District Updates for District Physicians: DC Chooses the Federal High Risk Pool; A Salmonella Outbreak; Providence Holds Perinatal Health Conference
| The District
of Columbia's Department of Health Care Finance (DHCF) announced that they are
joining 25 other states to opt into the federal Pre-Existing Condition Insurance
Plan (High Risk Pool) administered through the U.S. Department of Health and
Human Services (DHHS). This will assist the District to further decrease the
number of its uninsured, which at 6.2% of the population is the
2nd lowest in the nation. After carefully
examining costs associated with running the program and the federal
timeline for
implementation, the District determined that the best way to serve this
population was to provide access to the federal High Risk Pool. The
District joins the three other states with the lowest uninsured rates
(Massachusetts, Hawaii and Minnesota) in opting into the federal program
to help
cover their remaining uninsured residents with coverage. Earlier this
summer, DHCF opted for early implementation of options available under the
Patient Protection and Affordable Care Act. Once
more information is available from DHHS, the District will notify patients how to apply, the premium costs, and when health coverage will
commence with the High Risk Pool.-
Please be advised that since the
beginning of August, the Department of Health has observed a cluster of Salmonella Newport cases in
DC, MD, and VA related to eating at a restaurant in DC on July 30, 2010. Onset
of symptoms for known cases of salmonellosis occurred between 7/31-8/2/2010.
Symptoms included diarrhea, nausea, vomiting, fever, headache, and muscle aches.
Should you come across any cases that may be linked to this cluster, please
contact the Division of Epidemiology-Disease Surveillance and Investigation by
calling 202-442-5893.
- On September 2nd, Providence Hospital will be hosting a perinatal
Health Stakeholders Conference. Ms. Gabriela Garica, Program Director,
and
Director of the Center for Perinatal Advocacy at Providence will be
working with Kim Bullock, MD, and the MSDC Task Force in a break-out
session covering the
nexus between interpersonal and family violence and infant
mortality/perinatal
health.
Please let Barbara Allen know as soon as possible if you are interested
in attending and participating in a workshop session. This
is a wonderful opportunity to present relevant issues related to the MSDC Task Force's work.

AMA Webinars to Cover "Meaningful Use" and ICD-10 Code Updates
| The first
webinar in the AMA's series, "Making health IT work for you," is now online.
Featuring Karen Trudel, deputy director of the Office of E-Health Standards and
Services, the presentation reviews final regulations, incentive program criteria
and what steps physicians should take so they can attest to "meaningful use" of

| Memorial Service for Dr. Peter J. Cohen Set for November 27 at 2pm

 Dr. Peter Cohen passed away on August 14, 2010. A
memorial gathering for him will be held in Nourse Hall at St. Alban''s
Church in Washington, DC on Saturday, November 27, 2010 at 2 p.m.
In lieu of flowers, contributions may be made in his memory to the Physician Health
Committee of the Medical Society of the District of Columbia. Dr. Cohen was always a champion of the Committee, and served as its Chair from 2000 until this year. Contributions to the Physician Health Committee may be made payable to

Regional Director of the Department of Health and Human Services to Speak on Health Care Reform Implementation at MSDC's Annual Meeting

Joanne Grossi, will attend our Annual Meeting, "On the Waterfront," as the evening's featured speaker. This past April, Ms. Grossi was appointed as the Regional
Director of the U.S. Department of Health and Human Services for Region III,
which includes the states of Pennsylvania, Delaware, Maryland, Virginia, West
Virginia and the District of Columbia.
As Regional Director, Ms. Grossi serves as the key representative in
this region in working with federal, state, local and tribal officials on a
wide range of health and social services issues. Prior to
this appointment, Ms. Grossi served for seven years in the administration of
Governor Edward G. Rendell, first as Deputy Secretary of Health and later as
the first- ever Director of the Office of Women's Services. Ms. Grossi earned her
master's degree in International Public Policy at the Johns Hopkins
University's School of Advanced International Studies and completed additional
graduate education at the Johns Hopkins University's School of Public Health

Give Back to Your Community Through MSDC - Volunteer Service Opportunities | - On Saturday September
11, 2010 as part of the 9/11 National Day of Service & Remembrance, Greater
DC Cares will mobilize 5,500 volunteers in service across the region. Volunteers
will engage in projects that include creating
comfort quilts for children, feeding the hungry, painting & landscaping,
cleaning up area parks and more! Greater DC Cares and the Medical Society of DC invite you and your friends and colleagues to
start a team and join us in service. Teams can be as small as two people or as

- The Human Rights Clinic (HRC) is organizing a one-time, half-day training session for physicians
and mental health professionals on September 25, 2010 from 8:30am-1:30pm in Washington, DC. The session provides trainees with an understanding of the
asylum process in the United States, prepares them to evaluate the effects of
torture on survivors, and advises evaluators on writing effective affidavits.
The training is free of charge and this activity has been reviewed and is
acceptable for up to 4.25 Prescribed credits by the American Academy of Family
Physicians.
The Human Rights Clinic (HRC) is a
nationwide network of volunteer physicians and mental health professionals who
document the clinical sequelae of human rights abuse, thereby assisting
survivors to present their cases fully and effectively to the adjudicating
authorities. Clinicians examine clients and evaluate the medical and/or
psychological evidence of their alleged abuse. If the clinicians judge the
client's claims to be consistent with their findings, they provide a written
affidavit for use in the asylum or other immigration proceedings. Please contact
