Welcome to the August 2009 edition of the Sandy Springs E-Blast. The purpose of this newsletter is to provide the residents and visitors of Sandy Springs information regarding the City's accomplishments, current projects and goals for the future. QUALIFYING SCHEDULED FOR SANDY SPRINGS MAYOR AND COUNCIL SEATS AUGUST 31-SEPTEMBER 4, 2009
Seats for the Mayor and six Council Members in
Sandy Springs are up for election during 2009. Qualified candidates may file
for the November 3, 2009 non-partisan election between August 31 and September
4, 2009, by picking up a one-page affidavit from the City Clerk's office at
7840 Roswell Road, Building 500. The fee for qualifying is $750 for Mayor and
$360 for Council. According to the City charter, the mayor and
members of the council shall serve for terms of four years and until their
respective successors are elected and qualified.
Qualifications include:
- Resident
of the City of Sandy Springs for a continuous period of at least 12 months
immediately prior to the date of the election for mayor or council member;
- Shall
continue to reside therein during that person's period of service;
- Continue
to be registered and qualified to vote in municipal election of the City
of Sandy Springs;
- Residing
in the council district the person seeks to represent for a continuous
period of at least six months immediately prior to the date of the
election; and
- Continues
to reside in such district during the person's period of service.
If no candidate receives a majority vote for a
position, a runoff will be held on December 1, 2009.

CITY WELCOMES NEW PUBLIC WORKS
DIRECTOR
The City of Sandy Spring's new Public Works Director is Thomas Black. Most recently, Black was president of Land Development, where he evaluated raw land for development and
was involved with the zoning process, which included meetings with
neighborhoods and elected officials. Black is also familiar with the permitting
process, obtaining construction bids and supervising construction. Prior to
owning his own company, he was the Public Works director for DeKalb County for
seven years among other positions in the public sector. Black holds a bachelor
of science degree in civil engineering from the University of Arkansas. As Public Works director, Black will oversee transportation and planning,
traffic services, field services and stormwater.

SANDY SPRINGS FIRE RESCUE
CHIEF
NAMED CHIEF FIRE OFFICER
Sandy Springs Fire Rescue Chief Jack McElfish
has successfully completed the process that awards him the professional
designation of "Chief Fire Officer" (CFO). The Commission of Professional
Credentialing met on July 8, 2009, to officially confer the re-designation upon
Chief McElfish. Chief McElfish is one of only 660 CFOs worldwide.
"A Chief Fire Officer is an individual who has
demonstrated his skills and abilities required for the fire and EMS professions
through structured education and proven leadership and management skills which
display requisite industry knowledge," said City Manager John McDonough. "I
applaud Chief McElfish for continuing to stretch himself in this way."

TRAFFIC MANAGEMENT CENTER IS FIRST IN CLASS
One of the chief goals the Mayor and City Councilmembers have is making traffic better in the City of Sandy Springs. To that end, the Traffic Management Center (TMC) came online in May of 2008. With each passing day, the TMC becomes more robust.
To date, 16 cameras are online along State Route 9 (Roswell Road), which feed real time traffic data to a Web site the public can view from www.sandyspringsga.org. A comprehensive fiber optic network is also being installed which also feeds information back to the TMC.

26th ANNUAL
NATIONAL NIGHT OUT
The
City of Sandy Springs and Target have teamed up for the 26th Annual National
Night Out (NNO) in an effort to create a safer and healthier community. A
children's (ages 14 and younger) celebration will be held on Tuesday, August 4,
2009, from 6:00 - 8:00 p.m. at Target at The Prado (5610 Roswell Rd NE). The
event will include car safety seat checks; information on how to sign up for
or start a Neighborhood Watch program; the Fire Safety House, which provides a
hands-on learning environment; fire trucks and police cars; meeting police
officers and firefighters; and information on how to be safe in an emergency.
The nationwide event involves citizens, law enforcement agencies, civic groups,
businesses, neighborhood organizations and local officials from more than
11,000 communities in all 50 states.

SPALDING DRIVE
SIDEWALK PROJECT
Public Information Open House
The
City of Sandy Springs' Public Works Department will be hosting a Public
Information Open House to discuss the Spalding Drive Sidewalk Project. The
meeting will take place on August 4, 2009, at 6:00 p.m. in the cafeteria of
Spalding Drive Charter Elementary School.
The
project being designed is a five-foot wide concrete sidewalk with a two-foot
landscape/grass strip. It will be constructed on the east side of Brandon Mill
from West Spalding north to the intersection of Dalrymple and along the south
side of Riverside/Dalrymple from Duncourtney Drive to just west of Brandon
Mill. The project will consist of sidewalk installation, curb and gutter, granite
rubble retaining walls, driveway apron tie-ins and ADA-compliant sidewalk ramps
along the project site.

SIDEWALK PROGRAM UPDATE
River Valley Road
Sidewalks Construction
Construction
is underway on this project to construct sidewalks on both sides of River
Valley Road from Riverside Drive to Amberidge Trail. The project, originally
developed by Sandy Springs Revitalization, Incorporated, involves construction
of new curbs and sidewalks as well as associated driveway tie-ins and utility
relocations. Repaving is scheduled upon project completion. To date, more than 5,200
feet of new curbing and 3,500 feet of sidewalks have been installed.
Lake Forest
Elementary School Sidewalk Design
A
consultant is designing a sidewalk on Lake Forrest Drive from the I-285
underpass to Hammond Drive to provide improved pedestrian access within the
neighborhood. The project includes improvements to the intersection of Lake
Forrest Drive and Hammond Drive. Related right of way acquisition and utility
coordination is underway.
Ridgeview Middle
School Sidewalk Design
A
design is underway to develop a complete sidewalk system along
Peachtree-Dunwoody Road in the vicinity of the school. Construction plans are
nearing completion and right-of-way acquisition and utility coordination are
underway.
Spalding Charter
Elementary School Sidewalk Design
The
concept design has been prepared to construct sidewalk on Brandon Mill and
Dalrymple near the school. A Public Information Meeting is scheduled for August
4, 2009, at the school from 6:00 to 7:30 p.m.
Dunwoody Club Drive
at Spalding Drive Intersection Improvement Construction
Construction is nearing completion to install
a dedicated right turn lane on westbound Spalding Drive at the intersection. Additional
traffic signals will be installed to replace the stop sign on northbound
Dunwoody Club.

FULTON
COUNTY OFFERS BACK
TO SCHOOL VACCINATIONS
The
Fulton County Department of Health and Wellness Division of Children Medical
Services will hold special vaccination sessions. "The Division will focus on
giving vaccinations, eye-ear-dental screenings and the required certifications
for children to attend school," says Dr. Kim Turner, Interim Health Director of
the Fulton County Department of Health and Wellness. "All of our health centers
will be open for service, but we encourage parents to use the five centers
identified as vaccinations zones."

FALL RECREATION PROGRAM
REGISTRATION UNDERWAY
Program registration is underway for many of
the upcoming youth and adult fall recreation programs. A lacrosse clinic
(ages 7-14), soccer league (ages 4-10), tennis lessons (ages 5-14),
homeschoolers enrichment program (ages 6-11) and the adult coed and women's
volleyball leagues (ages 18 & up) are just some of the fall programs available.
Registration will begin on August 10th for the popular Hammond Park
gymnastics program. Current gymnastics students may register beginning on
August 3rd.

SCHOLARSHIPS FOR RECREATION
PROGRAMS
Sandy Springs will distribute scholarships to
eligible children for some of the City's fall
recreational programs. These scholarships are made available through a grant
provided by Kaiser Permanente and distributed through the non-profit Friends
of Sandy Springs. Students can qualify for assistance if they attend
public school, are eligible for free or reduced meals at school, live in Sandy
Springs and have a parent or guardian who requests the scholarship. To apply, visit the city Web site at www.sandyspringsga.org.
