"It's long past time for the FCC to act on a petition asking the agency to rule on how cable operators must treat public, educational and governmental channels, the Alliance for Community Media wrote the commissioners. The petition has been pending almost 22 months. In half that time, the agency conducted 36 public workshops, held nine hearings and issued the National Broadband Plan, the group said in a letter posted Friday to docket 09-13."
