This week the City Council unanimously approved (12-0) the draft ordinance to temporarily transfer the authority for administering Neighborhood Council elections for Fiscal Year 2012-13. Councilman Bernard Parks, Chair of the Education and Neighborhoods Committee, also introduced some motions (that were passed) which requests reports back from the Department on the administration of elections as well as Neighborhood Council funding for elections. We have submitted our report to the committee, which is meeting next Tuesday, May 15th at 1pm.
Thanks to all the Neighborhood Councils that advised your elected officials regarding your views on this matter. The last piece that will be required is the approval of our budget request which is pending in Budget and Finance Committee. You are encouraged to track the progress of this item as it makes its way through committee with a recommendation to full Council.

The City Council is expected to approve the City's budget for next Fiscal Year by late May/early June. With adequate funding and strong partnerships between the City and Neighborhood Councils, this election promises to be the most energized and robust neighborhood participation event ever!

Neighborhood Council Elections
Election Ordinance Passed!
On May 9, 2012, the City Council passed the amendment to the ordinance that transfers the administration of elections to the Department. They specifically removed language that would allow the Department to extend any Board's terms to 2014. Please refer to Council File #11-1912 on LACityClerk Connect for more information. We will be working on funding the elections now. The Education and Neighborhoods Committee will be looking at this issue next Tuesday and is considering ways to fund the elections from the Neighborhood Council's yearly allocation. We encourage you to provide feedback to the committee.
Please start meeting with the other Neighborhood Councils in your region to discuss how you can help one another with elections. We'll also be following up with calls.

2012 Election Procedures Stipulation Worksheet
We are working on sending to Neighborhood Councils their 2013 Election Procedures Stipulation Worksheet for Board approval. The information for the worksheet will be compiled from the bylaws and the 2010 Election Procedures. For election outreach expenditures, the Board will have to provide a Board resolution and an excel spreadsheet of the vendors that may be used for the elections as well as one total amount to be encumbered.
