Vincent Gray Inaugurated as DC Mayor with Kwame Brown Sworn in as Chair of the DC Council

     Yesterday, January 2nd, at 11:58am, Vincent Gray was sworn in as the sixth mayor of the District of Columbia.  The current office of the mayor was established under home rule in 1975.  A transcript of Mayor Gray's inauguration speech can be viewed here.

     After Mayor Gray's election in November 2010, MSDC has participated in providing recommendations to the Mayor's transition team on subjects such as Medicaid and the Alliance.  The Medical Society looks forward to a collaborative and productive working relationship with Mayor Gray and his departmental directors upon their nominations.  Congratulations Mayor Gray!

     DC Council Chairman Kwame Brown was also sworn in yesterday.  Chairman Brown, a former at-large councilmember, became the seventh chairman of the DC Council.  Congratulations, Chairman Brown!

     Councilmembers David Catania, Phil Mendelson, Jim Graham, Mary Cheh, Harry Thomas and Tommy Wells were all reelected in November and were sworn in yesterday, as well. Councilmember Catania currently chairs the Council's Committee on Health, and has worked with the Medical Society in the past in this role. Congratulations to each of you on your reelection!

District News for District Physicians: DC Board of Medicine Requires Criminal Background Checks; Physicians' and Psychiatrists' Survey Responses Needed
District of Columbia FlagEffective Today, DC Board of Medicine Requires Criminal Background Checks
     Beginning today, January 3, 2011, each new applicant for a license, registration or certification shall obtain a criminal background check, according to the District's "Criminal Background Check Amendment Act of 2006."  The act requires that an applicant for initial licensure, registration, or certification shall not be issued a license, registration or certification until the background check has been completed by the Metropolitan Police Department (MPD).
     A criminal background check shall be conducted in accordance with MPD's and Federal Bureau of Investigation's (FBI) policies and procedures and in an FBI-approved environment, by means of fingerprint and National Criminal Information Center checks and procedures.
     The FBI's criminal background check shall disclose any criminal history of the prospective applicant over a seven (7) year period in all jurisdictions within which the prospective applicant has worked or resided. The MPD shall conduct a similar criminal background check for offenses within the District. An adverse criminal background report does not automatically disqualify the applicant from obtaining a license, registration or certification. The respective licensing board will make a decision on a case-by-case basis.

Primary Care Physicians' and Psychiatrists' Survey Responses Needed
     The DC Department of Health (DOH) has been conducting a District-wide survey of primary care physicians and psychiatrists to assess the availability of health care services in the District of Colombia.  This data collection method is critical to the Department's ability to correctly identify areas and populations in need of designation as Health Professional Shortage Areas (HPSA).  Survey completion is critical in identifying respective underserved areas and populations which require additional primary care providers.
     HPSA designations are the Federal government's official recognition of shortages in availability of personal health care services; designations allow for recruitment of providers to work in underserved areas, enhances reimbursements to District providers, and access to Federal health care resources.  Program details may be found on the 
     The gathered identifiable information will be used exclusively to develop a provider directory for the District's geographic and population HPSA designations for primary care and the District's health information exchange assessment activities.

Highmark Medicare Services has Updated the 2011 Flu, Pneumococcal and Hepatitis B Vaccines Reimbursement Schedule

From CMS: Medicare Eligible Professionals Could Earn Up to $44,000 in EHR Incentives

CMS logo     The Medicare EHR Incentive Program for eligible professionals starts in 2011 and will continue through 2016. Depending on the first year they participate, eligible professionals (EPs) can participate for up to 5 years throughout the duration of the program. The last year to begin participation in the Medicare EHR Incentive Program is 2014, but to receive the maximum EHR incentive payment, Medicare EPs must begin participation by 2012. To qualify for Medicare EHR incentive payments, Medicare EPs must successfully demonstrate meaningful use for each year of participation in the program. Incentive payments are made based on the calendar year. The reporting period for the first year is any 90 continuous days during the calendar year. The reporting period for all subsequent years is the entire calendar year. For calendar years 2011-2016, EPs who demonstrate meaningful use of certified EHR technology can receive up to $44,000 over five years under the Medicare EHR Incentive Program. Beginning in 2015, Medicare EPs who do not successfully demonstrate meaningful use will have a payment adjustment to their Medicare reimbursement. The payment reduction starts at 1% and increases each year that a Medicare eligible professional does not demonstrate meaningful use, to a maximum of 5%.

AHRQ Grants Available for Patient Safety and Medical Liability Reform

     Due to a large response to the initial request for applications earlier this year, the Agency for Healthcare Research and Quality (AHRQ) has developed additional grant opportunities for patient safety and medical liability reform demonstration and planning projects in 2011.
     Demonstration grants are intended to provide up to $1 million for a one-year project and may be renewable for up to three years, while planning grants are intended to provide up to $300,000 for a one-year project.

MSDC Begins 2011 with Several National and State Health Policy Initiatives
     Not even a week into 2011, and MSDC is already hard at work defining the legislative year.  MSDC continues to participate in the Coalition of State Medical and National Specialty Societies with regular conference calls, with the year's first call occurring on January 6th.  Also on January 6th, MSDC will participate in the AMPAC Federation Meeting to discuss national health policy legislative topics. Immediately following the AMPAC meeting, MSDC will join federation partners at the State Legislative Strategy Conference on January 7th and 8th.

     The Doctors Company Foundation has invited 3rd and 4th year medical student members and 1st year resident members of MSDC to apply for their Young Physicians Patient Safety Award - an award to recognize young physicians for their deep personal insight into the significance of patient safety work. This award is given in partnership with the Lucian Leape Institute at the National Patient Safety Foundation.  Individuals will submit essays that will be judged by NPSF.      The NHMA has announced they are currently accepting applications for the NHMA Leadership Fellowship Program Class of 2011. If you are a physician and outstanding leader, out of training for 5 years, and interested in a future career in public service at the national, state or local level, use this application form to apply for the program. The Fellowship is a one year executive leadership training program and you must be available for the 2011 dates -- March 17th Orientation, the July 11-22 NYU Institute in New York City, and the September 11-16 DC Institute in Washington, DC.
