Dealer Licensing Amendments
Section 28-4361, Arizona Revised Statutes, is amended to read:
C: Each applicant who owns 20% or more of an entity and each partner or stockholder who owns 20% or more of an entity seeking a new license shall provide a full set of fingerprints to the department for the purpose of obtaining a state and federal criminal records check pursuant to section 41-1750 and public law 92-544.
28-4361 B-1-C States that a member, officer, director or agent that does not own 20% or more, must still be on the application for a dealer license, but does not have to undergo the criminal background record check.

Dealer License Application Requirements
The law now makes allowance for MVD to accept photos in place of physical inspections for new dealerships, changes, or relocation of a dealership. These photos accompany the dealer application and must be of:
A. All outside of the building (entire lot)
B. Sign if permanent; if temporary need photo plus copy of the work order showing date of installation.
C. Parking Lot showing at least 2 parking spaces
D. Interior of the inside of the dealership showing record storage.
E. Office set up- Phone and Internet Access
F. Address and Hours of Operation
If you are opening a new Franchise Dealership in lieu of photos, you can have the manufacturer place the following statement in the appointment approval letter to submit with the dealer application:
" The Appointed Franchisee will comply with all site and signage requirements as prescribed by ARS Title- 28 Chapter 10."
Once MVD completes the dealer licensing process and issues the invoice you will be required to submit the required photos to complete the site inspection requirements.
