contract areas involving claims for preventive care bone mass measurement studies, procedure codes 77078, 77079, 77080, and 77081. CMS Change Request 7012 advised that effective for dates of service on or after January 1, 2011, Medicare will provide 100 percent payment (deductible and coinsurance would be waived) for certain preventive services. Procedure codes 77078, 77079, 77080, and 77081 are four of the preventive service codes for which 100 percent payment should have been approved. The deductible was appropriately waived. However, due to a system problem, coinsurance was erroneously applied. The system problem was corrected on January 6, 2012. HMS will automatically reprocess any claims for procedure codes 77078, 77079, 77080, and 77081, which were paid incorrectly. For further information on the waiver of coinsurance and deductible for preventive services, please see MLN Matters Article MM7012 issued on March 2, 2011. We apologize for any inconvenience this issue has caused.

Final Rule on Medicaid Recovery Audit Contractors Announced
     On December 30, 2011, CMS issued these FAQs on the Medicaid Recovery Audit Contractor (RAC) program.

     Please also find attached an ARC document summarizing the final rule on Medicaid RACs and providing a roadmap for possible state-level advocacy on this issue.

 

AMA urges friends of medicine to encourage members of Congress to repeal the fatally flawed Medicare Sustainable Growth Rate

     This month a House-Senate Conference committee will begin meeting as early as today, January 17th, to resolve outstanding issues on pay roll taxes, unemployment insurance, and Medicare's Sustainable Growth Rate (SGR). 

     There continues to be bipartisan interest in taking this opportunity to repeal the SGR, utilizing in whole or in part the excessive funds included in the current baseline for Overseas Contingency Operations, or OCO.

     It is critical that medicine work together and encourage the efforts of those in the House and Senate who support repeal of the SGR and who recognize that continued temporary patches drive the costs of eventual repeal higher by tens of billions of dollars every time it is delayed.

 

Troubleshooting the most common problems with HIPAA Version 5010

      Physician practices, clearinghouses, health insurers and vendors are required to convert to the Health Insurance Portability and Accountability Act (HIPAA) Version 5010 electronic health care transactions by January 1, 2012.

      To help physician practices address issues they may encounter when transitioning to Version 5010, the Centers for Medicare & Medicaid Services (CMS) has provided the presentation, "HIPAA Version 5010: Twenty First National Provider Call: Troubleshooting."

      Topics addressed in this presentation include:

  • Key Version 5010 claim issues for Medicare Part B
  • The top operational concerns with the new version
  • Contact information for Medicare Administrative Contractor jurisdictions

     Despite the fact that CMS announced a 90-day enforcement delay, physician practices should still continue preparations for transitioning to Version 5010. Physician practices can prepare for this new version by making practice management system improvements, as necessary, and conducting tests with vendors, clearinghouses and health insurers to ensure that each entity's system works together correctly. Physician practices that are not prepared to submit Version 5010 claims on Jan. 1, 2012 may experience disruption in payment.

Should the District consider a ban on all cell phone use while driving?
     On Tuesday, December 13, the National Transportation Safety Board (NTSB) released a recommendation to ban all cell phone use by drivers.  The recommendation cites an NTSB study on the effect of distracted driving, and includes all cell phone use except manufacturer-installed in-car phone systems and cell phone use by passengers.
     The District already has a handheld cell phone use ban in place.  Should the DC City Council consider expanding the handheld cell phone use ban to follow the NTSB recommendation and include all cell phone use by drivers, including handheld and hands-free?
