Medical Society of DC Installs New President at the Annual Meeting
Dr. Finelli     On Wednesday, October 20th, Frederick C. Finelli, MD, JD, Vice President of Performance Improvement and Safety at Washington Hospital Center, assumed the presidency of the Medical Society of the District of Columbia (MSDC), at the Medical Society's Annual Meeting.  Dr. Finelli is a general surgeon with a special interest in bariatric surgery, and the director of the Program for Advanced Laparoscopy at Washington Hospital Center.  Dr. Finelli was elected president-elect by MSDC members last October.  He has been an active member of the Medical Society for twenty-four years, previously holding the positions of Vice-Chairman of the Physicians Health Committee, Vice-Speaker of the House of Delegates, Chairman of the Membership Committee and Chair of the Physicians Health Committee.

"Never before has the Medical Society been in such a prime position to make a significant positive impact on health care in the District," says Dr. Finelli.  "Many changes are occurring, and physicians' practices are evolving more rapidly than ever before, creating a considerable need for leadership from our Society.  The District government has started the process of implementing health care reform, and we have taken the opportunity to collaborate with many departments to ensure patients and physicians are considered the priority for changes that are made."

     Ms. Joanne Grossi, Director for Region III under the Department of Health and Human Services, addressed the evening's attendees.  She delivered a very informative and provocative presentation focused on the recently enacted health care reform bill.  After her presentation, she stayed to answer several questions asked by members in attendance, and took some time to chat with members after the meeting.  Ms. Grossi's address was very well-received, and we thank her for taking time to attend our meeting.

      With Medicare physician payments scheduled to be cut 30 percent by Jan. 1, this year's Medicare participation decision period arrives at a time of tremendous uncertainty for physicians and patients.

      Learn about the options you have - participation in Medicare, nonparticipation in Medicare, or opting out of Medicare and privately contracting with patients - during "Understanding your Medicare choices: Preparing for the 2011 Medicare participation decision," a free AMA webinar scheduled to take place at 7 p.m. Eastern time Oct. 27. This webinar will describe the advantages and disadvantages of the three options and walk participants through an example of how payments are calculated under each one.

AMA makes recommendations for Health Insurance Exchanges
 
As Patient Protection and Affordable Care Act (ACA) implementation continues, one of the most important issues will be the establishment of health insurance exchanges in all 50 states. The U.S. Department of Health and Human Services (HHS) is working on this issue at the federal level, and the states are preparing as well. In response to HHS' call for comments on exchanges, the AMA filed a
response on Oct. 4 that included several recommendations on exchange implementation.
District News for District Physicians: "Offer the Test" - the District's Campaign to Combat HIV/AIDS - Kicks Off; It's Almost Flu Season
District of Columbia Flag"Offer the Test" - The District's Campaign to Combat HIV/AIDS - Kicks Off at GWUMC 

     On Monday, October 11th, George Washington University Medical Center faculty and DC Department of Health Director Dr. Pierre Vigilance spoke to GW medical students about the scope of the HIV/AIDS epidemic in DC and the importance of routine HIV testing.  Throughout the semester, GW medical students, in turn, will reach out to their physician mentors via the Clinical Apprenticeship Program, to introduce "Offer The Test" data about the DC HIV epidemic and routine testing, and discuss any barriers to routine testing that the physicians perceive.

     GW students will share a short survey with their preceptors, to help the "Offer the Test" partners better understand the current scope of physicians' HIV knowledge and testing practices. This first-of-its-kind survey was developed in consultation with the DC Department of Health, the U.S. Centers for Disease Control and Prevention (CDC),  the Gerson Lehrman Group, and Georgetown University and George Washington Medical Center faculty, and will be distributed throughout the District to get a better understanding of physicians' HIV knowledge and testing practices.  GBC and the DC Department of Health will distribute the survey broadly to other DC physicians in November to get a data-driven understanding of DC physicians' HIV/AIDS and routine testing knowledge as well their HIV testing practices so that we can better support HIV testing among physicians. 

    

It's Almost Flu Season
     This year's flu vaccine will protect against several different strains of flu including H3N2, an influenza B virus, and the H1N1 virus. 
     There is a vaccine purchasing program in place through your Medical Society membership.  MSDC has partnered with Atlantic Health Partners to deliver less-costly vaccines, including FluZone, an inhaled vaccine for patients who are unable to receive a tradition vaccine.  Please click here for more information.
     This year the flu vaccine is recommended for everyone over the age of 6 months to protect against influenza viruses that are predicted to cause the most illness during the flu season.

ProAssuranceSeveral incidents have been reported recently where physicians have been injured or killed by patients. Ten years ago the Bureau of Labor Statistics stated that more workplace assaults and acts of violence occur in the health care setting than any other workplace. In fact, health care workers experience violent assaults at a rate four times higher than the national average. Physicians also are injured more often than workers in other industries.  Violence in the health care setting also can be perpetrated by non-patients, which may include family members, caretakers or other occupations.

     The DC RHIO's Advisory Panel, under DCPCA, has completed its quarterly review and conducted its meeting with stakeholders around the city.  MSDC attended as a full participant.
     The Department of Health Care Finance is overseeing the development of the District's Health Information Exchange.  MSDC continues to serve on their Steering Committee, which is entering its second month of operation.
