Greetings!

Welcome to the "March Madness" edition of the S/P2 Newsletter, our monthly compilation of industry-related news items, timely updates and tips for today's automotive repair shop owner/operator. With spring rapidly approaching (or already here in some parts of the country) and basketball in full bloom, we look forward to a fantastic month.

The GreenLink Shop program has two exciting announcements this month: First, in another milestone for the program, CCAR proudly announces our first automotive service honoree: 59 Auto Repair of Plainfield, Ill. With this announcement, the focus of the GreenLink Shop recognition program expands to include both collision repair and service facilities. In addition, as of this month, the GreenLink Shop program has recognized 125 collision repair facilities (adding 16 new facilities in March). Congratulations to all these shops; CCAR thanks you for your ongoing commitment to environmental safety and awareness.

Also in this edition, you will find an informative article on submitting final notification for the EPA's Paint Rule; a "State Spotlight" on the Georgia Department of Natural Resources/Environmental Protection Division; and reminders on two upcoming events - Earth Day on April and NAOSH Week in May.

As always, your feedback is encouraged regarding the newsletter or CCAR services/programs in general. Thank you for your support of CCAR!

Regards,

DAREN FRISTOE
CCAR President & Chief Operating Officer

Collision Repair Campaign LogoSending in Final Notification for NESHAP 6H Paint Rule
by Sue Schauls
CCAR Technical Advisor

[Editor's Note: This article was posted on the CCAR-GreenLink web site earlier this month. While the deadline for submitting submitting the final notification for the EPA's Paint Rule was a few days ago, the information remains important.]

The Paint Rule impacts automotive body shop painting operations that use paint that contain Hazardous Air Pollutants (HAPs). This rule will not regulate hobbyists or facilities using paints that do not contain the listed HAPs. Notification of full compliance status is due by March 11, 2011. The journey begins with these two steps:

Step 1: Compliance

At this point, all collision repair facilities should be in compliance with the NESHAP 6H Rule and verified that your auto body shop has the appropriate state air quality permit in place. This permit is generally required to conduct a paint operation and emit air pollution in any given state. It is usually obtained at the start of operation, or at such time that the shop becomes aware an air permit is required in its state.

Action Item: Verify or obtain the appropriate state air permit for auto body painting in your state.

Step 2: Final Notification Form to Governing Agency by March 11, 2011

Shops subject to the requirements of the Paint Rule must make FINAL NOTIFICATION to the local governing agency or regional EPA by March 11, 2011.

Some Final Notification Forms are available by state and are to be completed and submitted to the applicable agency or agencies by the deadline. (Some states require the form to be submitted to the state Air Quality Division and the Regional EPA Office.) Many states did NOT accept NESHAP authority, so Final Notification forms should be sent to the regional EPA office. See State Delegation List at: http://www.epa.gov/collisionrepair/pdfs/statedelegations.pdf

State Spotlight: Georgia Department of Natural Resources, Environmental Protection Division

Georgia EPDManaging Automotive Repair and Body Shop Wastes: Numerous automotive repair facilities routinely generate a variety of waste materials that may be considered hazardous waste. These waste materials include used motor oil, solvents, parts washer solutions, paints, antifreeze, used batteries, automotive fluids and a host of others. If these waste materials are not handled correctly, they can harm people and the environment when thrown away. Improper handling of hazardous waste is against the law and can result in fines and expensive cleanup work. Therefore, this booklet has been organized to assist the automotive repair industry in proper handling of hazardous wastes, as required by Georgia's Rules for Hazardous Waste Management, Chapter 391-3-11 (Rules).

OSHA Updates Small Business Web Resources

OSHA LOGOThe U.S. Occupational Safety and Health Administration (OSHA) updated its popular Small Business Web pages to make the wealth of information provided therein even more accessible to small businesses across the nation.

The OSHA Small Business Web pages provide links to numerous OSHA resources and information designed specifically for smaller employers, including safety and health tools and publications, easy-to-follow guides for specific OSHA standards, and descriptions of benefits that small businesses receive from OSHA. The page also includes information on the Safety and Health Achievement Recognition Program (SHARP), which recognizes small employers who operate an exemplary safety and health management system.

Of particular interest to small businesses, the Small Business Web pages provide a link to a new tool provided by OSHA: Compliance Assistance Quick Start.  This resource is a tool to introduce employers and workers, especially those at new or small businesses, to the compliance assistance resources on OSHA's website.

In addition, the Small Business Web pages provide access to OSHA's Free On-site Consultation Program, which in turn provides on-site assistance to small employers in protecting their workers from potential occupational hazards. In FY 2010, OSHA provided assistance to over 1.5 million workers in helping their small employers create safe and healthy work environments. Read more about OSHA's Free On-site Consultation Program!
