EWN-CBT- Visual Inspection of the Right of Way (Walking or Driving) (15.1, 1311)
Under 49 CFR Part 192.705, natural gas or other gas transmission line right-of-ways must be inspected periodically to insure that they are being maintained in a safe manner.
Under 49 CFR Part 195.412(a) each pipeline ROW must be inspected at least 26 times per year at intervals not exceeding 3 weeks.
The purpose of this course is to teach the learner how to conduct a walking or driving inspection of the right-of-way (ROW) through identifying the evidence that can determine emergency or environmental damage on the ROW. The learner will learn to identify environmental as well as physical damage that should be reported as part of the inspection. |

The first oil tanker ever built, the W. L. Hardison, burns at its Ventura, California, wharf. The Hardison & Stewart Oil Company (forerunner of Union Oil Company) built the revolutionary schooner as an alternative to paying one-dollar per barrel railroad tank car rates to reach markets in San Francisco.

June 26, 1885 - First Pennsylvania Gas Company
The Hardison & Stewart Oil Company incorporates. It is the first natural gas company to be chartered under legislation passed in Pennsylvania for that purpose.

June 28, 1967 - Hall of Petroleum opens in Smithsonian Museum
The Hall of Petroleum opens at the Smithsonian Institution's Museum of History and Technology on the national mall in Washington, D.C. Multiple exhibits feature exploration and production technology advancements - and the resulting oil and natural gas discoveries essential to development of America's energy supplies.

June 29, 1956 - Interstate Highway System enacted
The Federal-Aid Highway Act of 1956, popularly known as the National Interstate and Defense Highways Act, becomes law. It provides 90 percent federal funding for a "system of interstate and defense highways" (in case of the need to flee cities during a nuclear attack). The 41,000-mile system is designed to reach every city with a population of more than 100,000.

June 30, 1864 - Oil taxed for First Time
The federal government taxes oil for the first time when it levies a $1 per barrel tax on crude oil. As early as 1862 - needing revenue to fund the Civil War - Treasury Secretary Salmon Chase had advocated a $6.30 tax per barrel on crude oil and $10.50 per barrel on refined products.

July 1, 1859 - First Issue of Pipeline & Gas Journal
The first issue of the American Gas Light Journal is published. It is the first to report on the manufactured gas industry and subsequently the natural gas industry. Publication continues after 1917 as the American Gas Journal, which later combines with Pipeline Engineer International and continues today as the Pipeline & Gas Journal.

July 1, 1914 - Petroleum Technology Office established
Four years after the United States Bureau of Mines is organized under the Department of Interior, the Petroleum and Natural Gas Division is established. W. A. Williams is named Chief Petroleum Technologist. The division's Petroleum Experiment Station is in Bartlesville, Oklahoma. In 1977, under the newly created U.S. Department of Energy, the site becomes the Bartlesville Energy Technology Center (joining the Morgantown Energy Technology Center in West Virginia and the Pittsburgh Energy Technology Center in Pennsylvania).

July 1, 1919 - Mid-Continent Oil & Gas Association expands
The two-year-old Mid-Continent Oil & Gas Association establishes its Kansas-Oklahoma Division in Tulsa. The association's members had helped provide essential supplies of petroleum and petroleum products, allowing the Allies of World War I, "to float to victory upon a wave of oil."

July 1, 1938 - Major Illinois Oil Discovery
The Texas Company - later Texaco - strikes oil in Marion County near Salem, Illinois. By January 1939 the field is ranked seventh in U.S. daily production.

Leak Detection Service
Gas leak detection surveys are essential for identifying potentially hazardous and dangerous conditions that can have enormous personal, financial and environmental implications. Leak Detection Service has fully trained Field Specialists qualified in the operation of Remote Methane Leak Detectors (RMLD). Any potentially dangerous gas emissions are immediately reported to the on-site client contact to initiate safety procedures.
Upon completion of the Survey, Leak Detection Service prepares a summary report of leak locations and classification of leak size that represents the degree of potential hazard. Along with the summary report, they also provide a map that has all of the leaks pinpointed. The map will hold the data year after year, and it can be sent electronically. Clients then have the necessary information they need to make repairs and continue maintenance of their gas distribution systems.
At Leak Detection Service, customer satisfaction is the top priority. They use highly advanced technology capable of detecting methane without false alarming on other gases. The equipment they use is replacing the current surveying equipment using the traditional flame ionization systems employed by many leak detection companies.
The Leak Detection Service trained technicians will accurately drive the length of the gas lines, detecting any leaks. Any leaks found will be flagged, pinpointed by GPS coordinates, graded by the severity of leak, and reported to the on-site supervisor.

SUMMARY: This notice is to advise interested and affected persons that PHMSA will conduct a public workshop to discuss Section 24 of the recently passed Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 (Act) and PHMSA's implementation challenges with Section 24. Section 24 of the Act requires, within one year of enactment (January 2013), that PHMSA no longer incorporate, in whole or in part, voluntary consensus standards by reference into its regulations unless those standards have been made available free of charge to the public on the Internet. The workshop will provide interested persons with an opportunity to submit written and oral comments and participate in discussions concerning the legal, financial, policy, practical and other challenges with implementing Section 24 by January 2013. DATES: The public workshop will be held on July 13, 2012.

SUMMARY: The Pipeline and Hazardous Materials Safety Administration (PHMSA) and the National Association of Pipeline Safety Representatives are hosting a Government/Industry Pipeline Research and Development (R&D) Forum. The R&D Forums are held periodically to generate a National research agenda that will foster solutions for the many challenges with pipeline safety and with protecting the environment. The forum allows public, government and industry pipeline stakeholders to discuss the technical gaps and challenges for future research. The forum is also intended to help reduce duplication of programs, factor ongoing research efforts, leverage resources and broaden synergies. The national research agenda coming out of these events is aligned with the needs of the pipeline safety mission, makes use of the best available knowledge and expertise, and considers stakeholder perspectives. DATES: The R&D Forum will be held July 18, 2012.

Where in the World is the EWN Team? | | ASME B31Q Technical Committee - 2nd Quarter Meeting in Portland, Oregon
The ASME B31Q Technical Committee met in Portland, OR on June 12th and 13th to continue its effort to expand and revise the current ASME B31Q Pipeline Personnel Qualification task standards with additional technical and safety information. Specifically, the guidance information for each task is being proposed for expansion to imbed steps to help mitigate the possible occurrence of task specific Abnormal Operating Conditions (AOCs). These revisions are targeted to be a part of the next B31Q update which will be published in December 2013. The ASME B31Q Technical Committee is currently comprised of 29 voting members and 6 contributing members from various Operators, Service Providers and Industry/Regulatory representatives. Geoff Isbell, ENERGY worldnet, Inc. Chief Operating Officer, participates as a contributing member and as a project manager for numerous task revisions. The next ASME B31Q Technical Committee meeting will be held in Norfolk, VA, on September 19th-20th concurrent with the ASME Code Week event. EWN's Mayra Lujan and Michelle Chase participated in the 2012 Caveman Crawl 5K on Saturday, June 16, 2012.
This 3.1 mile running adventure contained more than 20 challenging obstacles including a 500' extreme water slide, mud pits and steep hill climbing. The Caveman Crawl is a charitable event in Bridgeport, Texas. Proceeds from this event went to the Bridgeport Volunteer Fire department and to help build the Bridgeport OHV Park - Biking and Hiking Trails to attract outdoor enthusiast. |
