State Officials respond to concerns over unspent DDA funds
| | Richard Dean of The Arc Maryland Board speaks at the Town Hall Meeting in Severna Park. |
On November 30th, close to 300 people gathered for a Town Hall Meeting with DHMH Secretary, John Sharfstein, and DDA Executive Director, Frank Kirkland, to discuss the $34.3 million left unspent in FY 2010 and 2011. In response to this situation, Secretary Sharfstein announced the following new funding initiatives:
* Everyone on the Waiting List in Crisis Prevention (1,100 people) will receive up to $10,000 for services of short duration. This means covering 100% of those in Crisis Prevention, rather than the 30% planned.
* DDA will develop a provider "infrastructure support fund" for key items such as equipment, transportation vehicles, and information technology. This will include coordinating with DDA's Medicaid program, in an effort seek federal matching funds.
* DDA will develop the capacity to transition to targeted case management, so that services become eligible for federal matching funds which could bring in an additional $10 million more per year.
* DDA will hire a consultant to develop a supports-only waiver that would allow Maryland to get federal match on funding for a wide range of services now funded through state money alone.

'Services of Short Duration' targeted to assist families in DDA's Crisis Prevention Category
DDA received $15MM on July 1, 2011 from the Alcohol Tax to fund a Waiting List Initiative for FY 2012. The funds are to be used for people on the DDA Waiting List in the Crisis Resolution and Crisis Prevention priority categories. People in Crisis Resolution are eligible for ongoing services and supports. People in Crisis Prevention are eligible for "Services of Short Duration," funds meant to assist with immediate needs. The intent of the Services of Short Duration is to help children and adults with intellectual and developmental disabilities avoid crisis situations and to remain in their own, or in their family home.
Everyone on the Waiting List's Crisis Prevention may access up to $10,000 in services of short duration. These funds will begin to be distributed in January, and funding ends in June, 2012. At this point in time, there is no guarantee there will be Services of Short Duration funds for next year. Click here to read more about these services. |

Happy Holidays from The Arc's Transportation Services | The Arc is fortunate to have a dedicated team of drivers in our Transportation Services program. Most of the individuals we serve depend upon The Arc's 89 vehicles and services provided by Metro Access in order to get to work, day programs, appointments, and recreational activities. And transporting people has become an expensive endeavor, with rising Metro Access fees and gasoline prices. That's why we have decided to use the proceeds from this year's holiday appeal to help fund the transportation services that we provide and secure. Help us provide freedom and independence for the folks supported by The Arc! Click here to make a contribution to this year's holiday appeal. |
