Even though grass is dormant (brown) it's still alive and needs water to survive.
The temperature of dry soil drops more than the temperature of a moist soil. The root systems of plants are the most sensitive parts to low temperatures. Water is a great insulator against temperature changes in the soil.
Generally, water your landscape every 30 days if no adequate rainfall. Use cycle soak settings to prevent excessive run off.
Newly planted materials (trees, shrubs, sod) roots should be kept moist and Seasonal bedding plants need supplemental irrigation.
