PREVIEW MARCH 20, 2012 PRIMARY BALLOTS ONLINE
County Clerk Willard Helander announced that registered voters in Lake County may now preview their official ballot at LakeVoterPower.info using the "What's on My Ballot?" link.
The user is prompted to supply registration name, house number, zip code and date of birth to view the correct ballot for one's address. Voters select the primary ballot for the political party of choice or nonpartisan if there is a referendum question.
Sample ballots may be printed, marked with the voter's choices and taken into the polls for reference when voting.
"The one-click web tool to preview the official ballot prior to voting is very helpful to voters studying candidates and referendum," said Helander. "Our expanded online services have received positive response from our web users." |
VOTE BY MAIL |
VOTING BY MAIL OPEN FOR ALL REGISTERED
LAKE COUNTY VOTERS
County Clerk Willard Helander announced that registered voters may request an official application for ballot for the March 20th Primary. Illinois law requires each person voting by mail to complete an application for ballot before each election. Once the signed application is received, a ballot can be mailed to the voter.
For faster service, print the online application at LakeVoterPower.info and mail to Lake County Clerk, Rm. 101, 18 N. County St., Waukegan, IL 60085. The web application is a fillable form to print, sign and date before mailing.
Applications for ballot may also be requested by calling 847.377.2406 or emailing VotingByMail@lakecountyil.gov to have the form sent by mail. Those choosing to vote by mail can visit LakeVoterPower,info and use the "Track My Ballot" option to confirm their voted ballot has been received by the Clerk's office. Voted ballots must be returned to the Clerk's office with a postmark no later than March 19, the day prior to Election Day.
Voters may make a one-time request for this primary or enroll in a Voting by Mail Program to automatically receive an application for ballot for each election specified. Voters remain enrolled until the Clerk receives notification to cancel or the voter's registration becomes inactive.
"Voting by mail is a convenient way to assure your voice is heard--no matter how busy life becomes or difficult the March weather may be," said Helander.

Dear Lake County Residents:
You may have noted that election information in Lake County is now printed in English with a Spanish translation. In late 2011, the United States Department of Justice sent a certification letter requiring Lake County to provide complete bilingual election administration in the Spanish language for 2012. This requirement is a result of the application 2010 US Census data to the requirements test under §203 of the Voting Rights Act, 42 USC §1973aa-1a.
The Census Bureau conducts two levels of Census, the door to door Census conducted every ten years and something called the American Community Survey. The survey is conducted every month during the "other" nine years on a rolling basis. Each month, one in six addresses for each county across the entire country is surveyed. This rolling survey replaced the old "long form" Census and asks about education, language, race and ability to speak English among other topics. Survey results are complied to determine jurisdictional requirements for bilingual election administration.
The first trigger to qualify a jurisdiction under §203 is the response to race and then the language proficiency response on the American Community Survey. The determination rule used is when 5% or more of the voting age population respond to the Census as limited English proficient voting age citizens, the bilingual threshold is met.
The protected language groups are narrow according to interpretation of the 2006 Reauthorization of the Voting Rights Act. Covered groups include Asian (Chinese, Hindi, Japanese, Tagalog, etc), Native American and Native Alaskan dialects (not of European origin, e.g., French) and Latino races. The Census Bureau does not consider Arabic an Asian language. Also Russian, Polish and Hebrew languages, for example, are not deemed covered languages.
The Lake County Clerk's office is working diligently to comply with the bilingual requirements and to ensure Lake County taxpayers and voters are not at risk for any facet of non-compliance. All election administration materials will be provided in English with Spanish translations as required by the federal law under the Voting Rights Act.

MEETING LONG-TERM TRAFFIC DEMAND |
HOW LAKE COUNTY PLANS FOR TRAFFIC GROWTH
Transportation Corridors - Meeting long-term traffic growth demands
The Lake County Division of Transportation (DOT) works everyday to improve Lake County's transportation system and reduce congestion. Lake County's five year program includes projects that fall into three major categories:
- System Preservation Projects - Keeps county highway pavements, bridges, bikeways, signals and related items in good condition
- System Modernization Projects - Reduces delays and increases safety by accommodating short-term traffic growth and the needs of non-motorists
- System Expansion Projects - Provides highway capacity to meet long-term traffic growth needs and enhances economic development
It takes about six years to complete a project from start to finish. In this video presentation, DOT Director Marty Buehler talks about the various phases involved in a road project, provides an overview of the expansion projects planned over the next two years, and explains Lake County's corridor strategy to accomplish large scale projects. ROADWAY CONSTRUCTION ALERTS |
Route 21 Project Update
On March 1, the Illinois Department of Transportation (IDOT) will resume work on the Route 21 road project, which extends through 2012. During construction, access to the Independence Grove Grove Dog Exercise Area may be limited at times, and for a portion of the year, the area may be temporarily closed. Details will follow as they become available. As part of the project, the new 4-lane road will include a dedicated left turn lane into the Dog Area. For updates, check IDOT's construction status page.
Lakewood Trail and Road Improvements
Starting this summer, the Lake County Department of Transportation (LCDOT) will be working on realigning trails, constructing trail tunnels and making intersection improvements at Route 176 and Fairfield Road. Details will follow as they become available.

ILLINOIS SHERIFFS' ASSOCIATION $500 SCHOLARSHIP
Lake County Sheriff Mark Curran wants you to know about the Illinois Sheriffs' Association $500 Scholarship. The Illinois Sheriffs' Association will be awarding 105 scholarships throughout the State of Illinois to students wishing to pursue higher education during the 2012-2013 academic year. The student must be enrolled full-time at a certified institution of higher learning within the State of Illinois.

Seismic waves captured at Ryerson Woods Forest Preserve
EarthScope, funded by a Natural Science Foundation grant, recently installed a seismograph at Ryerson Woods in Deerfield as part of a new collaborative partnership with the Lake County Forest Preserves to conduct research using instruments that measure motions of the Earth's surface and record seismic waves. Just before 10 p.m. on Monday, January 30, the seismograph at Ryerson recorded the 2.4 magnitude earthquake that was centered just east of McHenry.
