FEMA announces FY2010 round of Port Security Grants
 
Today, the Department of Homeland Security's Federal Emergency Management Agency (FEMA) opened up the FY2010 round of the Port Security Grant Program (PSGP). Through this program, a total of $288 million will be awarded to ports to create sustainable, risk-based efforts to protect critical port infrastructure from terrorism.  This funding amount is more than $100 million less than what was available for the PSGP FY2009. 

After extensive outreach to maritime stakeholders, FEMA has made significant changes to previous iterations of the PSGP.  The FY2010 round includes no cost-share, matching or cost participation.  This round also allows the use of FEMA preparedness grant funds for maintenance contracts, warranties, repair or replacement costs, upgrades, and user fees are allowable under all active and future grant awards, unless otherwise noted.  Under the guidelines, ports in Groups I and II will compete for funding within their designated Maritime Security Areas based on their risk analysis, while ports in Group III and "All Other Port Areas" will compete for funding within their corresponding groups.

Details released for the March 2010 annual lock inspection and maintenance closure
 
The details of the annual March navigation lock maintenance closures have been announced by the Portland and Walla Walla districts of the Corps.  This routine closure will focus on inspection, maintenance and repair of the locks and dams on the Columbia Snake River System (CSRS).  The locks at Bonneville, The Dalles, John Day, McNary, Little Goose and Lower Granite will close at 6:00am on March 6, 2010 and will re-open at 11:59pm on March 20, 2010. Ice Harbor and Lower Monumental locks will close at the same time however will reopen one week later, at 11:59am on March 27, 2010.  PNWA is extremely pleased about the investments that are being made on the CSRS, and we continue to work to assure continued reliability of navigation in the Northwest.

Doug Clarke moves to Northwestern Division of the Corps
 
PNWA would like to congratulate Doug Clarke on being named Chief, Civil Works Integration Division, Programs Directorate, of the Corps of Engineers' Northwestern Division (NWD).  In this position, Doug will be a key player in determining the direction in Civil Works planning, engineering, project design, construction, and O&M programs of NWD.  He will track Civil Works projects throughout a 12-state area, and will provide budgetary and program management advice to the NWD Commander, key technical staff, and Corps Headquarters contacts. He will also be in charge of developing the Corps' 10-year new investment program, overseeing the formulation of multi-year program and financial plans, and informing the Chief of Engineers, the Administration's Office of Management & Budget, and any Congressional Committee requests on program analysis information.
                                                  
Doug has worked at the Portland District of the Corps (NWP) since 1987.  Since 2003, he has served as the Chief of Programs and Project Management and the Assistant Chief of Planning at the Portland District.  PNWA has greatly enjoyed working with Doug at the Portland District, and we look forward to continuing our relationship with him as he moves to NWD.   
PNWA introduces newest member, EGT Development, LLC
 
PNWA is pleased to announce our newest member, EGT Development, LLC .  EGT joins together three global companies in the agribusiness and food industries to build and operate a state-of-the-art export grain terminal at the Port of Longview, WA. Bunge North America, ITOCHU Corporation and STX Pan Ocean are building the facility to meet the increasing demand for agricultural products in Asia.

The EGT terminal will be capable of handling grain, oilseeds and protein meals. It features a rail loop track unloading system capable of holding four 110-car unit trains at any given time. The facility will include a highly efficient shuttle train unloading system as well as the capability to unload barges from the Columbia River. When fully operational, the facility is expected to handle more than eight million metric tons of product annually, providing 50 permanent, family wage jobs. Handling the anticipated annual capacity will require 200 ships on the Columbia River and 650 unit trains providing approximately 35 additional jobs for river pilots, tug assists, barge services and rail operations. This is the first export grain terminal built in the United States in more than two decades.

EGT will originate wheat, corn, soybeans and their by-products (DDGs and meal) throughout the Pacific Northwest as well as the Midwest and Western Corn Belt.
