Mayor Vincent Gray Moves Forward with DC's Medical Marijuana Program

     The District of Columbia has taken the first steps necessary to start the process of dispensing medical marijuana. On April 14, Mayor Vincent Gray announced his proposed rules and regulations for the program. However, Mayor Gray cannot move forward with the program until he receives council approval or 90 days have passed.
     The Mayor's proposal allows for a total of 10 growing facilities and 5 dispensaries of medical marijuana. Licenses for the facilities will be granted by a five-member panel responsible for managing the program. A select set of diseases provide patients access to the medical marijuana, and patients will still be restricted to possession of four ounces or less.
     The official rules have yet to be established, but the Mayor's proposal does include over 300 rules governing the program.
     As the District's medical marijuana program develops, we will continue to keep you updated.
The District will Hold a Special Election for One At-Large Councilmember Seat

     Tuesday, April 26, will be a special election day in the District to fill the at-large seat vacated by Kwame Brown when the Councilmember was elected Chair of the DC Council.
     Currently, this seat is filled by Sekou Biddle, who was elected to fill the seat by conference of the District's Democratic Party. Councilmember Biddle will be running to continue as a member of the DC Council. He will be joined in the race by Tom Brown, Dorothy Douglas, Arkan Haile, Joshua Lopen, Patrick Mara, Vincent Orange, Alan Page and Bryan Weaver.

National Call on Attestation for the Medicare EHR Incentive Program

 

     Attestation for the Medicare EHR Incentive Program opened Mon Apr 18.  Learn how to successfully navigate the attestation process and get an opportunity to ask questions of CMS experts.  CMS will hold a national call about attestation for physicians on Thursday, May 5, 1:30-3pm ET.

The Future of the Physician Quality Reporting System and the ePrescribing Incentive Program

 

     Congress extended the Physician Quality Reporting System in 2008 and authorized incentive payments through 2010.  Additional legislation extended incentive payments for the Physician Quality Reporting System through 2014. Beginning in 2015, eligible professionals who do not report data to CMS satisfactorily under the System will receive a payment adjustment.

     The 2009 and 2010 Physician Quality Reporting System included positive changes to ease the reporting of quality measures, and the 2011 Physician Quality Reporting System has enhancements that will make it even easier for physicians and other eligible health care professionals to participate.  For instance, beginning in 2011, eligible professionals reporting through the claims method will find the reporting rate criterion reduced from 80 percent to 50 percent. A Maintenance of Certification Program also was created in 2011 to allow eligible professionals the opportunity to earn an additional 0.5 percent incentive to their Physician Quality Reporting incentive for meeting specialty certification criteria.

      For the ePrescribing Incentive Program, data reporting on the electronic prescribing quality measure during the first six months of 2011 will be used to determine which eligible professionals and group practices are exempt from the upcoming legislatively mandated 2012 ePrescribing Payment Adjustment. More information on how to participate in the ePrescribing Incentive program as well more information about the 2012 ePrescribing Payment Adjustment can be found at http://www.cms.gov/ERXincentive/.
