An oft-repeated maxim of communication is that a message must be delivered seven times before a person really hears it.

Does the same "seven times" apply when the message is delivered only once a year? This question comes to mind when users of our S/P2 e-learning program ask why it is so important to re-take the training on an annual basis.

To be sure, every right-thinking organization in auto repair is making sure the message of environmental and safety compliance is reaching its employees and other stakeholders on at least a daily basis. "Doing the right thing" is not a once-a-year concept.

At the same time, the annual administration of S/P2's exams assure that businesses and schools never overlook the obvious P2 and safety concerns of day-to-day operations, as well as new regulations and practices that can improve everyone's compliance performance.

We continue to seek the right balance of repitition as we deliver the message of S/P2.

The Coordinating Committee For Automotive Repair and CCAR's "S/P2" e-learning program for Safety and Pollution Prevention had an active role in the SkillsUSA National Championships for the fourth consecutive year in 2009. Students taking part in the Automotive Service Technology (AST) competition were tested in their knowledge of safety and environmental issues at a workstation administered by CCAR staff members Bob Stewart and Jennifer Penland.

EPA logoEPA Announces Funding for UST Assessment and Clean-up
The U.S. Environmental Protection Agency (EPA) has recently announced a series of funding awards under the American Recovery and Reinvestment Act of 2009 to assess and clean up underground storage tank petroleum leaks.

"We're providing immediate growth opportunities for communities across the nation, as well as long-term protection from dangerous pollution in the land and water," said EPA Administrator Lisa P. Jackson. "EPA is putting people to work by serving our core mission of protecting human health and the environment."

OSHA's Cooperative Programs
Are you interested in working with the Occupational Safety and Health Administration (OSHA) to improve your organization's workplace safety and health?  If so, you should know that OSHA has a variety of programs for employers of any size to work cooperatively with the agency.
 
The following are OSHA's major cooperative programs.
 
Alliance Program.  Through the Alliance Program, OSHA works with groups committed to safety health, including businesses, trade or professional organizations, unions and educational institutions, to leverage resources and expertise to develop compliance assistance tools and resources and share information with employers and employees. 
 
For example, through its alliance agreement with the Coordinating Committee For Automotive Repair (CCAR®), OSHA is working to provide CCAR affiliates and others in the automotive industry, including but not limited to youth and Spanish-speaking workers, with information, guidance, and access to training resources that will help them protect employees' health and safety.
 
Voluntary Protection Programs.  OSHA's Voluntary Protection Programs (VPP) promote effective worksite-based safety and health. In the VPP, management, labor, and OSHA establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system. Approval into VPP is OSHA's official recognition of the outstanding efforts of employers and employees who have achieved exemplary occupational safety and health.
 
On-site Consultation and Safety and Health Achievement Recognition Program (SHARP). On-Site Consultation is a free, confidential service largely funded by OSHA and delivered by state governments. The consultants provide advice on correcting workplace hazards and can help employers establish or strengthen their safety and health programs. Primarily targeted to small businesses, this service is completely separate from OSHA's enforcement program.
 
Employers that complete an on-site consultation visit and fulfill other requirements are eligible to participate in SHARP, which recognizes small employers that have implemented exemplary safety and health management systems.
 
Strategic Partnership Program.  In a Strategic Partnership, OSHA enters into an extended, voluntary, cooperative relationship with groups of employers, employees, and employee representatives (sometimes including other stakeholders, and sometimes involving only one employer). Strategic Partnerships aim to have a measurable, positive impact on workplace safety and health by encouraging, assisting, and recognizing the participants' efforts to eliminate serious hazards and to achieve a high level of worker safety and health. 
 
One of these programs may be a good fit for your company or organization.  To learn more, visit the OSHA Web site at www.osha.gov. Click on the "Cooperative Programs" link in the blue sidebar to find comprehensive descriptions and contact information for each program.
 
Even if you're not ready to sign on to a cooperative program, you can still visit with OSHA for information on workplace safety and health. The OSHA Web site has an array of compliance assistance and training resources, including QuickCards, fact sheets, booklets, and electronic assistance tools. You can also call OSHA's toll-free number at 1-800-321-OSHA.

CCAR Records 1.2 Million+ S/P2 Tests by Schools in 2008-09
CCAR has announced that it recorded more than 1.2 million online exams for its S/P2 (Safety and Pollution Prevention) e-learning program to students from automotive training programs during the U.S. during the 2008-09 school year. The 2008-09 total represents a 7.2% increase over the previous school year.

"CCAR is proud of our role in improving the industry through environmental and safety and environmental awareness training provided to schools," said Lin Peacock, CCAR Chairman and Senior Director, Insurance Plans and Programs for the National Automobile Dealers Association (NADA). "Year by year, we know that these students are taking an increased awareness of best practices into the workplace, and the cumulative result can only benefit the automotive industry through safer work habits and strengthened environmental compliance."

S/P2 (www.sp2.org) is an e-learning program developed by CCAR, a national not-for-profit organization, to address key safety and pollution prevention
issues for automotive repair professionals. The training is based on U.S. Environmental Protection Agency (EPA) and U.S. Department of Labor, Occupational Safety and Health Administration (OSHA) standards, which require that personnel be trained on safety and environmental regulations at the beginning of their employment, and at least annually thereafter.

CCAR recorded over 95,000 e-learning users in automotive programs housed in high schools, community colleges, career/technical schools and other post-secondary institutions through the U.S. "Working with today's automotive instructors and students is one of the most important things we do, and our 2008-09 school testing represents an increase over the previous year," said Daren Fristoe, CCAR President and Chief Operating Officer. "CCAR continues to focus on improving the safety and environmental practices of today's working technicians, as well as students preparing for their upcoming careers."
WSPPN Logo OnlyWSPPN Updates Auto Repair Resource
The Western Sustainability and Pollution Prevention Network (WSPPN) has announced the release of the newly-updated Auto Repair Topic Hub Resource. The purpose of this resource is to allow for individuals, programs or agencies to familiarize themselves with the various operations (and associated green practices) in the auto repair industry.

The WSPPN also features an Auto Body Topic Hub Resource.

The WSPPN, serving Arizona, California, Hawaii and Nevada, is a cooperative alliance of pollution prevention (P2) programs throughout the region. The network focuses on regional P2 issues through researching, consolidating, and disseminating P2 information. It also increases P2 effectiveness by providing P2 programs with timely, accurate and useful information and resources.

Workplace PosterThe latest "OSHA Job Safety and Health: It's the Law" poster (OSHA 3165) is available free of charge from the OSHA Office of Publications. Employers do not need to replace previous versions of the poster, but all covered employers are required to display and keep displayed, a poster prepared by the Department of Labor informing employees of the protections of the Occupational Safety and Health Act P.L. 91-596, December 29, 1970 and its amendments. (Federal Government Agencies must use the Federal Agency Poster.)
