Corps spending plan for stimulus funding still in flux

On February 17th, President Obama signed into law H.R. 1, the "American Recovery and Reinvestment Act", more commonly known as the stimulus package.  As
part of the stimulus package, the U.S. Army Corps of Engineers was directly appropriated $4.6 billion for its Civil Works Program. The $4.6 billion includes $2 billion for construction projects and $2.075 billion for operations and maintenance of existing projects.
 
You can visit the Corps' website dedicated to providing information regarding stimulus spending at http://www.usace.army.mil/recovery/.  Per the website, "the Corps has identified many potential Civil Works projects that meet the criteria of the legislation for funding. Selected projects will be geographically distributed across the United States and across Corps programs to provide the nation with inland and coastal navigation, environmental, flood risk management, hydropower, recreation, and more."
 
Release of the final list of projects to receive funding through the stimulus package has been delayed repeatedly.  The initial projected date for projects to be named and funding to be released was early March, but this has been pushed back several weeks.  Though proposed lists of Corps projects have been submitted by the agency to OMB, information is still being refined.  It is now hoped that funding information will be released by late next week.

Gary Locke confirmed as Commerce Department Secretary

On March 24th, former Washington Governor Gary Locke was confirmed as Secretary of the United States Commerce Department.  In this position, Locke takes over a department with a broad range of responsibility including oversight of the National Oceanic & Atmospheric Administration (NOAA). 

Secretary Locke will also oversee the Obama Administration's climate change, business development, international trade, and economic development priorities, and will serve as an ambassador for American business and industry abroad.   Locke has stated that he is "honored to take on this challenge and will work every day to make the Commerce Department an engine for improving our competitiveness, encouraging innovation and creating jobs."  In this effort it has been noted that "clean energy" and climate change will be among his key agenda items.  NOAA-Fisheries is also an agency that has an important role in the ongoing Federal Columbia River Power System (FCRPS) Biological Opinion (BiOp) lawsuit as well as everyday permitting activities in the Pacific Northwest.

Secretary Locke served as Governor of Washington from 1996-2004, during which he worked to significantly expand the sales of Washington products and services in Europe, Asia and Mexico.  During his eight years as Governor, the state gained more than 280,000 jobs.  Most recently, Locke has been a partner in the Seattle-based law firm Davis Wright Tremaine LLP, serving as business advisor to U.S. companies breaking into international markets.

Corps announces 2009 Annual Dredging and Resources Coordination Meeting

The U.S. Army Corps of Engineers, Portland District Waterways Maintenance Section has announced that they will be hosting the 2009 Annual Dredging and Resources Coordination Meeting on Wednesday, April 1, 2009 from 9am-3pm at the following location:

The meeting will include national and local dredging news, up-to-the minute navigation appropriations status, dredging contract plans, the Columbia River Loadmax system and regulatory updates.  There will also be time to discuss additional topics of interest.
