Suzanne PixlysAccess Management
Traffic Safety along the south Gratiot Corridor (8 Mile to M 59) was the topic of a recent Public Open House held at the Eastpointe City Hall.  Using a concept known as Access Management, planners from the firm of LSL Planning in Royal Oak presented a number of recommended physical changes along Gratiot's intersections driveways and medians that would help to reduce the number of traffic accidents, as well as improve the traffic flow.

Using a collection of two years of traffic accidents, planners recommended changes in areas where there have been a high number of accidents.  The recommendations included reducing the numbers of driveways accessing Gratiot where they come within 300 feet of another driveway or an intersection, and to limit the number of driveways to a multiple store development.

These recommendations will be presented to the local communities and are expected to be incorporated into the zoning ordinances.  While there may be some changes to the medians from the Michigan Dept of Transportation in the future, changes effecting current business driveways will be only be identified as code changes IF the property is redeveloped.  However, if the current business owner would like to improve the property to reduce the accident potential, the codes and suggested changes would be available through the Building Department.

The City of Eastpointe is an active member of the 8 Mile Blvd Assoc. which is a very active group that works with the local communities and counties that border 8 Mile from Lake St. Clair to Livonia.  The association has worked diligently over the past few years to make many noticeable improvements.  Improvements that have benefited Eastpointe in the recent past have been Beautification Awards, clean up along 8 Mile Rd, median signs and gardens, and façade improvement grants.

At a recent meeting, it was announced that a two year grant has been provided from the Community Foundation for a "Corridor Keeper".  This grant will provide code enforcement across the entire 26 Mile stretch of 8 Mile which will help to improve the appearance of the important route. Last year's resurfacing of 8 Mile Road by MDOT has made transit over this route quick and easy. Improving the appearance of the properties along 8 Mile will encourage more people to use this route which could help to bring more business to Eastpointe.

At a recent meeting, the City Council approved a Towing Contract with one of our local businesses...Woods Towing.  Although the bid was not the lowest, Glenn Neunner has invested thousands into his business in Eastpointe, and has been a very active part of our community. Council feels strongly that we will support our local businesses as much as possible and encourages local businesses to bid on all
contracts.  Opportunities for new contracts are always posted on the city's web site.

Next month, the City of Eastpointe has been chosen for the annual Mayor's Exchange.  During Michigan Week, we will exchange Mayors on Government Day with the city of East Lansing.  Plans are incomplete at this time, but East Lansing's Mayor, Vic Loomis, will be touring our city and plans to join the Chamber and guests at the annual Michigan Week dinner.  Plan to attend the dinner and welcome Mayor Victor Loomis from East Lansing.
Community Update From:
Macomb County Commissioner
Phil DiMaria
PhilMacomb County Commissioner Phil DiMaria would like to inform you of an exciting opportunity available to lower your home energy bills up to 30%. Macomb County Community Services Agency has a program available to weatherize homes and help you conserve energy. The Weatherization Assistance Program is a free service for qualified people. Measures installed are based on a home energy audit and may include: wall insulation, attic insulation and ventilation, foundation insulation, air leakage reduction, furnace repair or replacement and other energy saving measures.

Eligibility for the program is based on income. For example, a family of four with a gross income under $44,000 would qualify. Rental homes may be eligible with landlord participation. Homes that are for sale are not eligible for this program.

The Weatherization Assistance Program is expanding under the American Recovery and Reinvestment Act. In 2007, $516,718 provided weatherization for 196 homes in Macomb County. In 2008, $671,191 provided weatherization for 220 homes. In 2009, regular program funding of $669,036 will weatherize at least 87 homes; a smaller amount than in previous years because the amount of funds spent on each home has increased. In the three year period of 2009 - 2012, $8,127,986 in funding from the American Recovery and Reinvestment Act will weatherize at least 1,166 homes.

Residents of Eastpointe, Roseville and Warren who are interested in having their homes weatherized should call MCCSA's South Community Action Center in Warren for an appointment - (586) 759-9150.  Commissioner DiMaria can be reached at commishd3@aol.com.

Business Help From State Of Michigan
The State of Michigan recently unveiled a new web portal that will aid the Michigan business community in conducting business in our state. The new Michigan Business One Stop is an online service that guides users who want to start, operate or expand a business in Michigan. Business owners can apply for or renew permits and licenses, file annual reports and pay unemployment taxes, or any other fees they are subject to under state law. Information is shared across state departments with one, easy e-payment system, and the site provides businesses information about transaction status in a new, paperless environment. Find it at www.michigan.gov/business.
Neighborhood Stabilization Fund
Local residents interested in purchasing HUD homes that are currently vacant or foreclosed on should contact Macomb County Planning & Economic Development for more information. They can be reached by calling 586-469-6285, online at www.macombcountymi.gov or by email at Federal.NSP@macombcountymi.gov.  Information pamphlets and applications can also be found at the kiosk near the City Hall entrance.
AT&T Announces Plans to Deploy Alternative Fuel Vehicle
AT&T made an important announcement on March 11, 2009, that will have a positive impact on Michigan. We announced plans to invest up to $565 million across the U.S. to deploy more than 15,000 alternative-fuel vehicles over the next 10 years.

Ford Motor Company will build the vehicle chassis at its assembly plant in Avon Lake, Ohio. AT&T will then work with domestic suppliers to convert the chassis to run on Compressed Natural Gas (CNG).

Our investment represents the largest U.S. corporate commitment to CNG vehicles to date. We will spend an estimated $350 million to purchase about 8,000 CNG vehicles and around $215 million to begin replacing our passenger cars with alternative-fuel models.

We will also work with natural gas service providers to build up to 40 new CNG fueling stations across our national footprint to provide the fueling infrastructure needed for the new vehicles.

Over the 10-year deployment period, the new vehicles are expected to save 49 million gallons of gasoline and reduce carbon emissions by 211,000 metric tons. That is equivalent to removing the emissions from more than 38,600 traditional passenger vehicles for a year.

This investment will have a positive impact on job creation and preservation. The Ann Arbor-based Center for Automotive Research (CAR) estimates that nearly 1,000 jobs will be created or saved across the country each year for five years.

We will have more details to share in the months ahead. For now, we wanted to share this good news about our long-term strategy to reduce emissions in the communities we serve and make our environment healthier.
Sincerely,

Jon Peterson
