A number of folks have asked me why all the road work in our area seems to have hit at the same time. I feel everyones pain! Traveling between Lake Zurich and Waukegan has tested my patience numerous times over the last few months.. It's important to keep in mind there are several different jurisdictions involved in the course of our daily travels. Villages and Townships have their road projects as do Lake County D.O.T., the State (I.D.O.T) and the Illinois Tollway Authority. As an example, the congestion on Route 22 from Quentin Rd. to Route 83 is caused by an IDOT project while the work taking place on Ela Road between Cuba Road and Lake Cook Road is a Lake County DOT project. It would be wonderful if all the road departments could coordinate every construction project (they do in many cases) but each jurisdiction goes out for bids and contracts with various contractors and they dictate when the work will take place. This road construction season is almost over so hang in there just a bit longer! In a future newsletter I'll tell you what we can expect during the 2012 road construction season.... Hint, there's more to come....
 
I've also been asked about when we will be getting our property assessments for Ela Township. The Ela Township Assessor turned his assessment information over to the Chief County Assessor's Office on October 15th. After it is reviewed there, it's my understanding our Ela assessment letters will be mailed on or about November 5th. We will still have the 30 days to appeal if we so desire. As soon as I have additional information I'll send it out immediately. Thanks for your patience.

ROUTE 22 & ROUTE 83 UPDATE

THIS JUST IN..
 
The Illinois Department of Transportation (IDOT) resident engineer for the concrete patching project on IL 83 from IL 22 north to US 45, has informed us they expect to have the project complete in the next week or so --- as long as the weather continues to cooperate. They are currently working near IL 22 to get all of the lanes open on IL 83 by the weekend and then move north from there.

If you are driving and see a stoplight that is out of sync or not working, the information can be reported directly to the Lake County Transportation Center at 847-377-7000. Their hours are 7 am to 7 pm. If the problem is on a state road, they will make sure the proper people are notified.  Or feel free to send the information to me.
 

HAVE YOU CALLED THE RECORDER OF DEEDS?

If you need to reference the deed to your home please call the Recorder's office.  The average deed is four pages or less with a copy fee of $1 per page. Please be advised there is a scam in Lake County where a company is offering to provide a copy of your deed for $95.00.
 
Also, homeowners please take a moment to call the Lake County Recorder's Office at (847) 377-2575 and request a quick check against your name to be sure that no liens have been placed against your property. Homeowners are sometimes unaware that a lien has been placed against their property until they sell or refinance. Seniors 65 and older get their deeds and a certified copy of DD214's for free.
 

TAX ASSESSMENT HELP CENTERS

FROM THE CHIEF COUNTY ASSESSMENT OFFICER 

 

The Lake County Assessment Office is hosting EIGHTEEN Tax Assessment Help Centers. These help centers will give residents an opportunity to work one on one with a member of the Chief County Assessment Office staff for personal assistance with evaluating their property assessment.

 

They will also be holding 2 Public Information Meetings.The Chief County Assessment Officer will explain the property tax process, assessment procedures, provide use of county website tools used to review an assessment valuation, outline the assessment appeal process and answer property tax related questions from residential property owners.

FILING AN APPEAL

RECOMMENDED STEPS TO FOLLOW PRIOR TO APPEAL

 

Prior to filing an appeal with the Assessment Board of Review, it is strongly recommended that a taxpayer discuss his/her assessment with the TOWNSHIP ASSESSOR'S OFFICE. Many times the reason for the assessment can be made clear and the need for filing an appeal eliminated. If, after talking with the Township Assessor's Office, a taxpayer still wishes to pursue an appeal, he/she should familiarize him/herself with the 2011 RULES OF LAKE COUNTY BOARD OF REVIEW.
 
New for 2011, the Board of Review has published a APPEAL CHECKLIST for appeal cases. This checklist will provide guidance on meeting the minimum expectations for a Board of Review case.
 
Please keep in mind, if you decide to appeal your assessment you can only do so during the 30 days after it has been mailed to you. You CAN NOT appeal your TAX BILL which is mailed to you in the spring.

A few questions to ask yourself?

  • Do they have the correct information regarding property, i.e (square footage, number of bathrooms, lot size, fire place, finished basement)
  • Are there comparable sales that make you feel you are incorrectly assessed?
  • Have you recently purchased your home and your assessment valuation reflects a market value higher than your purchase price?

Emergency Forgivable Loans of up to $25,000 for Families Facing Foreclosure

The Illinois Hardest Hit Fund offers families facing foreclosure some much-needed breathing room while they get back on their feet. Eligible Lake County residents may receive up to $25,000 to help bring their mortgage current, and to assist with ongoing monthly payments for up to 18 months. Eligibility criteria can be found online at

https://www.illinoishardesthit.org, the official website of the program. Lake County residents will work with the Affordable Housing Corporation of Lake County (AHC), a HUD-certified nonprofit agency, to receive free guidance and loan coordination services. AHC also offers information sessions and other helpful information at 847/263-7478 and www.ahclc.org. There is no cost to apply. Illinois anticipates assisting about 15,000 households. Don't delay in applying, as applications will be processed on a first come first serve basis.

 

Illinois Hardest Hit Fund

Emergency Forgivable Loans of up to $25,000 for Families Facing Foreclosure

The State of Illinois and the U.S. Department of the Treasury are working together to assist 15,000 Illinois homeowners struggling to pay their mortgage. The Illinois Hardest Hit Fund will provide families facing foreclosure with some much-needed breathing room while they get back on their feet.

 

In Lake County, residents will be working with the Affordable Housing Corporation of Lake County, a nonprofit HUD-certified agency, to obtain free guidance and loan coordination services.

 

Eligible participants of the Illinois Hardest Hit Fund may receive up to $25,000 as a 10-year loan to bring their mortgage current, and to assist with ongoing monthly payments for up to 18 months. The loan is forgiven over the last 5 years of the 10-year term, and carries no interest. Eligibility criteria includes, but is not limited to:

 

  • Household has experienced a 25% reduction in income due to unemployment or under- employment through no fault of their own
  • Gross household income does not exceed 120% of area median income ($89,750 for a family of four)
  • Principal loan balance is less than $500,000
  • Household liquid assets do not exceed 3 months mortgage payment
  • Property must be located in Illinois, may be a 1-4 unit building, and must be the primary and only residence of all borrowers/owners
  • Homeowners must have a fixed-rate or adjustable-rate loan; interest-only and negative amortization loan not allowed
  • Delinquency and necessary assistance may not exceed $25,000
  • Applicants have not been convicted of a mortgage-related felony in the last 10 years

 

To begin, applicants must log onto https://www.illinoishardesthit.org, the official and only website of the program. There is no fee to apply. Homeowners are encouraged to be aware of the prevalence of mortgage assistance fraud; no genuine assistance program requires a fee.

 

Applicants are also encouraged to attend an information session at the Affordable Housing Corporation of Lake County by contacting www.ahclc.org or 847/263-7478. This will help homeowners better understand the program, and assist them in submitting their application package properly so as to avoid delays.

 

GILMER & MIDLOTHIAN ROAD INTERSECTION

PUBLIC MEETING/OPEN HOUSE

 

Lake County Division of Transportation invites you to attend a Public Meeting regarding the Gilmer Road and Midlothian Road Intersection Improvements Study through the Village of Hawthorn Woods and Unincorporated Lake County, Illinois. The purpose of the meeting is to introduce the study, solicit public comment, and gather information to supplement the existing conditions data. Maps, exhibits, and a presentation will be available for viewing at the public meeting.

 

Details regarding the public meeting are indicated below:

Staff from the Lake County Division of Transportation and our engineering consultant, HDR Engineering, will be available to discuss the existing intersection conditions and answer questions. Written comments may be completed at the meeting or mailed in prior to the close of the comment period on November 23, 2011. You may also submit your comments on the project website at http://www.improvegilmermidlothian.com/. All interested persons are invited to attend the public information open house for this project and provide their comments.

 

The meeting will be accessible to persons with a disability. Anyone in need of special assistance and planning to attend should contact the County by November 7, 2011. If you are unable to attend, please provide your comments to us by November 23, 2011.
