Lake County Lifts Permit Requirement for Sheds in Unincorporated Area
It is now much easier for homeowners in the unincorporated area to place a shed on their property. Effective immediately, the County Board has adopted a new, streamlined process in time for summer, the normal peak season for shed projects.
The new rule exempts residential sheds (100 square feet or less) from County permit requirements. This exemption only applies to unincorporated areas (outside of Village/City limits). Property owners are required to read and agree to location requirements and pay a nominal registration fee of $25 for the project (prior to the County Board's rule change, the cost for a shed permit was $101). The registration process for these small sheds can be completed at home using a fax, internet connection or the U.S. Mail, and residents will no longer need to drive to the County's permit facility to obtain a permit. Hence, the new process is intended to make it significantly more convenient for the County's customers by saving them time and money.
To take advantage of this new program, residents can obtain a registration form on the County's website (http://www.lakecountyil.gov/Planning/Default.htm) or contact the Central Permit Facility at 847-377-2600. Completed forms can be returned by email at lcpermits@lakecountyil.gov, faxed to (847) 984-5608,or mailed to 500 W. Winchester Rd., Libertyville, IL 60048 (attention: CEP).
While a property owner must register a shed project before construction, construction of the shed can begin immediately upon receiving registration confirmation from Lake County. The County will respond to requests generally within 24 hours. Any questions about this new program can be directed to County staff at (847) 377-2600.

New Drivers Law in Illinois
Many new laws took effect January 1, 2010. I have heard from many of you about the lack of safety when people use electronic devices while driving, so I know you will be interested to learn of these new laws. My own college age children were unaware of these laws and some of us may have forgotten about them.
The Illinois Text Messaging Ban According to the new law: "A person may not operate a motor vehicle on a roadway while using an electronic communication device to compose, send, or read an electronic message."
The law defines an electronic message as: "Electronic message" includes, but is not limited to electronic mail, a text message, an instant message, or a command or request to access an Internet site."
ON JANUARY 1, 2010, IT WILL BE ILLEGAL (in the State of Illinois) to * Send or read a text message while your car is in traffic, unless fully stopped due to a blocked roadway (such as a train crossing). A stop sign or stop light does NOT waive this restriction. You must place the car in park or neutral gear, or pull over to the side of the road and stop. * Send or read an email message while your car is in traffic, unless fully stopped due to a blocked roadway (such as a train crossing). A stop sign or stop light does NOT waive this restriction. You must place the car in park or neutral gear, or pull over to the side of the road and stop.
* Use a cell phone in a SCHOOL or CONSTRUCTION zone without the use of a hands-free device. In other words, you cannot HOLD the cell phone while using it. You must use a device (such as a Bluetooth headset or ear bud) which allows you to keep both hands on the wheel. To use such a device you must have a compatible phone and must purchase and install the hands-free device itself. Contact your cellular provider for specific information about products and services available for your cell phone. Fines for violation of these laws will start at $75.00, with higher fines expected for the most serious infractions. Obviously, no fine can ever compensate for injuries or loss of life.
The law does NOT apply to use of a navigation device, such as a GPS system. You can get more information on Illinois Driving Laws.
