BPA financial situation declines
 
Roughly 75 percent of Bonneville Power Administration revenue comes from regional firm-load power sales. About 25 percent comes from secondary revenues. These are revenues derived from the sale of surplus power -power that is generated but not needed to meet firm load requirements.
 
In a letter to customers this month, BPA CEO Steve Wright says that secondary revenues are falling about $300 million short of what was expected at the beginning of 2009. This is due to a combination of a low water year, meaning that less power is produced, and lower prices due to reduced demand in response to the economic downturn.
 
BPA forecasts that, with expected revenue and healthy financial reserves, they will meet their federal Treasury payment requirement this year. However, there is uncertainty about how to plan for 2010 and 2011. BPA will be reducing administrative costs, reviewing forecasts and evaluating actions they can take to continue to make their Treasury payments in the next two years. Among the options they are reviewing is adjusting power rates.
 
Parties to the BPA rate case may comment through the Integrated Program Review. Others may comment on the 2010 rate case at www.bpa.gov/applications/publiccomments/opencommentlisting.aspx. Comments are due by April 24.

Stimulus funding grant opportunities
 
Diesel Emissions Reduction Act (DERA). The Diesel Emissions Reduction Act received an additional $300 million of funding in the stimulus package (American Recovery and Reinvestment Act, ARRA) signed into law last month.  The cost-share requirement for this funding has been waived.  The Environmental Protection Agency (EPA) has released information about the timetable for distributing these grants.  Details are available in this EPA presentation:  http://www.epa.gov/midwestcleandiesel/leadershipgroup/materials/arra_dera_presentation_022609.pdf.
 
The program provides $156M for the National Clean Diesel Funding Assistance Program, $30M for the SmartWay Clean Diesel Finance Program and $20M for the Clean Diesel Energy Technologies Grant Program. Deadlines for applications for the first two programs are April 13, the third is April 20. $88M is allocated to the states for grants and loans. MARAD Small Shipyard Grants. The U.S. Maritime Administration (MARAD) is making $98 million available for the Small Shipyard Grants program under the ARRA.This program provides 75 percent federal funds with 25 percent matching funds from the shipyard for capital improvements and related infrastructure improvements which will foster efficiency, competitive operations and quality ship construction and repair. Grant funds may also be used for maritime training programs to foster technical skills and operational productivity. Application deadline is April 20. 75th Annual PNWA Mission to Washington, DC a great success
 
PNWA's 75th annual Mission to Washington, DC was our most successful yet!  The participation of our dedicated membership, generous sponsors and innovative speakers is what makes this week so successful, and we would like to thank everyone for their continued support.  PNWA is aware of the economic crunch facing the nation and our region, and we are grateful that everyone was able to take time out of their schedules to spend the week with us.  Now more than ever, it is important for PNWA to continue to provide a well rounded regional perspective and consistent message, and the Mission to Washington is one powerful way that we were all able to do that.                                  
         
PNWA would like to thank all of our friends and colleagues in Washington, DC.  With their help, we were able to provide our members with valuable insight into the federal government, the Corps of Engineers and Congress, and the lobbying process.  We would also like to specifically thank the delegation offices that helped us secure rooms for our reception, as well as the House meetings and Senate meetings.  The staffs from the offices of Senator Murray, Senator Wyden and Congressman DeFazio were invaluable throughout the planning process.

Our 75th annual Taste the Northwest reception on Capitol Hill was also a phenomenal success, drawing in over 300 attendees!  We would also like to thank the PNWA members who provided monetary support or donations of Northwest fish, wine, beer, cheese, or other goods, as this contributed immensely to the success of this event.  As the cost of these types of events on Capitol Hill rise we are forced to rely more heavily on the generosity of our membership.  It would be very difficult for PNWA to provide the same unique experience year after year without the help of our sponsors.  PNWA would sincerely like to thank the following 2009 sponsoring organizations:
