CIPS Referendum Results

CIPS is pleased to announce that the referendum on the constitution and bylaw changes was passed by the membership.
We required 33% of the members to vote and our participation rate was 36%. Of the 36% that voted, 93% voted in favour of the motion to approve the Constitution and Bylaw changes. We now move to implementation which can take 6-9 months to fully implement. Some of the tasks that need to be completed include: filing the new constitution with Industry Canada and obtaining their approval, signing the Provincial agreements, negotiating a new financial model with the Provincial Societies and making sure that any remaining members at large are firmly associated with a Provincial Society.

As Canada's Global I.T. Ranking Falls,
the I.T. Community Speaks Out

The Economist Intelligence Unit's International I.T. Competitiveness Index, recently released for 2011 by the Business Software Alliance, shows that Canada has fallen from fourth to seventh place in Information Technology. This is compared to growth in other countries, including the developing nation of India, as well as Mexico, Malaysia and Singapore.
During its annual "I.T. Professionalism Week" (Oct 31-Nov 4 2011), CIPS (Canada's Association of I.T. Professionals) asked practitioners in the Canadian I.T. community over Facebook and LinkedIn what the country should do to stop its fall in Global I.T. Competitiveness.
Over the CIPS Facebook Page one commenter, Ruth Morton of Microsoft Canada, criticizes the current Education system, saying that "we need to be doing a better job at helping our children understand and get creative with technology in our schools" and that we "need to better equip our teachers and guidance counsellors with the use and understanding of technology in the classroom no matter the subject focus...".

'Father of computing' says we're vulnerable to attack

The "father of computing in Canada" is urging stronger efforts to safeguard systems controlling vital infrastructure from attacks.
Computing pioneer Calvin (Kelly) Gotlieb said computer systems running operations such as power grids, hospitals and airports should be protected at all costs to avoid "unimaginable consequences."
Gotlieb, 90, was in Victoria on Thursday to accept an honorary doctorate of engineering from the University of Victoria, the latest of many honours he has received nationally and internationally.

The Canadian Coalition for Tomorrow's ICT Skills (CCICT) is an industry-led coalition of employers, universities and industry organizations, founded by Bell Canada in 2007. The CCICT aim is to ensure that Canadian organizations can hire the information and communications technology (ICT) professionals they need to meet the changing and diverse needs of the 21st century workforce. The CCICT seeks to achieve practical solutions to an alarming decline in ICT-related post-secondary enrolments (30-40%), historically low female participation (25%), and significant shifts in demand - against the backdrop of a growing need for every industry to embrace the tools and methods of the knowledge economy. Career choosers and their advisors (parents, teachers, the media) often don't know about the exciting ways that ICT-related careers are changing.

CIPS and CCICT create new joint Business Technology Management Accreditation Council (BTMAC)

The CCICT's Business Technology Management (BTM) addresses the biggest, fastest growing issue in the ICT labour market: the need for professionals with a combination of business, leadership, communication, problem-solving, project management, and ICT capabilities. Some 200,000 of Canada's 700,000 ICT professionals are in such jobs, which include roles like Chief Information Officer, IT manager, entrepreneur, consultant, business analyst, project manager - and many more. Over the past 10 years, annual demand for business/technology professionals has grown at a rate of 8%. Around a dozen universities across the country are now offering the BTM.

Following the signing of the Memorandum of Understanding (MOU) between CIPS and CCICT to enter into a partnership whereby CIPS would provide accreditation services for BTM program, a BTM Accreditation Council (BTMAC) has now been formed. BTMAC will have authorities, roles and responsibilities similar to those of other CIPS Accreditation Councils.

Survey: ROI Use in IT Spend Decisions

Hello, My name is Nelson Tkatch and I am completing an M.Sc. in Information Systems Management through the University of Liverpool (UK).
My dissertation is a study of the use of Return on Investment (ROI) in IT spend decision-making. The aim of my research is to confirm whether ROI really warrants being relied upon in the IT spend decision-making process.
In addition to a review of both academic and industry literature I have developed a survey to gather industry input, as my 30 years experience in IT has shown me that it's critical to bring theory and practice together to get a balanced picture.
I would like to invite anyone involved in the IT spend decision-making process - from developing business cases and cost-benefit studies to stakeholders and managers who make the decisions - to take the survey. I am particularly eager to have as much policy-maker participation as possible, namely the C-level, such as CFOs and CIOs, or equivalent. If you are not a manager yourself I would be grateful for you bringing this survey to the attention of your IT and Finance management teams.
