Security Council deplores attacks against embassies in Syria

Security Council members have strongly condemned the recent attacks against embassies and consular premises in Syria and urged the country's authorities to meet their international obligations to protect diplomatic and consular property and personnel.

Council Condemns Attacks on Embassies in Syria
November 15, 2011, United Nations, New York - José Filipe Moraes Cabral, Permanent Representative of Portugal to the UN and President of the Security Council for November, reads a statement to the press on behalf of the Council condemning in the strongest terms recent attacks on several embassies and consular premises in Syria. The attacks follow the decision of the League of Arab States to suspend Syria's membership until authorities end their continued crackdown on anti-government protesters. More than 3,500 people have died since an uprising, in line with similar protests in other countries across North Africa and the Middle East, began early this year.

In a press statement issued on November 15, the 15-member Council condemned the attacks, noting they resulted in intrusions into diplomatic premises.

The Council "recalled the fundamental principle of the inviolability of diplomatic and consular premises and the obligations on host governments, including under the 1961 Vienna Convention on Diplomatic Relations and under the 1963 Vienna Convention on Consular Relations, to take all appropriate steps to protect diplomatic and consular premises against any intrusion or damage and prevent any disturbance of the peace of these missions or impairment of their dignity," the statement said.

IAEA seeks to clarify nature of Iran's nuclear program

The head of the United Nations International Atomic Energy Agency (IAEA) has said there is credible information that Iran is developing a nuclear weapon and called on the country to agree to a visit by a high-level team to clarify the nature of its nuclear program.

Yukiya Amano
IAEA Director General Yukiya Amano

"Throughout the past three years, we have obtained additional information which gives us a fuller picture of Iran's nuclear program and increases our concerns about possible military dimensions," Director General Yukiya Amano told the meeting in Vienna of the IAEA Board of Governors on November 17.

He said the agency finds the information to be, "overall, credible" and consistent in terms of technical content, individuals and organizations involved, and time frames.

"The information indicates that Iran has carried out activities relevant to the development of a nuclear explosive device," he stated. "It also indicates that, prior to the end of 2003, these activities took place under a structured program, and that some activities may still be ongoing."

Rwanda: UN tribunal convicts former mayor of genocide and extermination

The United Nations tribunal trying those most responsible for the 1994 genocide that engulfed Rwanda has found a former mayor guilty of genocide and extermination and sentenced him to 15 years in prison.

ICT Rwanda BannerIn its verdict on November 17, the UN International Criminal Tribunal for Rwanda (ICTR) ruled that Grégoire Ndahimana, the former mayor of Kivumu commune in Kibuye prefecture, committed the crime of extermination by "aiding and abetting as well as by virtue of his command responsibility over communal police in Kivumu." A count of complicity to genocide was dismissed.

The tribunal, which is based in the northern Tanzanian town of Arusha, ordered that its sentence against Mr. Ndahimana supersede any other imposed on the accused by any other state or institution, and that he receives credit for time served since his arrest on August 11, 2009.

The majority of the trial chamber's three-judge panel found, as a mitigating factor, that the scale of the operation that led to the destruction of a church and the killing of thousands of ethnic Tutsi civilians, reflected broad coordination among various groups, local religious authorities, as well as civilian assailants.

Security Council commends Liberians for recent presidential polll

The Security Council has commended the people of Liberia for holding a free, fair and transparent presidential election earlier this month, and encouraged them to work together to promote lasting peace and stability.

Liberians Go to Polls for Second Presidential Election since 2003 In a statement on November 18, the 15-member body also expressed their concern about the violence that occurred on the day before the November 8 run-off poll and welcomed the establishment of a Special Independent Commission of Inquiry to investigate the incidents.

Liberia's electoral authority declared incumbent President Ellen Johnson-Sirleaf the winner of the run-off after garnering more than 90 percent of the vote, while her challenger, Winston Tubman, withdrew from the second round alleging that the first round held on October 11 was not fair.

The Council called on all parties to comply with the Liberian Constitution and to use legal channels to settle electoral disputes.
