Busy Seven Months in the Michigan Legislature

P.A. 312 compromise protects collective bargaining rights while giving struggling local communities financial flexibility

It has been a pretty busy seven months in the Michigan Legislature, with plenty of major items being signed into law by Governor Snyder so far this term. These changes include significant modifications to the business and income tax structure as well as the state budget being completed at its earliest time in recent memory. However, there was one important piece of legislation that may not have gotten as much attention in the media but could have a significantly positive impact on our local communities.

In late June, I voted for an amended version of House Bill 4522, a bill that amends Public Act 312 of 1969 which provides for binding arbitration of labor disputes for municipal police, fire and emergency medical service personal. Originally, the bill as drafted, was a divisive issue as it would have jeopardized local collective bargaining agreements with our police and fire services and potentially placed the safety of our residents at risk. As a former Mayor and long-time City Council member in Roseville, I appreciate the importance of providing quality public services such as police and fire to our residents and businesses in the most cost-efficient manner, while also receiving input from the community and public sector employees in labor negotiations. I did not support the original version of House Bill 4522, but in the end, sound public policy and bipartisanship prevailed over the "politics-as-usual" approach in Lansing. All of the important stakeholders were brought to the table and discussions were held in a collaborative effort to come up with a common sense and reasonable approach in addressing a critical issue that affects our communities. And in today's intensely partisan times, the compromise passed the Michigan House unanimously.

 

Our first responsibility in the Michigan Legislature must be to ensure the safety of our citizens through adequately funded police and fire services at the local level. This compromise not only preserves the collective bargaining rights of our local police and firefighters, allowing these brave men and women to provide a decent living for themselves and their families, but it also helps our cash-strapped municipalities without putting our residents at risk.

 

The revised bill:

  • Places a greater emphasis on a community's "ability to pay" when negotiating contracts.
  • Gives consideration to the pay and benefits of similar workers in surrounding communities when negotiating.
  • Splits the cost of arbitration equally between a union and the municipality.
  • Mandates that the arbitration process be completed within 180 days

Alliance as the location of choice to film "Beauty Queen"

Detroit area based "Wigs 4 Kids" selected by the Michigan Creative Film Alliance as the location of choice to film "Beauty Queen"

ST. CLAIR SHORES, Michigan (July 23, 2011) - The Michigan Creative Film Alliance will be on location at Wigs 4 Kids starting Sunday, July 31, to shoot scenes for the upcoming independent film, Beauty Queen.

Beauty Queen tells the story of a successful pageant queen who is diagnosed with alopecia, an auto-immune disorder that causes her hair to fall out. A month away from the biggest pageant of her life, she must learn (with help from an unlikely friend) to deal with her disease in order to win the pageant and the scholarship that will pay her college tuition.

The Michigan Creative Film Alliance, comprised of students from University of Michigan, Michigan State and Wayne State University, was looking for a venue that could serve as a wig shop, and chose the Wigs 4 Kids Wellness Center to shoot scenes from the end of July through mid-August.

"We are so honored to be a part of this project as it will raise further awareness of what children and teens diagnosed with alopecia experience physically, emotionally, socially and psychologically." Said Maggie Varney, Founder & CEO of Wigs 4 Kids, "One of our wig recipients, Jaeleen, was selected for a supporting role in the film as well, since she too has alopecia, wears a wig and competes in beauty pageants."

The film will premiere at the Detroit Film Theater in late March of 2012 and will be entered in film festivals following the film's premiere.

Wigs 4 Kids is a one of a kind non-profit 501(c)(3) organization which reaches out to kids and young adults through age 18 with hair loss. At the Wigs 4 Kids Wellness Center, located in St. Clair Shores, Varney and her dedicated team support children and teens throughout Michigan who struggle to deal with social acceptance because of physical appearance.

Manipulation Under Anesthesia

Dr. Stanczak attended Oakland University for his undergraduate work where he studied courses such as organic chemistry, physics, biochemistry, along with anatomy and physiology courses. After completing his undergrad studies, Dr. Stanczak went on to earn a Doctorate from Palmer College of Chiropractic in Davenport, Iowa.

Teaching Other Doctors

He currently serves as an instructor for the Pettibon Institute, and teaches the Pettibon System at multiple chiropractic colleges throughout the country. Dr. Stanczak is also an instructor for "Utilization of MRI in Clinical Practice", where he teaches diagnostic MRI to the medical community. His education has led him to become an expert in spinal and accident related injuries. He is certified to practice manipulation under anesthesia, and has offered relief to many complex pain patients.

Dr. Stanczak serves as the President of the American Academy of Medical Legal Professional for the state of Michigan, which is a research based organization regarding spinal and head injuries. He has a vast knowledge of Clinical Nutrition and has helped many people recover from complicated health issues.  One unknown credential of Dr. Stanczak is that he is also certified in personal training, and trained marathon runners while in graduate school. Tour Lake St. Clair and the St. Clair Flats Area on a Summer Discovery Cruise

This year marks the 10th anniversary of Summer Discovery Cruises, presented by Michigan Sea Grant and Michigan State University Extension (MSUE) in partnership with the Huron-Clinton Metroparks. The 2011 season at Metro Beach Metropark offers 13 educational cruises around themes such as fisheries, wildlife, wetlands, shipwrecks, lighthouses, weather, shipping and more.

 

Tickets for shorter cruises are $20 for adults and $10 for children ages 6 to 17. Tickets for longer cruises are $25 for adults and $15 for children ages 6 to 17.
