Francis Walter, OFM (Immaculate Conception, USA) elected General Definitor for ESC

DOMUS PACIS - In a week full of the excitement of the elections of the new administration of the Order, today's theme was change as six new General Definitors were elected to serve the Order for the next six years.

Elected for the English-speaking world was Francis Walter, OFM, a member of the Immaculate Conception Province (USA).  Frank was first nominated by the English Speaking Conference during its October meeting in Chicago.  Each Conference of the Order was asked to submit two nominations to the Chapter for consideration.

Frank was elected today on the first ballot with 103 votes out of a possible 152.  As General Definitor, he will be required to report to the General Chapter immediately and take up his role as Definitor and member of the Chapter.  Frank replaces Finian McGinn, OFM, a friar of the St. Barbara Province in California who has served as General Definitor during this past administration being elected in 2003.

At the time of his election Frank was serving as Addetto of the Secretariat in the Vatican Congregation for Evangelization of Peoples. He has been in that role since 2005. He also currently serves as Provincial Director of Formation and Studies and Director of Temporary Professed Friars at our Convento San Francesco in Rome.  Born in Trenton, NJ in 1950, Frank made his Solemn Profession on June 24, 1976, and was ordained to the Priesthood on May 6, 1977. He received his Bachelor's Degree in Philosophy from Immaculate Conception College Seminary in Troy, NY, in 1972, and his Master of Divinity from St. John's Archdiocesan Seminary in Brighton, MA in 1977.  Additionally, Frank received his Licentiate in Sacred Theology in Franciscan Spirituality from the Pontificio Atheneum Antonianum in Rome in 1992, and did Franciscan studies at St. Bonaventure University, Olean, NY. He speaks English and Italian fluently.

What happens when your Provincial becomes Vicar General?

Michael Perry, OFMDOMUS PACIS - In a very exciting election on Friday, Michael Perry, OFM (Sacred Heart Province) was elected as the new Vicar General of the Order a few days shy of his first anniversary of election as Provincial on June 10. This has lead many to ask the natural question: What happens in a Province when your Provincial is elected Vicar General?

That question was answered today in "All Friars Info" a news publication of the Sacred Heart Province.  Here's what they wrote:
Message: Secretary of the Province Chris Lambert OFM sends this information about the procedures in place to fill the vacancy left by the election of Provincial Minister Michael Perry OFM as the vicar general of the Order of Friars Minor:

According to our General Statutes, the Vicar Provincial must convene the Provincial Council within 30 days to carry out the election of a Provincial. (In case of a vacancy under these circumstances, our Provincial Statutes do not provide for consultation of the Province.)

Should the Vicar Provincial be elected as Provincial, there needs to be another election to select a Vicar. Then, should one of the Councilors be elected as Vicar Provincial, the Councilors must choose a new member to fill that place. (The election of the Provincial has to be ratified by the Minister General after consulting his Definitory, which means that there may be a delay in announcing the results of the Council's choice for Provincial.)

The results of these elections are in force until the time of the next Provincial Chapter (in 2011). That chapter would have been the occasion to elect only a new Provincial Council for the next three years, but now it will also include voting for both a Provincial and a Vicar for a six-year term. That means we will once again have a General Visitor and visitation of the province in preparation for the chapter.

(Thanks to Dismas Bonner for his explanation of the process.)
