Taking a more strategic view of Employment Equity - Workforce Planning
 

Being strategic demands that you look at the big picture - that you forecast and attempt to prepare for the future by taking into account as many variables as possible. Without forecasting fluctuations needed in the demand, supply, and movement of talent, a.k.a. "workforce planning," HR will continue to get blindsided by "surprise" internal and external events.

  • Shouldn't Employment Equity be motivated from economic necessity, not purely from a compliance perspective?
  • If executives were exposed to economic and skills data, would they not change their attitude to the importance of AA measures.

Set against the backdrop of a worsening economic environment South Africans are experiencing a period of unprecedented financial strain. The numbers provided by Statistics SA are telling; more than six million people, half of South Africa's entire labour force, are unable to pay their debts, 6000 vehicles and 2000 homes are being repossessed each month, close to 100 000 homeowners are currently in arrears with their bond repayments and  25 000 people are in danger of losing their homes. Financial analysts are describing our current situation as nothing less than a "Debt crisis", exasperated by the fact that consumers had such easy access to credit before the National Credit Act came into effect in June 2007.

Newsflashes on EE enforcement

Inspectors are checking for compliance with the Employment Equity Act by scrutinising whether designated employers are implementing EE plans and applying affirmative action measures to end unfair discrimination in the
workplace. 
 
Inspectors are also checking the company's workforce profile in comparison to the national economic active population demographics to establish equitable representation, workforce movement in relation to recruitment, promotion, termination, and skills development.
 

The Cabinet was unhappy with the slow progress in the implementation of the Employment Equity Act by the designated employers.
 
The Cabinet meeting resolved that the Commission for Employment Equity should conduct research and formulate strategies to address these challenges in the various industries.
 
Defaulters may be prosecuted and if found guilty, a minimum fine of R500 000 00 may be imposed.
