COHA Needs Your Help to Kill Long Gun Registration Bill
Legislation has advanced to the Senate Floor that would expand the current handgun registration law to long guns by requiring the Attorney General to permanently maintain a registry of all firearms purchasers. Under the provisions of AB 1810 (Feuer), those who purchase or transfer a shotgun or rifle will be required to register that firearm by submitting their name, address, place of birth, phone number and occupation to the California Department of Justice.
COHA believes that AB 1810 is nothing more than an invasion of personal privacy masked as a crime fighting tool. Although the handgun registration requirement has been on the books for some time, there is no documentation that the law is helping to fight crime in any meaningful way. As such, it is unnecessary to greatly expand the handgun registration law to include shotguns and rifles - particularly given that these traditional sporting arms make up less than 10% of all firearms related homicides in California each year.

Restrictive Spay/Neuter Measure Considered Once Again on Assembly Floor |
SB 250 (Florez) has been taken off the Inactive File and will soon be voted upon on the Assembly Floor. The bill would (1) prohibit anyone from owning an unaltered or unspayed dog without first purchasing an unaltered dog license; (2) require the owner of an unaltered dog for sale to meet certain burdensome requirements; and (3) require the spaying/neutering of a dog if it is impounded or if its owner has violated various other provisions.
The bill, which was held on the Assembly Floor last year, will likely first be amended. If it passes, it must also be voted upon by the full Senate before being considered by the Governor.
Although an exemption was put into SB 250 last year for licensed hunters with dogs, a separate provision still allows local governments to impose spay/neuter restrictions more stringent than what is provided in the bill. Because of this and other burdensome provisions, COHA is asking its members to urge the State Assembly to reject the bill. To contact your Assembly Member, click here.

Commission Approves 2010/2011 Waterfowl and Upland Game Bird Hunting Regulations

Earlier today, COHA staff attended the California Fish and Game Commission meeting where the Commission voted to adopted the 2010/11 waterfowl and upland game bird hunting regulations. Once again, waterfowl hunters will have "liberal" seasons and bag limits, including a special early season Canada goose hunt in the Balance of the State Zone. In addition, attempts by anti-hunting groups to fully shut down the sage grouse season and mandate the use of non-lead shot on all state Wildlife Areas were defeated due to lack of supporting scientific data.
