Mark Eisner, ALWI President Offers Legislative Testimony in Annapolis

On March 11, 2011, Mark W. Eisner, P.G., joined several clients and colleagues when he testified before both houses of the State legislature.
As a member of a panel of experts convened by the
Home Builders Association of Maryland, Mr. Eisner testified against two bills which would have effectively prohibited new, rural residential land development on individual
septic systems. Our concern about the bill was that it placed a disproportionate financial burden for Bay cleanup on a small contributor to overall pollution.
As a partial consequence of the testimony of Mr. Eisner and several other professionals, the bills died in committee and have been referred for summer study. We continue to monitor the issue while providing professional and technical assistance to business and industry groups prospectively impacted by related policy changes and legislative initiatives.
As environmental scientists, we at ALWI certainly support Bay cleanup initiatives. We envision and hope for a more nuanced approach to protection, which apportions and prorates the burden of environmental improvement, fairly and without bias across all industries, properties and business sectors contributing to the condition of this precious natural resource.
