2010 Annual Fuel Economy Guide Now Available
Dealers have a legal responsibility to provide the guide to customers upon request
 

Unveiling the 2010 Fuel Economy Guide this week, the U.S. Department of Energy and U.S. EPA are seeking help from dealers to provide their customers with information about fuel economy and the benefits of driving more fuel-efficient vehicles.  The guide gives consumers important information about estimated fuel costs and mileage standards for model year 2010 vehicles.  The guide is also available to mobile users (fueleconomy.gov/m), and is readily accessible from a mobile device, smart phone, or personal digital assistant.  Click here for the EPA/DOE letter detailing the legal responsibility of dealers to make the guide available to customers.

There are a number of options available for dealers to meet these requirements.  First, EPA/DOE will electronically distribute the guide to dealers.  To meet regulatory obligations to display a booklet and to provide a booklet to customers upon request, dealers can print the guide from either the electronic file, which will be emailed or available by download at www.fueleconomy.gov.

Alternatively, if access to the internet is unavailable, dealers may order printed paper guides.  Orders are currently being accepted and will be mailed, free of charge, by the end of November 2009.  Click here to place an online order for paper guides.  Printed copies also can be requested from DOE's Information Center by calling (877) 337-3463 between 9 a.m. and 7 p.m. EDT.  Click here for a form to order paper copies by mail.

Commercial Registration & License Plates

 
It's commonly thought that the type of vehicle will determine whether or not Commercial registration should be assessed.  We know one-ton van vehicles need commercial registration; we know big cab and chassis combination vehicles need commercial registration, but what about a simple, two-door sedan vehicle? 
 

The Motor Vehicle Division (MVD) is required to issue a Commercial plate: 
 
-          Upon request
-          To a vehicle being used commercially
-          To a vehicle with a declared gross vehicle  
-          weight (GVW) of one ton or more
-          To a vehicle with a GVW rating that exceeds
           10,000 pounds"

"In addition to all other required fees, a customer who is requesting registration for a vehicle...that is in the name of a commercial enterprise or used in furtherance of a commercial enterprise shall pay both commercial registration (CRF) and weight (WGT) fees.  In addition, pick-up trucks and vans with a manufacturer's GVW rating of one-ton or greater, even when designated for personal use only, shall pay the CRF fee and minimum WGT fee."

Note:  Commercial trailers will be issued a Trailer plate, not a Commercial plate.

There are many exemptions pertaining to CRF and WGT fees. 

If a credit plate is applied to a vehicle with a different category, a new plate must be issued and the plate key, category, weight, etc., must be changed to match the correct vehicle type.  Non-transferable credits are forfeited (e.g. commercial fees:  commercial registration fee, motor carrier fee and weight fees,) therefore, it is in the customer's best interest to request a refund.

Did You Know - From Your Dealer Licensing Department

*Make sure that the email address and phone number is correct on the AZ MVD Dealer Record on file.  While you are renewing your dealer license you can make this change without stopping the process.  It is very important that you keep this information current or you will not receive the courtesy notice at the time of the renewal
                                        notification. 
 
*
When you renew your dealer license you will not receive new registration for your dealer plates.  You
must go to the secured site, https://secure.aada.com, then to the "Dealer Plate Certificate" option and the system will bring up the plates you have showing on the MVD Dealer Data Base, appropriate to the specified dealer number, all on one sheet.  We/MVD Suggest that when you print the "Plate Certificate" you make a copy for each plate you have and tape the certificate to the back of each dealer plate you have in inventory.  If you are pulled over by law enforcement you will have the backup to prove that plate belongs to your dealership.
 
*When a dealer collects fees from their customer at time of sale and the dealership has overcharged, the amount of the overage (any amount) must be refunded back to the customer (reference 28-373).  
 
 
 *A Dealer may resell a new motor vehicle when a customer's transaction is unwound as long as the Motor Vehicle dealer gives written notice to their new customer that the vehicle was delivered to a previous purchaser.  The customer must sign an acknowledgment of receipt of the written notice and the dealer must retain a copy of the acknowledgment in the customers deal jacket (reference 28-4422).
