Medicare Payments are Being Processed with 2.2% Medicare Payment Update
Highmark Medicare Services     As Highmark Medicare Services (HMS) reported on June 25, 2010, as a result of the Preservation of Access to Care for Medicare Beneficiaries and Pension Relief Act of 2010, the Medicare Physician Fee Schedule was updated to apply a 2.2% increase for dates of service June 1, 2010 and after. CMS required contractors to start processing claims with the new rates by no later than July 1, 2010. Please see the bulletin dated 06/25/2010 for more information.
     HMS Current Status: The new 2.2% Medicare Physician Fee Schedule was loaded to production for both Part A and Part B services on Friday night, June 25th.

DC Council Votes to Establish Not-for-Profit Hospital Corporation for Receivership of United Medical Center
     The D.C. Council voted Tuesday, June 29th, to establish a nonprofit corporation to accept control of United Medical Center at a foreclosure auction.
      Attorney General Peter Nickles plans to auction the Southeast Washington hospital on the steps of the John A. Wilson Building on July 9th.  Officials do not expect any bidders, and Nickles and Councilmember David A. Catania (I-At Large) have drawn up plans to convert the hospital into a city-managed facility until a new owner is found.  Under the emergency legislation moved by Councilmember Catania on Tuesday and approved by a vote of 12 to 1, the city wants to create a 14-member board to oversee the Not-for-Profit Hospital Corp.  The board will consist of 11 voting members and 3 non-voting members. 
     The corporation "would receive the land, improvements on the land, equipment, and other assets of United Medical Center, to operate or retain an operator for the facility, to establish a Fund to receive the monetary assets of United Medical Center, the operating revenues of the facility, and any other funds provided to or for the use of the facility" and "operate and take all actions to ensure the continued operation of the hospital."
     Specialty Hospitals of America and the DC Government continue to proceed with legal action prior to the July 9th auction.  Attorneys for Specialty Hospitals of America will be in court Tuesday, July 6th, to try to block the foreclosure.

Centers for Medicare and Medicaid Services Will Review the PECOS Enrollment Process
CMS logo     The Centers for Medicare & Medicaid Services (CMS) is working with providers to address concerns about enrollment in the Provider Enrollment, Chain and Ownership System (PECOS) to ensure that Medicare beneficiaries continue to receive the health care services and items they need.  PECOS is the electronic system used to enroll physicians and eligible professionals into the Medicare program.
    As part of those efforts, CMS will, for the time being, not implement changes that would automatically reject claims based on orders, certifications, and referrals made by providers that have not yet had their applications approved by July 6, 2010.

AMA Provides Summary and Guidance to CMS on 2011 Medicare Physician Payment Proposed Rule
American Medical Association       The American Medical Association has created a summary and analysis of the 2011 Medicare Physician Payment Proposed Rule.  The Centers for Medicare & Medicaid Services (CMS) recently released a proposed regulation detailing Medicare physician payment policies for 2011. The rule is scheduled for publication in the Federal Register on July 13, 2010, and is open for comment until August 24, 2010. At 1,250 pages, the rule includes both the standard annual update to the Medicare payment schedule and implementation of many provisions of the Affordable Care Act (ACA.) The AMA summary touches on the issues that are likely to be of most interest to physicians but does not review every element of the entire proposed rule.

DC Department of Health Receives $10.6 Million Grant for Substance Abuse Prevention
District of Columbia Flag    On June 29th, the District of Columbia Government received a $10.6 million grant from the federal Substance Abuse and Mental Health Services Administration (SAMHSA) to go towards substance abuse prevention.  The grant, to be administered over 5 years, doubles the substance abuse prevention funds for the District.
   The grant is part of the Strategic Prevention Framework State Incentive Grant program administered by SAMHSA.  The Funds will be used to expand and build on the existing substance abuse prevention infrastructure in the District.  As part of the agreement, the infrastructure will be sustained after the funds expire guaranteeing a continuation of enhanced substance abuse prevention in the District.

  •     M. Joy Drass, MD, has been named acting president for Washington Hospital Center effective June 19, 2010.  She will serve in this capacity until the arrival of a new president. She currently serves as MedStar's Executive Vice President of Operations for the Washington Region.  Before assuming her current role with MedStar, she served as President of Georgetown University Hospital, and was Vice President for Professional Services and Associate Medical Director at Washington Hospital Center prior to her term at Georgetown University Hospital.  Congratulations, Dr. Drass!
  •      Joseph Giordano, MD, has retired from George Washington University Hospital effective June 30th.  His long and distinguished career has spanned 42 years and exhibited transformational leadership as Chief of Trauma Services and then as Chair of the Department of Surgery.  He is recognized as the trauma team leader responsible for saving the life of President Ronald Reagan after an assassination attempt in 1981.  To view the broadcast news videos of Dr. Giordano's retirement, please click here and here.  Congratulations on a wonderful career and an even better retirement, Dr. Giordano!
