ENERGY worldnet, Inc. Contributes Expertise to Bring OQ to Mexico

 

 

In the country of Mexico, there is no current requirement for pipeline operators or their contractors to be operator qualified (OQ). However, the industry is anticipating a legislative requirement for OQ in the future. In anticipation of a new requirement and while working for Petroleos Mexicanos (PEMEX)1, Corrosión y Protección Ingeniería (CPI)2 began the process of establishing an internal qualification process based on the American Petroleum Institute's OQ Task List standard.
 
A number of contractors and service providers were recommended to CPI to assist in their OQ initiative, however, CPI need­ed flexible organizations that could act quickly and respond to the project's unique needs and time constraints. To meet the demands of the OQ Pilot Program, Ayuda, LLC3 and ENERGY worldnet, Inc. were selected to work with CPI and PEMEX on the endeavor.

pemexENERGY worldnet, Inc. was selected to provide gas and liquid pipeline evaluations and records management via EWN's PRO II System. EWN is providing a substantial foundation of Spanish language courses and content, and an industry leading OQ program and support staff that can accommodate any unique requirements for Mexico. In addition, ENERGY worldnet conducted the Master Evaluator Certification Program for 15 employees of CPI, PEMEX and Ayuda, LLC at the start of the project.
 
Ayuda, LLC and their staff of pipeline and construction industry professionals were selected to provide a wide range of services, including an immediate audit of PEMEX's most common tasks, on-site training in Mexico, completion of ENERGY worldnet's Performance Evaluations, and general consulting and administrative support.
 
The project is scheduled to take up to three years. The first phase of the project is the initial pilot program and includes up to 60 employees.  The first group of 23 PEMEX Operators completed the program and were certified at the end of 2009.  While the project is ongoing, the results continue to be re­ceived positively. Corrosión y Protección is looking for­ward to the first phase of the project ending successfully within the year.
 
1Petroleos Mexicanos (PEMEX) was created in the 1930s.  It is the biggest enterprise in Mexico and Latin America and the highest fiscal contributor to the country.  It is one of the few oil companies in the world that develops all the productive chain of the industry; upstream, downstream and final product commercialization.

ENERGY worldnet's Spanish Training Courses are Increasing in Number and Use. world
ENERGY worldnet (EWN) introduced its first 58 Spanish training courses in 1998 for the Natural Gas Industry. At that time, EWN was known as ENERGY WorX, a wholly owner subsidiary of the Southern Union Companies. ENERGY WorX assets later became ENERGY worldnet in 1999.

Southern Union Gas (now Texas Gas) and Missouri Gas Energy were the two major gas distribution companies that had the initial need for Spanish-language training courses for their Hispanic workforce. Outside of the Southern Union Companies, some of the initial early adopters were the Southern Gas Association who private labeled the Spanish and English courses for one year and K&N ENERGY (now part of the Kinder Morgan Company) for their use in the United States and their new distribution systems they were installing in Mexico.

As of 2009, EWN has increased the number of Spanish courses and evaluations to 113 with over 32% of EWN's Operator and Contractor clients utilizing our Spanish language training courses and evaluations.
According to the American Community Survey provided by the U.S. Census Bureau in 2006, Hispanics make up 26.8% of the Construction and Maintenance workforce in the United States. With such a high percentage of Spanish speaking employees in our industry, it is important to provide training to them in their native language to reduce hazards, accidents, and fatalities. For example,  the regulatory agency OSHA stated in a memorandum for the U.S. Department of Labor on April 17, 2007 that, "regardless of the precise regulatory language, the terms "train" and "instruct", as well as other synonyms, mean to present information in a manner that employees receiving it are capable of understanding."

Geoff Isbell, EWN's VP of Operations, reports that the need and use of Spanish-language materials will continue to increase in the years to come. It is considered a best practice to be able to communicate to all employees about safety in the workplace and ENERGY worldnet will continue to develop and translate more training courses and evaluations in Spanish to be able to instill the importance of safety and the regulations of our industry.  Additionally, EWN is making the investment in the PRO II Operator Qualification and Contractor Reporting System that will allow the Internet based system to be delivered or viewed in Spanish or English.

Forecasting Feature on Task Status Report

Did you know that you can use the Task Status Report and it's Advanced Filtering feature as a forecasting tool to see which individuals will be coming up for expiration on covered tasks and evaluations on any given date in the future?

Simply go to Admin, Reports, and then Task Status Report and click on the Show Advanced Filters link at the top of the Task Status Report. Choose your filter options and in the "Run Report as of " filter (see image above) put in a future date to view which employees will need requalification in the future (within several months or years). For example, if you input 6 months from today, the report will capture a customized snapshot of employees that have upcoming expirations.
