August 24, 1892 Gladys City Oil, Gas, and Manufacturing Company Founded
One of the earliest Texas oil companies - the Gladys City Oil, Gas & Manufacturing Company - is formed by Patillo Higgins and three partners. They lease 2,700 acres in Jefferson County, Texas.
Higgins is convinced that an area known as "Big Hill" - Spindletop Hill - four miles south of Beaumont, has oil despite all conventional wisdom to the contrary.
"As geologists would soon learn, salt domes are surrounded by oil, and one of the largest was Spindletop Hill, south of Beaumont," notes a local petroleum museum.
The new oil company will drill wells on Spindletop Hill in 1893, 1895 and 1896. All are dry holes. Although Higgins leaves the Gladys City venture in 1895, Capt. Anthony Lucas will bring in a gusher on January 10, 1901, that changes the petroleum industry forever. The Spindletop field will produce more oil in one day than the rest of the world's oilfields combined - and Texaco, Gulf, Mobile and Sun Oil will trace their roots to Patillo Higgins' confidence in the Big Hill.
August 25, 1922 - New Mexico's First Commercial Oil Well
The first commercial oil well in New Mexico is spudded by the Midwest Refining Company - a wildcat well on the western edge of the Navajo reservation in San Juan County. Oil is discovered within a month, producing 375 barrels a day from the San Juan Basin. Midwest drills 11 more wells to establish the Hogback oilfield as a major producer.

Tougher Pipeline Safety by PHMSA
In 2011, the Pipeline Safety, Regulatory Certainty, and Job Creation Act was written to toughen pipeline safety regulations and PHMSA's ability to enforce them. Pipeline and Hazardous Materials Safety Administration (PHMSA) is beginning to implement its new statutory authority to strengthen federal regulations.
According the U.S. Department of Transportation Secretary Ray LaHood, "There are 2.6 million miles of pipeline crisscrossing this nation that impact each and every one of us. Our job at the Department of Transportation is to make sure they operate safely. I encourage the public to provide input on this NPRM as we move forward to improve pipeline safety and hold violators accountable."
PHMSA is now authorized by this Act to raise the maximum civil penalty for pipeline safety violations from $100,000 to $200,000 a day per violation. Plus the agency can collect a maximum of $2,000,000 for a related series of violations instead of $1,000,000. The Act took place January 3, 2012, the date President Obama signed the bill.
There are other technical and minor corrections as proposed amendments. One would be to return PHMSA's authority to enforce the Oil Pollution Act of 1990. Right now, the Coast Guard has this authority as established by the Department of Homeland Security.
Public input is encouraged. The NPRM is found in the Federal Register and comments can be made using the link at the top of the notice. All comments must have agency name and docket number PHMSA-2012-0102 at the beginning of the comment. The last day to comment is September 12, 2012.

Located just 20 minutes from Seattle, Renton, Washington is the home of Pergam Technical Services. It is a subsidiary of Pergam-Suisse AG of Zurich, Switzerland. They specialize in equipment and services for natural gas leak detection, using both airborne and vehicle-based detectors. Pergam's sales and support office in Renton manages all sales and customer relations in the U.S. and Canada.
Pergam does power line inspections using the ALMA and SELMA methods. ALMA has three parts: an on-board laptop for data acquisition and processing, an on-board electronic unit that controls the Class 1 laser-control system with a GPS also, and the helicopter belly-mounted optical unit that has a refraction-based system with a laser, a reference channel, and a digital video recording camera.
Methane detection has a new look with Pergam. They offer users a portable and handheld LaserMethane Detector (LMD) that can detect methane at a distance. Not only this easier and doesn't require special equipment, it is also safer. Employees don't have to be within arm's reach of the leak.
The SELMA system helps natural gas companies inspect their networks on a regular basis. This laser-based system can be used both in urban and rural settings and is vehicle-based for efficiency.

The ENERGY worldnet, Inc. Master Evaluator Certification Program is an evaluator/proctor training course that provides participants with the principles for conducting effective evaluations and provides opportunities to apply these principles by practicing them in a comfortable environment.
This is achieved by discussing individual testing techniques and performance observation techniques; reviewing various Operator Qualification Plan Evaluation requirements; and by providing practice using actual evaluation tools. Upon completion of this course, participants will understand the requirements of 49 CFR 192 and 195 as it relates to written and performance evaluations, know how to prepare for an evaluation, know how to perform an evaluation and know how to properly document an evaluation and maintain records.
Attendees that successfully complete the program will receive a Certificate of Completion and .5 CEUs (Continuing Education Units).

EWN Attends SGA Annual Operating Conference |
The ENERGY worldnet, Inc. team recently participated in the Southern Gas Association's 2012 Operating Conference & Exhibits held at the Omni Hotel in Fort Worth, Texas on July 23rd to 25th.
The Operating Conference format is focused on round table discussions, including topics on distributions systems, midstream operations, transmission systems, LNG operations, supply chain management, public awareness, and pipeline construction, operations & maintenance. Attendees had an opportunity to learn best practices and lessons learned from their peers during 15 concurrent facilitated sessions.
