Belvedere General Plan Website Debuts!
Want to help plan for Belvedere 2030?What will the community look like? Big homes? Small homes? Limited zoning? Lots of bicycles? No cars? More parks? Bigger police department? Stricter zoning rules? More flexible rules? Protected historic properties? Off the electricity grid? Skate park? Swimming pool? Dog park? More sidewalks? More trees? Less trees? More open space? More housing? More condos? Senior housing? Expanded commercial sector? More home-based business? Get involved in Belvedere 2030 and you can help shape this community into the next 30 years. With the adoption of the 2007/2008 Budget, the City Council initiated a process to update the City's General Plan. This process is expected to take at least two years and will involve multiple meetings and public hearings. The Council recruited volunteers to serve on the General Plan Update Steering Committee.  In addition to attending the monthly General Plan Update Steering Committee meetings (typically the 4th Wednesday at 6 p.m. at City Hall), you can get involved by attending any of the various upcoming focus groups and community meetings. Neighborhood Concern Pet Assessment
As many of you are aware, a neighborhood in Belvedere has been the focus of recent unfortunate incidents involving a neighborhood dog and the death of two cats. The cats and the dog are beloved pets of local Belvedere residents and the occurrence has created a very difficult situation for all concerned. As a result of the incidents, the 16-month old Malamute (Jackson) was evaluated by the Marin Humane Society (MHS) and judged to have a heightened predatory instinct toward cats. The owners of the dog have provided a copy of that evaluation and it can be obtained via the following link: MHS Evaluation. Information on the Malamute breed and its characteristics can be found via various breeder and information websites. These sites provide basic information on the breed, its characteristics, and needs. Excerpts from the MHS Evaluation indicate that Jackson is a friendly, social dog, who likes to interact with people. Very much a puppy, Jackson has behaviors that need to be inhibited and needs a great deal of structure and some strict rules to help him become an adult. The behavioral expert further states that "Jackson's main problem is predatory behavior. It is important to delineate the difference between aggression and predation. Dogs and cats are predators, even though they are our pets. In nature, all predators would, of necessity, kill to eat. Our pets no longer have to do this, as we do it for them, but the instinct is still there. This instinct is triggered by movement (which is why prey animals tend to freeze in the presence of a predator). As we discussed, Northern breeds like Malamutes and Huskies tend to be more predatory than many other breeds. Predatory behavior is not linked with any emotion - in fact, it originates in a completely different part of the brain than emotions. This is why behaviorists do not call predatory behavior "aggression," though it can lead to the same outcome. Dogs learn early on in their lives to identify what is and what is not prey. Since Jackson did not learn early that cats are not prey, he reacted instinctively to the cats he came across. It is tragic that the cats were the victims, but this behavior was not done because Jackson had malicious intent." The MHS behavioral expert recommended that Jackson go through behavior modification and that steps be taken at home to restrict his movement. Behavior modification should entail management, including appropriate fencing and leashed walks, plus obedience training, plus the use of an electronic collar as an aversive (teaching Jackson that cats are actually scary). While Jackson was evaluated as dangerous to cats, he is not dangerous to people or other dogs. Since the MHS Evaluation, Jackson has been through cat aversion therapy and has interacted socially with cats on several occasions. Jackson's owners have taken all steps recommended by MHS to include the successful aversion therapy, socialization, fencing, and leashed walks in other areas. Additionally, the owners have created an indoor and outdoor tether system for Jackson to further prevent any accidental escapes. Since the incidents, Jackson has not been allowed off the property unsupervised. While the City is not directly involved in the management of the incident or the recommendations of MHS, the City has worked with the MHS to ensure that discussions occur with all involved parties and MHS. The owners of the cats are very concerned that further incidents not occur and that appropriate steps are taken to ensure proper disposition of Jackson; and the owners of Jackson are very concerned about the course of events and have cooperated full with the requirements and recommendations of MHS. If incidents such as this occur in the future, the first point of contact should be the Belvedere Police Department to file an "incident report" - even though there may not be a physical crime report, an incident report will attempt to preserve information that can be used later. The second point of contact should be MHS to investigate the incident and the pets involved. |

Marin Clean Energy - Special Meeting

Special Meeting Wednesday, September 10 7 p.m.
The City Council has scheduled a Special Meeting for Wednesday, September 10 at 7 p.m. for a Special Study Session on Marin Clean Energy.
As some of you may recall, a presentation was given by Marin Clean Energy and PG&E at a prior Council meeting but due to the longevity of the meeting, Q&A was cut a bit short. As a result, a Special Meeting has been scheduled for September 10 to give the Council and the community and opportunity to hear the issue again and answer further questions that might arise.
Please plan to attend this informational Study Session. It is anticipated that the actual Ordinance and vote to join the Joint Powers Authority will be before the City Council in October at the regular meeting. The Study Session on September 10 in Belvedere and a special community meeting on October 7 at Tiburon Town Hall are opportunities for further public input before the issue comes for consideration by the City Council.

District Moves Forward
At the City Council meeting on July 14, the Council voted to proceed with the project when a majority of the property owners approved the assessment district formation. The "Yes" votes prevailed by about a two to one margin.
The construction contract was awarded to Smith Denison Construction of Livermore. Construction will commence on Monday, September 15. Smith Denison will have 200 calendar days to complete their work. However, weather related delays are to be expected and result in extensions to the completion date. In simplistic terms, Smith Denison will install the conduit and junction structures in which the utility companies will later place their underground systems.
Work will begin at Five Corners and progress up Belvedere Avenue. Work on Golden Gate and Crest will be later in the project. Construction will be limited to 1000 linear foot segments. All work within a segment must be completed before additional trenching can start.
As the work progresses, Smith Denison will be marking out the trench layout as well as box locations for each property's services. Each property owner is responsible for providing conduit connections to the points of connection in the street.
The street will be totally closed during most days in the area of work. The locations of the closures will be prominently posted. The streets will be open at night; weekends; and on other non-work days.

| Volunteers Needed for Blackie's Hayday |

Blackie's Hay Day Needs Your Help! Bookmarks will be hosting Blackie's Hay Day, a wildly popular family event, at Blackie's Pasture on Sunday, September 28th, 2008. Designed for children of all ages, the event is reminiscent of an old-fashioned country fair. Blackie's Hay Day is run entirely by volunteers and requires at least 100 people to help with the family games and races, sell activity tickets, staff the food stands, and organize parking, among many other volunteer opportunities.
Funds raised at this event will buy books and pay for the many children and teen programs at the Belvedere-Tiburon Library. Last year more than 1100 people attended Blackie's Hay Day and Bookmarks members are hoping this event will draw even more people to help raise money for literacy and cultural programs for our community library.
Volunteers are needed for two shifts 8 am until noon or noon until 4 pm on the day of the event. Help is also needed for set-up the day before the event. Tiburon Fire District Offers First Aid and CPR Classes!

Quarterly First Aid classes for the public are now hosted by the Tiburon Fire Protection District. The classes will be held at the Tiburon Police Station, 1155 Tiburon Boulevard.
The first scheduled class is November 13 from 9 a.m. to 1 p.m. Special times and dates can be arranged for groups of 10 or more. To register, bring in or mail $35 before November 5 to the Tiburon Fire Protection District at 1679 Tiburon Boulevard, Tiburon, CA 94920.
