General Manager's Weekly Update
Fiscal Year 12/13 Budget submission deadline extended to Tuesday, July 31st.
You can submit your budgets earlier if you would like your Demand Warrants processed. Not submitting your budgets by the new deadline may result in your PCards being frozen. Those Neighborhood Councils who have submitted elections outreach encumbrance requests are NOT to include this amount in next year's budget because the Department must approve your requests beforehand. We will notify you by next week what has been approved and we will provide you with a separate budget tracking tool. We understand the importance of being able to pay for elections related outreach expenses in a timely manner and we will do our best to notify you as soon as possible. Remember that funds encumbered for elections outreach must be used for the stated purpose. If you do not use your elections outreach funds by your election date - the funds will be deducted from your account and returned to the City's general fund. We ask for your patience as we work through year end closing responsibilities with minimal staffing.
Office Closed - Wednesday, July 4th
Have a happy and safe Fourth of July with your family, friends, and loved ones.
Sincerely, BongHwan (BH) Kim, General Manager Department of Neighborhood Empowerment Empower Yourself. Empower Your Community. Empower LA.

Bordering Reseda and Northridge and only one mile from the epicenter of the quake, Lake Balboa was hit especially hard. When Pruett heard of the formation of the Lake Balboa Neighborhood Council, she saw it as a great opportunity to organize her neighbors around emergency preparedness.

Free Parking Permits for Neighborhood Councils
We are pleased to inform you that Neighborhood Councils will be receiving free parking permits to provide you with access to City Hall. The Department, with the assistance of the General Services Department (GSD), has been approved to allocate two (2) parking permits per Neighborhood Council. The Parking Permits must be assigned to a specific individual with vehicle information provided to the Department which we will forward to GSD. If an individual owns more than one vehicle, provide that vehicle information as well. These permits are non-transferable.
