Making the Rounds: DC's Health Insurance Exchange Moves Forward; Health Insurance Exchange Survey Deadline Extended
MSDC BoxThe DC Board of Medicine Hosts a Physician Workforce Symposium, Aligning Work Done With MSDC and Other District Organizations
     The DC Board of Medicine will be hosting an educational event at GWU's Jack Morton Auditorium located at 805 21st Street NW.  The event aligns with the on-going work MSDC has been doing to address some of the District's health care workforce needs.  The keynote speaker is Ed Salsberg, the Director of the National Center for Healthcare Workforce Analysis.  The event begins at 8:30am on Wednesday, September 28.  For more information, please click here.

The District of Columbia's Health Insurance Exchange Moves Forward with MSDC's Input
     MSDC has been working with Councilmember David Catania's staff on crafting a health insurance exchange bill that addresses physicians' and patients' needs, and allows for the appropriate involvement of physicians and patients in governance roles.  A final bill is expected to move through the DC Council during the fall legislative session.  In support of these activities, MSDC has signed on to a letter with other patient and consumer advocacy groups.

Health Insurance Exchange Needs Survey Extended; All MSDC Member Physicians are Encouraged to Participate 
     In trying to reach as many District residents as it can, the Mayor's Health Reform Implementation Committee (HRIC) has decided to extend its online survey seeking public input on planning for a Health Insurance Exchange (HIX) for District residents. The HIX, which is similar to a virtual marketplace, is required by the federal health care reform law, the Affordable Care Act (ACA), and will serve a critical function in helping District residents secure more options for health care coverage with vastly improved consumer protections in place.

     The Health Insurance Exchange survey will continue to be available by clicking here or on the HRIC website at www.healthreform.dc.gov until September 16, 2011.

     All MSDC Member Physicians are encouraged to apply.

We have been presenting awards since 1941 and are very proud of the continued and distinguished history of these awards. We invite all MSDC members to submit nominations.

     Any member of the Medical Society may submit a nomination for one or more categories. Each nomination must have a separate submission. No past winners are eligible for nomination in their previous category. Click here to receive a Nomination Form.

AMA Resources for MSDC Members: Lab Signature Requirement; Comments on PCORI; Pushing Through Private Contracting Bill; AMPAC 2012 Political Education Programs Announced
American Medical AssociationPhysician lab requisition signature requirement retracted
     The AMA and other stakeholders strongly opposed a burdensome new Medicare paperwork requirement that was scheduled to take effect in 2011. Following significant outreach to CMS concerning the impact this requirement would have, CMS issued a proposed rule that would retract the policy requiring a physician signature on laboratory test requisitions and reinstate the prior policy that does not require the physician's signature. In a comment letter on the proposed rule, the AMA applauded CMS's decision to retract this policy.

 

AMA comments on proposed definition of "patient-centered outcomes research" 

     On Sept. 1, the AMA along with 26 medical specialty societies, submitted a letter to the Patient-Centered Outcomes Research Institute (PCORI) responding to its call for input on its proposed definition of "patient-centered outcomes research." The letter conveys support for the proposed broad definition of patient-centered outcomes research, which involves a comparison of different modalities, including health delivery models, to manage a specific health problem, condition, or disease, but seeks clarification on whether a component of the proposed definition includes cost analysis. The letter also recommends 2011-2012 Comparative Effectiveness Research priority areas. Read more about PCORI

 

More cosponsors needed on private contracting legislation

     The list of cosponsors for the Medicare Patient Empowerment Act (H.R. 1700/S. 1042) has expanded. These bills, introduced by Rep. Tom Price, MD (R-GA), and Sen. Lisa Murkowski (R-AK) are consistent with policy adopted by the AMA House of Delegates, by allowing private contracting between Medicare beneficiaries and their physicians without penalty to either party. Recently, several members of Congress have added their names as cosponsors of the bill, including Reps. Cliff Stearns (R) and Steve Southerland (R) of Florida, Rep. Roscoe Bartlett (R) of Maryland, and Rep. Dana Rohrabacher (R) of California. Additionally, five physician members of Congress have signed on to the House bill. 

     Currently, there are 19 cosponsors of H.R. 1700. Florida and Texas lead the states with three cosponsors each. The AMA continues to encourage members of Congress to cosponsor the bills and appreciates the outstanding efforts of state medical associations that have done the same. AMPAC announces 2012 political education programs 

     On Feb. 17-19, 2012, AMPAC (the AMA's Political Action Committee) will host the annual Candidate Workshop in Pentagon City, Virginia. The workshop is designed for AMA members and their spouses who are considering a run for public office, and includes training on campaign strategy and media advertising, as well as hands-on sessions in public speaking and fundraising. AMPAC will conduct its annual Campaign School April 18-22, 2012, also in Pentagon City, for AMA members who wish to become involved in the political process as advocates and volunteers for medicine-friendly candidates. The school is organized around a simulated congressional campaign, where participants are put on campaign "staff" teams and attend daily lectures on campaign strategy, media advertising and political fundraising. Each team participates in nightly exercises such as creating a campaign strategy, taping a radio commercial, and writing a political fundraising letter. For both programs, all costs for AMA members, except transportation to the Washington, D.C.,-metro area, are borne by AMPAC. September 14 webinar: ePrescribing final rule, controlled substances update

     The Centers for Medicare & Medicaid Services (CMS) final rule on the 2012 Medicare ePrescribing Incentive Program, released Aug. 31, contains various changes of which physicians should be aware.

     The final rule provides more flexibility under the exemption categories so more physicians can be eligible for an exemption to avoid a penalty. The penalty for not participating successfully in the ePrescribing program or not filing an exemption on time is a 1 percent payment reduction based on the 2012 Medicare fee schedule amounts during the year.

     CMS also extended the deadline to apply for an exemption to Nov. 1, and physicians may now apply for more than one exemption category.

Provider Enrollment Revalidation - Wait Until You Hear From Your Medicare Administrative Contractor (MAC)

     All providers and suppliers who enrolled in the Medicare program prior to Friday, March 25, 2011, will be required to submit their enrollment information so they can be revalidated under new risk screening criteria required by the Affordable Care Act (section 6401a). Providers/suppliers who enrolled on or after Friday, March 25, 2011 have already been subject to this screening, and need not revalidate at this time.
     Do NOT submit your revalidation until you are notified to do so by your MAC. You will receive a notice to revalidate between now and March 2013.
     This will allow MACs to process revalidations in a timely fashion and allow providers to take advantage of innovative technologies and streamlined enrollment processes now under development. Updates will be shared with the provider community as these efforts progress.

Watch for the CMS "Help Prevent Fraud" Campaign

     If you help people with Medicare, watch for the CMS "Help Prevent Fraud" Campaign on TV and in newspapers.I

     The campaign helps people understand how they can protect themselves against fraud by checking their billing statements and reporting suspicious charges.  People should also report other suspicious activities, like being asked over the phone for their Medicare / Social Security number or banking information.  Medicare will NEVER call for this information.

     People can report suspicious activities by calling 1-800-MEDICARE (1-800-633-4227).
You Can Help! You can help by making sure people with Medicare have the information they need to identify and report fraud. Check out the CMS Fraud Prevention Toolkit for materials to help.
