Greetings!
This morning several TAOP members along with O&P professionals from Tennessee, Alabama and Arkansas participated in a conference call with the Provider Outreach team from Cigna Government Services to provide input on an upcoming workshop they will be providing in San Antonio on October 11th and October 12th.
We will forward more information as soon as it is available.
October 11, 2011 is a general compliance and documentation workshop.
October 12, 2011 is an O&P specific workshop. The morning will include compliance and documentation so there will be overlap if you choose to attend both days. The CGS team stressed that these were stand alone workshops and that O&P providers would benefit from attending the Oct 12th workshop.

Updates from the Texas Chapter of AAOP meeting in Austin
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ David Olvera of the TBOP spoke on Saturday afternoon and provided an update on legislative and licensing activities. Here is a recap of some of the topics he covered. For more information check the TBOP website or contact the board.
-There are 742 licensees in the state of Texas.
242 facilities
386 practitioners
41 residents
46 assistants
26 technicians (technicians are not required to be licensed)
-The TBOP board is handling 82 cases in 2011, up from 30 cases in 2008.
-He recommended that facilities create and use a "Request for Consultation" form filled out by the healthcare provider and/or the patient when you are consulting with a patient for the very first time to establish/document that the patient and/or referring healthcare provider is the one who is requesting a consultation and that you are not soliciting the patient. He stated that as of 2012 direct solicitation of patients will be illegal.
-TBOP is now working with CMS to shut off NPI numbers of unlicensed practitioners and facilities in order to prevent them from receiving payments.
An ad hoc committee on orthotics is being established to determine how to define orthotics as it relates to board activities. The selection of committee members will be finalized this week and the first meeting will be August 26, 2011.
-Cease and Desist letters have gone out to a number of manufacturers, including Don Joy, Breg and Bledsoe, to stop them from sales reps to fit patients. Please see the TBOP website for more information on this.
-Inspections: There is one inspector doing random inspections across the state. The inspector will be pulling 10-12 files to check for compliance based on Texas laws, rules and regulations. There will be a debriefing after the inspection.
-It is now legal to accept prescriptions from physician assistants, advanced practice nurses and nurse practitioners.
-The largest fine levied to date by the TBOP was $83,000.00. Fines are assessed at $5,000.00 per violation per day.
