Burbank, CA, Considers Banning Foil Balloons
One in five power outages in Burbank, CA, have been attributed to metallic balloons according to officials at Burbank Water and Power. On September 25, 2007, Burbank City Council Members discussed banning the sale of metallic balloons.  
 
Industry representatives present at the meeting reported that at least a few Council members are quite serious about banning metallic balloons and hope to see the issue brought up before the State Legislature. Remaining Council members are reported to be in favor of re-educating local retailers about the California Foil Balloon Laws to help prevent accidental releases.
 
Discussions concluded with Council members agreeing to allow Conwin Carbonic to formulate a retailer education program. If approved, the program will be administered to Burbank retailers at the Conwin facility. It is anticipated that no further action toward a vote to ban metallic balloons will be taken without further discussion.
 
IBA first learned of this agenda item just days before the Burbank City Council met. Without the IBA, local industry representatives in the Burbank area would not have been present at the meeting to propose a remedy. This is just one example of how IBA supports the industry and works for you.

Do You Know the California Balloon Laws?
In 1990, California State Legislators enacted a law mandating the individual weighting of each metallic balloon sold. The law further states that each balloon is to come with an attached warning stating potential risk to the consumer if the balloon comes into contact with an electrical power line. Identification of the balloon's manufacturer is to be printed on each balloon as well. 
 
Burbank Municipal Code took the California Balloon Law (CBL) a step further requiring retailers to post signs warning consumers that metallic balloons conduct electricity and should not be used or released near sources of electric power, including transmission lines.

US manufacturers have complied with California Balloon Law by printing the mandated warning directly on each balloon as well as clear identification of their source. Every balloon manufactured and sold in the US has this labeling.
 
Further Action Required By All
Following the above laws are not an option for California balloon retailers. Furthermore, Burbank retailers may have dodged a bullet with a second chance to preserve their right to sell metallic balloons. The re-emergence of this issue in California should be a wake-up call for the entire balloon industry.
 
Responsible balloon weighting practices are needed as much for curtailing power outages as they are for eliminating environmental concerns. NO STATE IS IMMUNE FROM LEGISLATIVE SCRUTINY. As an industry we must be responsible in our metallic balloon weighting practices to preserve our right to sell balloons. 
 
The Conwin Consumer Education Program once approved, will be available on the IBA Web site for all California distributors to use in educating their customers. Additional educational tools on balloon weighting practices will also be available from IBA.
