Medicare Payment Reform In Congress Update
|
Last Wednesday afternoon, March 10th, the Senate passed H.R.
4213, a bill to extend certain tax policies and stimulate job growth, by a vote
of 62-36. The bill includes provisions that would further extend current
Medicare physician payment rates until October 1, 2010. The legislation will
now be sent to the House, where amendments are possible. Consequently, it is
not certain if this extension of Medicare payment rates can be signed into law
before the current Medicare physician payment freeze expires on April
1.
This Wednesday, March 17th, is the deadline for choosing Medicare participation or non-participation status. Physicians who wish to select or change their Medicare status may do so until the deadline. The AMA has created an informational document about your contractual relationship with the Medicare program titled "Medicare Participation Options for Physicians." The intent of the materials is to educate physicians on all available options so they can make a fully informed decision based on their unique situations. Click Here

MSDC Signs on to Comments on Meaningful Use for Electronic Health Records in Physicians' Offices to CMS
|
 Under the "American Recovery and Reinvestment Act of 2009," financial incentives were allocated to physicians for implementing electronic health records (EHRs) in their practices. As passed, the phrase "meaningful use" is used to describe the criteria for qualifying for these incentives, yet it remained undefined in the bill. The Centers for Medicare and Medicaid Services were given the responsibility of defining "meaningful use" and reconciling it within a certain time frame. MSDC, the American Medical Association and many other state and speciality societies believe the CMS definition is too ambitious and unrealistic. As a response, MSDC is a signatory to a letter commenting on the CMS definition of meaningful use. The letter is 34 pages long. Click here to view the full document. Webinars are web-based interactive training sessions for Medicare Part
B providers and their office staff. Web-based training allows
participants to engage in interactive training sessions via Internet.
Participants generally view a PowerPoint presentation and are
allowed to ask questions throughout. Real-time poll surveys are
conducted during the presentation and results are displayed immediately
for all to see.
Web-based training sessions require a short download for first time users.

Medicare enrollment policy titled, PECOS, the Provider,
Enrollment, Chain and Ownership System. The enrollment deadline has been
extended to Jan. 3, 2011. The original deadline had been April 5, 2010, until this most recent change. CMS had said physicians and group practices -- with few exceptions
-- must be enrolled through PECOS by January 3, 2011 to continue
having their Medicare claims accepted. The agency said its new enrollment system
speeds up the application process, reduces paperwork, and helps cut
down on fraud and abuse. Due to scheduled maintenance, Internet-based PECOS will be unavailable from Monday, March 29, 2010
through Monday, April 5, 2010. Internet-based PECOS allows physicians,
non-physician practitioners, providers, and other suppliers (except
suppliers of durable medical equipment, prosthetics, orthotics, and supplies
[DMEPOS]) to enroll or make a change to their existing Medicare

DC Department of Health Care Finance Shows Improvements in 2009 CAFR
|
The
District of Columbia's Department of Health Care Finance (DHCF) has
made significant improvements to its Medicaid programs according to the
District's 2009 Comprehensive Annual Financial Report (CAFR).
Independent auditor BDO, LLC downgraded DHCF from a material weakness
(problems in the design or operation of internal controls over
financial reporting) to a significant deficiency. Overall, the District
received a clean audit opinion for the 13th consecutive year.
Medicaid has been
a perennial concern in the CAFR, often times listed as a material
weakness. The 2007 CAFR cited Medicaid as having nine areas of
concern/findings; there were five findings in 2008; there are three
findings remaining. Currently, DHCF management is addressing potential
claims disallowance and accounts receivable write-offs, delay's in
issuance of audited cost reports and maintenance of supporting
documents at Income Maintenance Administration.
To address the
2008 CAFR findings, DHCF organized an internal audit and developed a
corrective action plan. DHCF also made major improvements to its
programs such as conducting an agency realignment, hiring new
management, strengthening quality controls, holding providers
accountable, combating fraud and abuse and maximizing program resources.

 One of the best ways to ensure receipt of your patients' payment
responsibility is to offer the option of credit and debit card
transactions. Learn how to maximize the benefits of accepting credit
and debit card payments by contracting with a payment processor that
suits your practice's specific needs and by recognizing how you can
save on fees with your current processor.

Greater Washington Partnership for Palliative and End of Life Care Advocacy Alert

The Greater Washington Partnership for Palliative and End of Life Care's mission is
to disseminate information and provide educational opportunities to increase the
understanding and utilization of palliative care services.
An
issue that the Partnership is currently working on is inadequately stocked
opioids in low income neighborhoods in the Washington, DC area. In October
2009, the Partnership presented their concerns to the DC Pharmacy Board about this issue.
Based on their recommendation, we have developed a reporting form to obtain
information if an incident occurs. Incidents would then be brought to the
Board's attention for further investigation. The information would also provide
a better picture as to what the problem is and assist in discerning possible
solutions to the issue. Anyone who experiences this issue or has a patient who
experiences this issue is requested to go to the Partnership's website and
complete the reporting form. Confidentiality will be honored, and any
information identifying the person or organization completing the form will not
be released to any third party. Your practices's assistance is very much
appreciated.
