Joanne Grossi, will attend our Annual Meeting, "On the Waterfront," as the evening's featured speaker. This past April, Ms. Grossi was appointed as the Regional Director of the U.S. Department of Health and Human Services for Region III, which includes the states of Pennsylvania, Delaware, Maryland, Virginia, West Virginia and the District of Columbia. As Regional Director, Ms. Grossi serves as the key representative in this region in working with federal, state, local and tribal officials on a wide range of health and social services issues. Prior to this appointment, Ms. Grossi served for seven years in the administration of Governor Edward G. Rendell, first as Deputy Secretary of Health and later as the first- ever Director of the Office of Women's Services.

| MSDC Encourages Congress to Fix the Current Medicare Payment Formula; Comments on AMA Code of Medical Ethics | |
MSDC Encourages Congress to Fix Medicare Payment The Medical Society of DC joined state and national medical societies in a letter demanding a permanent fix to Medicare's flawed payment formula by Congress after this year's election cycle. The letter makes clear what Congress is risking in consequences to physicians and Medicare patients, should the status quo of "inaction" be maintained. There has been an on-going debate over how to resolve the problem of Medicare sustainability that does not limit patients' access to needed medical care. The AMA Council on Ethical and Judicial Affairs (CEJA) has launched a multi-year project to critically review and modernize the AMA Code of Medical Ethics. MSDC has provided feedback regarding existing ethics policy to aid the review process. The review is on-going and covers many topics across the spectrum of medicine and patient care. |
| Update from Highmark Medicare Services: October Flu Shot Reminder |
Vaccination is the Best Protection Against the Flu. This year, the Centers for Disease Control and Prevention (CDC) is encouraging everyone 6 months of age and older to get vaccinated against the seasonal flu. The risks for complications, hospitalizations and deaths from the flu are higher among individuals aged 65 years and older. Medicare pays for the seasonal flu vaccine and its administration for seniors and others with Medicare with no co-pay or deductible. For information about Medicare's coverage of the influenza vaccine and its administration, as well as related educational resources for health care professionals and their staff, please visit the Adult Immunization page of the CMS website. |

MSDC Leadership Continues to Work with the Health Reform Implementation Committee
The Medical Society continues to have a presence with Mayor Fenty's appointed Health Reform Implementation Committee at its meetings. Also, the Medical Society serves on its Delivery System Reform Subcommittee and the Consumer Information Subcommittee.
Live Well DC Kicks Off with MSDC Participation
The Department of Health's (DOH) newest health initiative, Live Well DC (LWDC) is intended to educate the public, and increase public awareness of the importance of making healthy lifestyle choices. Live Well DC is an interagency effort to create a holistic approach to health and wellness by targeting individual behaviors that result in poor health outcomes. LWDC aims to improve the health of those in our community, and ensure that District residents live longer, more productive lives by encouraging residents to follow 10 Healthy Living Tips. It's Almost Flu Season
Every year over 200,000 people are hospitalized in the United States due to complications from the flu. The only way to be fully protected is to get the seasonal flu vaccine at the start of the new flu season. This year's flu vaccine will protect against several different strains of flu including H3N2, an influenza B virus, and the H1N1 virus. There is a vaccine purchasing program in place through your Medical Society membership. MSDC has partnered with Atlantic Health Partners to deliver less-costly vaccines, including FluZone, an inhaled vaccine for patients who are unable to receive a tradition vaccine. This year the flu vaccine is recommended for everyone over the age of 6 months to protect against influenza viruses that are predicted to cause the most illness during the flu season. Residents seeking the vaccine are encouraged to contact their physician and can also find the vaccine at some local pharmacy or grocery stores. As a part of the District's immunization efforts, DOH will continue to offer flu vaccine via its Immunization Program clinic located at 6323 Georgia Ave. NW Suite 305. Immunization services will be provided on Mondays and Tuesdays from 10:00 am to 2:00 pm for District residents only who are underinsured and un-insured. This program is supported by $1,229,590 in American Recovery and Reinvestment Act (ARRA) funding from the US Department of Health and Human Services, Center for Disease Control and Prevention to help enhance DOH's Immunization Information System (DC-IIS).

Medicare Enrollment Deadline Approaching
From mid-November through December 31, physicians will have their annual opportunity to review and perhaps change their participation status with the Medicare program. Given the severe Medicare payment disruptions caused this year as Congress established, and then missed, multiple deadlines to stop payment cuts caused by the sustainable growth rate (SGR) formula, the AMA is encouraging physicians to prepare for this opportunity and review their options carefully.
AMA Unites Organized Medicine in Defense of Maryland's Cap on Jury Awards
Physicians in Maryland earned an important legal victory last week when the Court of Appeals, the highest court in Maryland, rejected a challenge to the state's cap on noneconomic damages and upheld the constitutionality of the cap.
The Litigation Center of the AMA and State Medical Societies, in cooperation with the Maryland State Medical Society, filed anamicus brief supporting Maryland's reasonable limitations on jury awards for pain and suffering. The joint physician brief argued that caps on noneconomic damages work and have proven to stabilize physicians' liability premiums and protect patients' access.
Accountable Care Organizations (ACOs) Closely Watched by AMA
On Tuesday, October 5, the Federal Trade Commission, the Office of the Inspector General and the Centers for Medicare and Medicaid Services held a joint Public Workshop on ACOs and Implications Regarding Antitrust, Physician Self-Referral, Anti-Kickback and Civil Monetary Penalty Laws. From the Congressional Health Care Caucus: Understanding the Medical Loss Ratio
On September 28th, Congressman Michael Burgess, MD, hosted a Policy Forum titled, "Understanding the Medical Loss Ratio." Congressman Burgess, MD was joined on the panel by Janet Trautwein, CEO of the National Association of Health Underwriters, and Brian Webb of the National Association of Insurance Commissioners.
MSDC President, Dr. Peter E. Lavine, Represented the Medical Society at the American College of Surgeons 96th Annual Clinical Congress
Dr. Lavine was introduced to the American College of Surgeons' Congress during their opening ceremonies. He represented MSDC and all of Washington, DC as a "special invited guest" to the event, and spoke on our behalf.
MSDC continues to participate in local health care reform initiatives, including the District's Regional Health Information Organization and Health Information Exchange
The DC RHIO's Governance and Sustainability Workgroup, under DCPCA, has just finalized its planning sessions and has submitted a progress report to the Office of the National Coordinator for Health IT this week.
The Department of Health Care Finance is overseeing the development of the District's Health Information Exchange. MSDC continues to serve on their Steering Committee, which is entering its second month of operation. |

Montgomery County Government has an immediate need for experienced physicians licensed to practice medicine in Maryland to serve on the County's Disability Review Panel. The County is recruiting physicians Board Certified in specialties relevant to common disabling disorders (e.g. Orthopedics, Neurology or Cardiology). Candidates must have experience in performing or reviewing disability related examinations and excellent writing skills. This part-time opportunity requires participation in one meeting per week with panel members, and the ability to review applications and medical documentation to determine eligibility for disability retirement benefits pursuant to County law. Panel Members areexpected to prepare reports and testify, as needed, before the Disability Arbitration Board. Terms of service will vary from 1-3 years.
