Lake County Board Endorses Regional Water Plan

 

The Lake County Board endorsed a landmark water supply/demand plan meant to ensure the availability of clean water for the future. The "Water 2050: Northeastern Illinois Water Supply/Demand Plan" is based on the latest water demand and supply research for 11 counties in Northeastern Illinois. The findings show that rapid population growth could lead to water shortages in coming years without improved conservation and resource management. The plan outlines guidelines for businesses and residents to reduce consumption and waste, along with recommendations to improve how public and private water suppliers manage water resources.  

 

County Board Chairman Suzi Schmidt said, "The Lake County Board's endorsement of the plan is a formal recognition of the County's commitment to this effort both locally and regionally. The County Board has identified water resources as a key strategy in its Strategic Plan and we continue to work with our partners to save water for our future."

 

The Regional Water Supply Planning Group (RWSPG) developed the plan with funding from the Illinois Department of Natural Resources (IDNR).  Lake County, along with representatives from other counties, municipalities, and stakeholder groups including water suppliers, agriculture, industry, power, public water suppliers, conservation, environment, academia, and real estate have been working with Chicago Metropolitan Agency for Planning (CMAP) on the development of the plan since 2007. Lake County Board Member Bonnie Thomson Carter served as Chairman of the RWSPG  the last two years.


"This report confirms that we can't take water for granted. The region's population is projected to increase by 38% over the next 40 years. Unless we all change how we use our water and adopt conservation practices into our daily lives, demand could increase as much as 64 percent, creating potentially serious shortages," Lake County Board member Bonnie Thomson Carter said. "Governments, businesses and residents must work together to implement this new water plan. This is critical to our quality of life and economic vitality."

 

The RWSPG plan's primary strategy is to improve how water demand is managed, by emphasizing conservation, pricing, and the reuse of graywater and wastewater  (graywater results from residential activities such as dish washing, laundry, and bathing).  It advocates a number of local conservation measures for municipalities, businesses, and households, including:    

 

·             Replacing old toilets and washing machines with new, high-efficiency ones

·             Prohibiting practices that waste water

·            Metering water use where it is not metered now

·            Auditing water systems to detect leaks and other inefficiencies

·            Retrofitting residential plumbing

·            Establishing real cost water-rate structures

Among other key recommendations is for enhanced water conservation awareness activities.

Permit Facility Moved to Libertyville
If you need to get a permit from Lake County Building and Zoning, contact Stormwater Management or get a permit for a well or septic, this information will be important to you.
 
Beginning Monday, April 19, the  location of the new Central Permitting location will be at the Libertyville complex at 500 Winchester Road.  There are postive changes and every customer will be assisted by a project manager who will provide guidance throughout the process. Additionally, customers can sit in one chair and have the County's various permitting agencies come to them.
 
The Lake County Center for Planning, Development and Environmental Services will be a  "one-stop-shop" for customers applying for permits from Lake County. The permit process will be more efficient and customer-friendly by having the Planning, Building and Development Department; Stormwater Management Commission; Health Department's Environmental Health Services; and laboratory operations for Public Works and the Health Department in one central location.
 
Workforce Development Department Summer Youth Employment Program Worksites Needed

 

Each year the Lake County Workforce Development Department, coordinates a summer youth employment program.  The program is open to Lake County residents ages 14-15 who meet the program's low income criteria.  This work experience allows youth to gain valuable work experience in the summer after their school year ends.  The positions are awarded based on a first come, first serve methodology along with looking at the population per city and the percentage of low income youth who reside there. Each year an Employment Hotline is set up for the youth to apply on February 1st.   Since the hotline opened this year over 1,000 youth have called inquiring about the program

 

To meet the demand of these youths, the department is soliciting applications from work-sites.  Typical worksites in Lake County are: Libraries, Townships, Cities, Park Districts and Non-Profit Organizations.  These worksites agree to provide supervision and direction to the youth and the Workforce Development Department pays the salary, FICA and workman's compensation.  Typical job duties are: basic clerical functions, outdoor clean up of parks and landscape duties, in-door clean up of schools, camp counselor aides, etc. The program will run for 6-8 weeks starting June 21st.

PUBLIC HEARING ON WIND ENERGY FACILITIES IN UNINCORPORATED LAKE COUNTY
  
On Monday April 26 at 1 pm the Zoning Board of Appeals will hold a public hearing regarding allowing for the permitting of wind energy facilities, including height restrictions, setbacks, and operating conditions of wind energy facilities and the penalties and enforcement for violations of the proposed regulations. This would only be for unincorporated land in Lake County.
 
The meeting will will held at the Lake County Central Permit Facility at 500 Winchester Rd. in Libertyville.

Don't miss Ela Area Public Library's first annual Green Your Routine event on Saturday, May 1 from 10 a.m.-noon in the Library's parking lot.

We'll offer free, secure *document shredding (limit 3 boxes); household battery recycling; a Swap-a-Loosa (re-purpose used books, CDs, DVDs, yarn and swap it for something new); an opportunity to talk to local recycling organizations; and giveaways and raffles.

RecycHousehold electronics recycling drop-off at the Public Works facility, 440 East Crystal Street, Mundelein, will begin May 3, 2010 and run through September. (Next to Rogans)

Drop-off is available from 8 a.m. - 3:00 p.m. on weekdays and is for Lake County residents only. Materials must be residential in nature.

Personal Computers, Monitors, Computer Drives, Keyboards, Modems, Mainframes, Scanners, Printers, PDA Organizers, any type of telephones, Televisions (any size), Stereos, MP3 Players, CD Players, DVD Players, VCR's, Cameras, Video Games, Fax Machines, Shredders, and Small Household Appliances, holiday lights, microwave ovens.

The Village of Lake Zurich will again host thousands of people for our annual Independence Day celebration at Paulus Park (on Route 12) in Lake Zurich. Thousands of Lake Zurich residents and guests will enjoy food and drink from our local establishments. Entertainment, swimming, children's games and activities, and the Taste of Lake Zurich food tents are available throughout the day. The celebration activities will again be capped with an incredible musically choreographed fireworks display at approximately 9:15 p.m.

County residents can take advantage of a prescription drug discount card program.  The free card that is accepted at most pharmacies offers average savings of 20 percent off the retail price of commonly prescribed drugs.  This is intended for people without prescription coverage or on medicines not covered by your plan.  The card may also be used where accepted to fill prescriptions for pets.
