PNWA FY2011 navigation priorities released
Last Monday, the Administration's budget was released for the 2011 fiscal year, which will begin on October 1, 2010.  PNWA has spent the past week reviewing funding levels for the U.S. Army Corps of Engineers federal navigation projects in the Pacific Northwest, and we have communicated with staff from the Portland, Walla Walla, Seattle, and San Francisco Districts to discuss individual projects.
For FY2011, there is a mix of adequately funded and underfunded projects in PNWA's portfolio.  Aside from the encouraging news that many projects were funded for ongoing operations and maintenance, following are additional positive items from the budget:
  • $137M for Columbia and Willamette River fish mitigation efforts, to comply with the BiOp
  • $4.6M to help fund gate replacement at The Dalles
  • $3.5M for the Programmatic Sediment Management Plan (PSMP) dispersed over the four Snake River projects
  • $2.4M for large scale concrete repair for the navlock walls at Lower Monumental
  • $1M for clean-up at the U.S. Moorings federal dredge berths in Portland
  • $750K for a modeling of a cap for the north and south jetties of the Columbia River, and environmental clearances
We have also identified projects that will require additional funding through the appropriations process this year.  PNWA will be advocating for funding increases for the following projects:

Please follow this link to the PNWA FY2011 energy & water appropriations request overview, which reflects all of our supported projects in the region, the amount they received in FY2010, the funding they were proposed to receive in the FY2011 budget, any additional monies we are seeking, and our total FY2011 request.  PNWA members and staff will be in Washington DC in early March for our 2010 Mission to Washington to advocate for these projects.
 
The Columbia River jetty rehab project is included in the "Columbia River at the Mouth" O&M project in the budget.  As Nor'wester readers will remember, on January 13th we announced that the jetty rehab project is ready to move forward, and is expected to take twenty years to complete.  PNWA will be requesting additional funding in the appropriations process to allow the Corps to begin on this project in FY2011.  Specifically, PNWA will be strongly supporting funding for plans/specs and placement of material at base of south jetty ($5.5M), north jetty culvert design and replacement ($2M); and design, agency technical review and prep work for north jetty lagoon fill ($750K).

Extended lock closure update
The Corps is working to keep stakeholders abreast of the latest information regarding the Columbia Snake River System's extended lock closure beginning December 2010.  They have been providing the latest information to river users in an effort to minimize impacts of the extended closure.  In their most recent update released February 5th, 2010, the Corps included the following scheduling information:
  • The navigation locks at The Dalles, John Day and Lower Monumental dams will close December 10, 2010, for major repair outages of 14, 14 and 13 weeks, respectively.
  • The locks at McNary and Lower Granite dams are slated to close February 6, 2011, for five-week maintenance outages.
  • The lock at Ice Harbor Dam is slated to close February 13, 2011, for a four-week maintenance outage.
  • The locks at Bonneville and Little Goose dams will close February 27, 2011, for two-week maintenance outages.
  • The lock at Lower Monumental and all locks undergoing maintenance outages are scheduled to reopen March 13, 2011. 
  • The locks at The Dalles and John Day are scheduled to reopen March 18, 2011.
The Corps will be providing additional information at their Columbia River Lock User's Meeting on February 12th from 10:00am-12:00pm.  The meeting will be held immediately prior to the PNWA Lower Columbia River/Oregon Coast Regional Meeting in the Port of Portland Commission Room.  The updated agenda for the Lock Users meeting is below and includes updates and information regarding the planned closures of the locks on the Columbia River.  If you plan to attend and have not RSVP'd, please contact Heather Stebbings by email or at 503-234-8553.

PNWA announces new member: Allan Rumbaugh

PNWA is pleased to announce Allan Rumbaugh as our newest member.  Allan is working with Northwest Port Planning Team,a group of organized port strategic planning professionals that also includes Al Benkendorf and Jerry Johnson.  The main focus of the Northwest Port Planning Team is to assist Northwest ports with their strategic and business planning.  The group's recent projects include Oregon's Ports Strategic Business Plan, the Port of Kalama's Industrial Park Master Plan, the Port of Tillamook Bay's Strategic Business Plan, and the Port of Coos Bay's Marine Terminal Feasibility Study.  Their services include strategic and business planning; comprehensive port planning and facility/master planning; port operations analysis; and port fiscal analysis, financial modeling and market analysis.
