Welcome to the March 2010 edition of the Sandy Springs E-Blast. The purpose of this newsletter is to provide the residents and visitors of Sandy Springs information regarding the City's accomplishments, current projects and goals for the future. For more information about these and other projects, please visit the City's Web site at www.sandyspringsga.org. PUBLIC-PRIVATE PARTNERSHIP SURVEY
Check BoxThe City of Sandy Springs provides general government services to its citizens and businesses in a unique manner. Through a $26 million annual contract with a private company, Sandy Springs provides public works, community development, code enforcement, recreation and parks, court services, administrative services, information technology and communications. In addition, the City maintains smaller contracts for the provision of both ambulance and emergency 911 services.
 
The City's initial contract with its current general services contractor will expire soon. The City is seeking input from citizens and businesses related to how we can best serve the public in the future. The City leadership still envisions a model based on a public-private partnership; however, the scope of the model has yet to be determined.

In addition, the Mayor and Council will hold two public input sessions.  At both the March 16 and April 20 regular council meetings time will be set aside for public input. Council meetings begin at 6 pm and are held in the council chambers at 7840 Roswell Road, Building 500 in Sandy Springs.
SEPTEMBER 2009 FLOOD UPDATE

Sandy Springs Flood 2009
The rains on September 21, 2009, caused flooding on the Chattahoochee River rated by the United States Geologic Survey as having a likelihood of happening once in 500 years. During the flood and in the days following the event, Sandy Springs received 327 reports involving storm water problems and an additional 128 calls regarding debris and downed trees.  This compares to 266 reported stormwater problems during the 12 months prior to the flood.
 
Three roads were closed due to storm damages. Two bridges are being replaced, one on Peachtree Dunwoody Road over Nancy Creek and one on Riverside Drive over Marsh Creek. Total funding of $1,909,000 was received from the Federal Highway Administration for repairs. Construction is scheduled to be complete on March 25. The third road closure was Glen Errol. The $157,400 repair is completed and the road was opened to traffic on February 20, 2010.

FLOOD RELATED ROAD AND BRIDGE CLOSURE UPDATES

The City of Sandy Springs has completed the Glen Errol Road pipe replacement project in record time. It was opened to traffic on February 20, 2010. Construction began December 14, 2009, after the historic flooding of September 21-22, 2009.

Peachtree Dunwoody Road at Nancy Creek Bridge
Construction continues on the bridge. All substructure work is complete. Overhang work continues this week with decking to follow. Construction is to be completed and the road will be open to traffic by April.

2010 CENSUS INFORMATION
Census 2010
The 2010 Census is right around the corner and the City of Sandy Springs is working to ensure that every resident is counted.

 
Beginning this month, census questionnaire forms will mailed or delivered to households across the Country. The questionnaire asks only a few simple questions of each person: name, relationship, gender, age, date of birth, race and whether you own or rent household. By law, the Census Bureau cannot share an individual's personal information with anyone, including other federal agencies.
 
Households should complete and mail back their questionnaires upon receipt. Residents that do not respond may receive a replacement questionnaire in early April and census workers will visit households that do not return the forms to take a count in person. For people who own more than one residence or who have been displaced from their homes due to natural disasters or other reasons, complete the form for where you reside most of the time.
 
To date, the City has received more than $2 million in federal funding based on census data for transportation, road construction and Community Development Block Grants (CDBG). The 2010 Census will also be used for redistricting at the local, state and federal levels. In addition, census data also has an impact on school budgets, specifically the distribution of Title I and special education funding.
 
By completing and returning your census form, you can ensure an accurate resident count for the City of Sandy Springs.

SIDEWALK PROGRAM UPDATE

Roberts DriveLake Forest Elementary School Sidewalk Design

The construction contract is being awarded to build a sidewalk on Lake Forrest Drive from the I-285 underpass to Hammond Drive to provide improved pedestrian access within the neighborhood. The project includes improvements to the intersection of Lake Forrest Drive and Hammond Drive. Final right of way acquisition and utility coordination is also underway.

 

Ridgeview Middle School (Peachtree-Dunwoody Road)
Sidewalk Design

Bids have been opened for the project to construct a sidewalk system along Peachtree-Dunwoody Road in the vicinity of the school. Right-of-way acquisition is complete and utility coordination is underway.


Spalding Charter Elementary School
(Brandon Mill/Dalrymple) Sidewalk Design

Plans are complete and right of way coordination is underway to construct sidewalk on Brandon Mill and Dalrymple near the school. Bidding is planned for March.


Community Development Block Grant Sidewalk
Infrastructure Design

A design contract is underway to develop a complete sidewalk system along Roswell Road from Dalrymple north to Roberts Drive. Most of the areas eligible for this Community Development Block Grant funded project are on the eastern (northbound) side of Roswell Road with some segments on the west side of Roswell Road. Survey work is complete. A Public Information Open House was held on February 24, 2010 to present the design concept.

 

FY 10-2 Sidewalk Program Design: Pitts Road; Dalrymple; Tennis Center; Library; and Mt.Vernon Highway at Hammond
A project to design sidewalks at the above locations has been awarded to a design consultant. Survey work begins this month.  Construction is planned for later this year.
 
FY 10-3 Sidewalk Program Design: Glenridge-Hammond to Johnson Ferry and Mt. Vernon Highway to Abernathy; Spalding Drive-Mt. Vernon Highway to Nesbitt Ferry
A project to design sidewalks at the above locations is being awarded to a design consultant.Survey work is underway.  Construction is planned to begin later this year.
 
FY 10-4 Sidewalk Program Design: Glenridge-Roswell Road to Northland and Royervista to Highpoint; Mt. Paran-Long Island to Powers Ferry; and Long Island-Roswell Road to Mt. Paran
A project to design sidewalks at the above locations is being awarded to a design consultant. Survey work will begin this month.
 
Windsor Parkway Sidewalks
The construction contract is being awarded for a project to construct sidewalks on the north side of Windsor Parkway from Roswell Road to Highpoint. Construction is planned to begin in March.
ONLINE REGISTRATION FOR SUMMER
CAMPS AND RECREATION CLASSES
BEGINS MARCH 15

SunOnline registration for the Recreation and Parks Department's summer camps and classes will begin on March 15, 2010.  There are opportunities for summer fun for all ages (preschool, youth, teens and adults)! 
 
Summer camps and residencies offered will include Day Camp, Super Sports Camp, Gymnastics, Introduction to Tennis, Basketball, Soccer, Wrestling and Artsy Smartsy Camps, Moving Together, Storeography, Playmaking, Mime Theatre and Mask-Making Residencies, Mighty Mites, Preschool Gymnastics, Camp Olympia and 31 Stories Discover Me Camps.
 
There are also recreation classes available for children ages 9 months-17 years during the summer months that include Cool Moves For Kids, Ballet/Tap, Jazz Plus, Karate, Wobblers, Parent/Toddler, Preschool and Artistic Gymnastics, Tumbling and Rhythmic Gymnastics. Some of the adult classes offered are karate, pilates, belly dancing, gymnastics and monthly dance socials.

FREE DRIVER'S EDUCATION
The Sandy Springs Police Department is offering P.R.I.D.E. (Parents Reducing Injury and Driver Error) classes to residents.The classes are offered the fourth Wednesday of every month to 14 1/2- to 16-year-olds and their parents.The next class bill be held March 24, 2010 at the Sandy Springs Police Department's headquarters at 5995 Barfield Road. SANDY SPRINGS NEIGHBORHOODS PARTICIPATE IN EARTH HOUR
Earth HourSandy Springs' neighborhoods will join buildings around the globe for World Wildlife Fund's (WWF) annual Earth Hour by turning off non-essential lights on Saturday, March 27, at 8:30 p.m. local time. For 2010, Earth Hour Atlanta seeks metro area commitments to surpass previous participation and to make a lasting impact on energy savings.
 
The annual global event organized by WWF is held on the last Saturday of March. Households and businesses are asked to do something quite simple-turn off lights for one hour in a call for action on climate change. The collective actions demonstrate what can be accomplished when working together to protect the planet for future generations. Earth Hour 2009 gained support from nearly one billion people in 4,100 cities in 87 countries.
 
Energy savings affect water supply, air quality and economic development, all critical issues. The "go-to" Web site for local information is www.SoutheastGreen.com with updates posted at www.twitter.com/EarthHourATL.

WHY: The meeting will focus on neighborhood-related issues such as traffic calming, code enforcement, disaster preparedness, neighborhood watch, vacant properties and other interesting topics. Opportunities to network and build relationships with other neighborhood representatives will also be provided.
 
WHO CAN ATTEND? The meeting is open to all City of Sandy Springs homeowner association and neighborhood group presidents. If the president is unable to attend, an alternate board member may be registered.

SANDY SPRINGS REVENUE REMINDERS
  • CalendarTime to renew business tax certificates
    Businesses in the City have until March 31, 2010, to renew their business tax certificates by submitting a business tax return with full payment of all fees and taxes due. 
  • April 1 deadline to file Homestead Exemptions
    Only homeowners who have not applied previously or who qualify for new exemptions need to fill out the homestead exemption paperwork. File with Fulton County by April 1, 2010.
