We are often asked what is NH CAN doing now? It has been a very active session, and NH CAN has been active both in the legislature and collaborating with other partners and child advocates throughout New Hampshire. While we are still working on these initiatives, below are some of the major initiatives we have been working on:

Vista Vista Job Posting
We are excited to announce that the Children's Alliance has been officially approved to host a VISTA volunteer!   We are currently accepting applications for our VISTA NH Hunger Solutions Outreach Coordinator.  The Outreach Coordinator will work to increase awareness of food insecurity in NH and assist us in implementing the NH Plan to End Childhood Hunger.  Please share the VISTA posting with your networks and help us find a strong candidate! Following are updates on specific NH CAN Priorities. As always, you can view the legislative tracking form and the Mid-session report .
  Economic Security  
CACR13CACR 13 (an act prohibiting new taxes on personal income...) 
There was a public hearing in the Senate Wednesday, April 4 and NH CAN submitted testimony against the bill based on the direction of this Priority.

Most of the testimony was in opposition to the bill . Senate President Bragdon  asked several times whether having "too many" constitutional amendments on the ballot would be detrimental.

At of this writing, the Senate committee is still considering the bill and we will keep you apprised of any developments. If you speak with Senators, please remind them that this legislation is unnecessary. For more specific information, go here.

CACR6CACR 6 (caps spending as a %of the previous year's budget)
While NH CAN continues attempts to defeat this legislation, NH CAN is also working to prepare in case CACR 6 is on November's ballot. We are working with a growing group of partners to develop a strategy to combat this legislation. Please consider what role you might be able to play as we work to educate voters prior to November's election.

Ed Education 
CACR 12 (allowing the legislature greater latitude in education funding deceisions)

CACR12CACR 12, is now in a legislative Committee of Conference. CACR 12, will amend the state constitution to allow the legislature to fund education as it sees fit. Additionally, there will be limited review offered by the Supreme Court under the amendment.  

 

NH CAN is attempting to educate legislators about the concerns with this legislation. At the same time, NH CAN is working with other partners in case this amendment makes it to the ballot. As with CACR 6, we will all need to be engaged if we are going to defeat this amendment. More information will be forthcoming as we work to develop a strategy to protect this vital right of NH's children.

Education Health & Wellness
Protection of Connor's Law
NH CAN has successfully defended insurance parity for Autism Spectrum Disorders and the Early Childhood Mandate.This Priority was in jeopardy through HB309 and SB 150. Both bills have now been defeated.

oralOral Health Access

 NH CAN Partners have been actively working on SB 284, to expand oral health access. There was a public hearing in the House last week and we expect a final committee vote on Tuesday,  4/17.  

 

While the hearing in the Health and Human Services Committee was favorable, we still need you to reach out to your representatives. Check the Children's Alliance of NH's I Like My Teeth page to review testimony on SB 284.

MCOMedicaid Managed Care
There has been a lot of activity regarding Medicaid Managed Care over the last few weeks, as the Executive Council reviews contracts for companies to manage the program. While this is not a NH CAN Priority, and NH CAN has taken no direct position, we are still monitoring the situation since it will affect many of NH's  children and families.

Since this legislation passed last year, there have been more questions than answers. When NH CAN addressed this issue at our Summit keynote in November, we heard that very feedback. Many were overwhelmed by the complexity of the issue and still others were frustrated that there wasn't more known about the process. As the Executive Council contemplates approving the three contracts for Managed Care Organizations (MCO), we are still asking more questions than the contracts answered.

The Children's Alliance is part of a working group which is reviewing the contracts and raising areas of concern. The Executive Council work session was on April 13. (see the live blog posts here). This Wednesday, April 18th,  the Executive Council is scheduled to vote on the contracts . If you have contact with your Councilor, let them know of your concerns. Please stay tuned.
