| AMA, MSDC Still Pressing Congress for the "Medicare Patient Empowerment Act" |
 Last week, the AMA and MSDC continued to put pressure on members of Congress to support House Resolution 1700, "The Medicare Patient Empowerment Act." This bill is based largely on policy supported by MSDC at the AMA House of Delegates meeting last year, and allows Medicare patients and their physicians to enter into private contracts without penalty to either party.
Several other members of the U.S. House of Representatives have expressed their interest in co-sponsoring the bill as a practical solution to expand access to physicians for Medicare patients, and preserve the physician-patient relationship as patients move from private insurance to Medicare during retirement. We are continuing to pressure other lawmakers who have not yet sponsored the bill, and have expressed our hope that they will with this letter.

Mayor Gray has Appointed an Experienced Healthcare Finance Expert as Medicaid Director
|

Mayor Vincent C. Gray has announced that he has appointed Linda Elam, Ph.D., as Medicaid Director in the Department of Health Care Finance (DHCF). She currently serves as Director of DHCF's Health Care Policy and Planning Administration. "Dr. Elam's experience in public health and Medicaid-related issues will serve her quite well in administering the District's Medicaid program through the Department of Health Care Finance," said Mayor Gray. "Our Medicaid program is one of the District's most vital services, and I expect Dr. Elam to direct it competently and efficiently." In her most recent position, she has overseen policy, eligibility, rate setting and data analytics for DHCF, which administers the District's Medicaid program, State Child Health Insurance Program (S-CHIP), Immigrant Children's Insurance program and Medical Charities. From 1998 to 2008, Dr. Elam served as a policy analyst with the Henry J. Kaiser Family Foundation, coordinating projects for the Kaiser Commission on Medicaid and the Uninsured, an institute and forum that analyzes health-care coverage and access for low-income populations and assesses options for reform. Dr. Elam earned her Ph.D. in health and social policy from the Johns Hopkins University Bloomberg School of Public Health. She earned a master's degree in public health from the University of California at Berkeley and a B.S. in zoology from Howard University. She will be moving from Maryland to the District.

How Do I Get Paid? The EMR Incentive Programs from CMS
Payments for the Medicare and Medicaid EHR Incentive Programs are distributed based on each year of participation, and follow a specific payment schedule. Located below are payment details on the Medicare and Medicaid EHR Incentive Programs. For an overview, see the Medicare Learning Network (MLN) Matters Special Edition article (SE1111) - Medicare Electronic Health Record (EHR) Incentive Payment Process.
Medicare EHR Incentive Program: Physicians can receive up to $44,000 over five years under the Medicare EHR Incentive Program. There's an additional incentive for physicians who provide services in a Health Professional Shortage Area (HPSA).To get the maximum incentive payment, Medicare physicians must begin participation by 2012.
Medicaid EHR Incentive Program: The Medicaid EHR Incentive Program is voluntarily offered by states and territories. Physicians can receive up to $63,750 over the six years that they choose to participate in the program. Physicians must initiate the program by 2016.

| From IC System: Four Essential Elements of a Collections Policy |
 Most practices have a written credit policy. It spells out who gets how much credit, for how long, and under what conditions. However, some of the same practices fail to back their credit policy with a written collection policy, which takes effect when a receivable becomes past due or a check bounces. Four Elements for Success1. Consistency and CredibilityYour practice needs to maintain one consistent attitude when dealing with people who owe money. Oftentimes, the owner defines and dictates the attitude to be replicated by all employees. Collectors need to know that the attitude will be supported up and down the line by all others whom come into contact with debtors in various capacities. If this fails to happen, the collectors' credibility will be diminished in the patient's mind.
