HHS Releases Final Rules to Support "Meaningful Use" of Health IT
     U.S. Department of Health and Human Services Secretary Kathleen Sebelius announced final rules for expanded use of electronic health records (EHR).
     Under the Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009, eligible health care professionals and hospitals can qualify for Medicare and Medicaid incentive payments when they adopt certified EHR technology and use it to achieve specified objectives. One of the two regulations announced defines the "meaningful use" objectives that providers must meet to qualify for the bonus payments, and the other regulation identifies the technical capabilities required for certified EHR technology. With "meaningful use" definitions in place, physicians can acquire EHR systems that achieve "meaningful use" objectives
     One regulation, issued by the Centers for Medicare & Medicaid Services (CMS), defines the minimum requirements that providers must meet through their use of certified EHR technology in order to qualify for the payments.  The other rule, issued by the Office of the National Coordinator for Health Information Technology (ONC), identifies the standards and certification criteria for the certification of EHR technology, so eligible professionals and hospitals may be assured that the systems they adopt are capable of performing the required functions.
     As much as $27 billion may be expended in incentive payments over ten years.  Eligible professionals may receive as much as $44,000 under Medicare and $63,750 under Medicaid, and hospitals may receive millions of dollars for implementation and meaningful use of certified EHRs under both Medicare and Medicaid.

DC Government Purchases United Medical Center for $20 Million
District of Columbia Flag     On July 9th, the government of the District of Columbia purchased the United
Medical Center (UMC) at a public auction for $20 million.
     The DC City Council passed legislation on June 29th that established a nonprofit corporation to manage UMC and its assets if the facility was acquired at today's  foreclosure auction.  The Not-For-Profit Hospital Corporation Establishment Emergency Amendment Act of 2010 immediately establishes an independent, nonprofit corporation that would receive and manage all the assets, obligations and operations of the acute care hospital and skilled nursing facility until a new owner can be found. The corporation would be responsible for appointing the hospital's Chief Executive Officer (CEO) who would be responsible for the daily operations and management of the corporation.
     Currently, the new corporation's Board of Directors structure does not include mandatory physician representation.  MSDC Board member and UMC's Medical Staff President Julian Craig, MD and MSDC Executive Vice President Ed Shanbacker will be working with the DC Council to ensure that a physician board member is mandated in a revised Board structure.
     Clinically, United Medical Center has made significant improvements in quality and service to the patients and community it serves.  Most recently, Children's National Medical Center has opened a state-of-the-art pediatric ER at UMC.  UMC continues to pursue other collaborative efforts to deliver the highest quality of care possible for its patients.

Centers for Medicare and Medicaid Services Update PECOS Enrollment
CMS logo    CMS has announced that the agency will not
enforce the July 6 date for requiring all physicians (except those who have opted-out of
Medicare) who refer or order services for Medicare patients to be enrolled in PECOS, the Medicare enrollment database.
     CMS will not begin rejecting claims as long as the legal name and NPI of the referring/ordering physician is listed.

"Making the Rounds" - Advocating For You on What Matters to You
  • Health Care Caucus    MSDC President Peter E. Lavine, MD, joined Dr. John O'Shea of The Heritage Foundation and Congressman Michael Burgess, MD (26-TX), for a Health Care Caucus event on Tuesday, July 13.  The panel tackled the importance of resolving the Medicare Payment Reform issue and underscored it's importance to the success of any health care system improvements.  Alternate solutions were presented, including private contracting/balance billing.  You can view event here.  For more information, please visit www.healthcaucus.org.
  • DC Chamber of Commerce      Dr. Lavine also participated as a panelist for the DC Chamber of Commerce's "Health Care Workforce Industry Forum."  The issues of improving education and training for allied health professionals and office staff to include EHR/HIT training, proper role-play/situations-based staff training, and the need for medical liability reform in the District were all raised to emphasize what can be done to further strengthen the health care workforce in the District.  For more information,  please click here.
Highmark Medicare Services Update: New Provider Outreach and Education Training Center Goes Live 
Highmark Medicare Services    On July 15, 2010, Highmark Medicare Service launched its Provider Outreach and Education Training Center on its website here.  The POE Training Center will contain all information related to educational opportunities offered by Highmark Medicare Services including workshops, teleconferences and webinars, in one place. The Training Center will also include bulletins, newsletters, specialty guides, web based training modules and many other self service tools.
DC C.A.R.E. Clinic in Need of Volunteers
     MSDC has been asked to share with you that on August 4, the National Association of Free Clinics will hold their "DC C.A.R.E. Clinic" at the Walter E. Washington Convention Center.  Additional volunteer physicians are desperately needed at this time.  All types of clinicians are welcome, as more than 1,000 of our District neighbors and needy patients are anticipated to attend the clinic to receive the excellent medical care that they otherwise could not afford.
     Volunteer needs include:
  • Health care professionals such as MD, DO, DC, NP, PA, RN, LVN, EMT, MA, LMSW and BSW among others;
  • Basic event services such as logistical set up and breakdown, clerical, translation and greeters are also needed.
     The NAFC has arranged malpractice coverage specifically for physicians who volunteer.  All testing is point-of-care.  No specific follow-up is required by the volunteers.  Multiple local resources are present at the even so patients will be able to arrange after-care at a local venue.

AMA Urges Insurers to Adopt the "Health Insurer Code of Conduct"
American Medical Association     The American Medical Association (AMA) has released its Health Insurer Code of Conduct Principles, calling on all U.S. health insurance companies to adopt consistent corporate practices that will bring transparency and accountability to the health insurance industry.
    The code of conduct developed by the AMA, and endorsed by 68 state and specialty medical societies, contains 10 clear principles critical to an efficient, patient-centered health care system.
     The AMA's Practice Management Center also has resources available to physicians seeking help addressing disputes with health insurers who do not abide by the Health Insurer Code of Conduct Principles.
