Spay/Neuter Bill Stalls in Committee
SB 250, legislation by Senator Dean Florez (D-Shafter) which, among other things, would prohibit ownership of an unaltered dog without purchasing a special license, stalled in Assembly Appropriations Committee on July 15th. With opposition from COHA and many other groups and individuals, Senator Florez chose not to present the bill. Opponents did have a limited opportunity to testify and were joined by two Assembly Members on the Committee who echoed our significant concerns with the bill. As expected, the Committee placed the bill on the "Suspense File" due to the measure's fiscal impact on the state, where it will remain until the Suspense File is taken up in late August.
