Located in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories, Small Business Development Centers (SBDCs) are partnerships primarily between the government and colleges/universities.

Joshua Smith will be joined by Mr. C. E. "Tee" Rowe, President and CEO of the Association of Small Business Development Centers, a nationwide network of over 1,000 centers providing free, confidential counseling and low cost training to small business owners; and Mr. Albert Salgado, Director, South-West Texas Border Small Business Development Center Network.
Mr. Rowe joined the ASBDC in 2009, and previously has served as Associate Administrator and Assistant Administrator for Congressional and Legislative Affairs, as well as Assistant General Counsel for Legislation and Regulation at the U.S. Small Business Administration (SBA). Mr. Rowe also worked for 10 years as Counsel to the Committee on Small Business in the U.S. House of Representatives.
Mr. Salgado is also a member of the board of directors of the ASBDC, and is currently its Chairman. He was an Examiner for the State of Texas Performance Excellence Program, National Institute of Standards and Technology (U.S. Department of Commerce), and has been instrumental in organizing Hispanic chambers of commerce throughout the U.S. as well as the U.S. Hispanic Chamber of Commerce.
